Previous issue date: 1995 / Resumo: O objetivo deste estudo tem por finalidade refletir a respeito da atuação das Instituições Auxiliares da Escola-IAE, compostas pelo Conselho de Escola e APM, enquanto mecanismos que (im)possibilitem a participação transformadora na estrutura burocrática vigente na Escola Pública. Analisamos a implantação e implementação das IAE em cinco Estabelecimentos de Ensino da Secretaria de Estado da Educação do Estado de São Paulo, numa abordagem qualitativa, empregando o uso de entrevista aberta e questionários. Verificamos a concepção que Dirigentes, Professores, Funcionários, Alunos e Responsáveis por Alunos tinham a respeito das IAE, Escola, Hierarquia, Burocracia e Participação. Examinamos a atuação das IAE dentro do contexto normativo que as envolvem, estabelecendo relações entre os pressupostos teóricos que as fundamentam e as práticas evidenciadas na pesquisa de campo, tendo como pano de fundo uma reflexão teórica sobre Burocracia e a Participação. A conclusão do trabalho pontua a atuação das IAE enquanto órgão legitimador do estabelecido, compondo o quadro hierárquico da burocracia escolar, portanto, para que as IAE possam ter uma prática transformadora há que se romper esta condição, construindo sua autonomia / Abstract: The objective of this study has by purpose to reflect about the situation of the Auxiliaries Institutions of School - IAE, consisting of the School's Counsil and APM, while the mechanism that (im) possible the transformer participation in the bureaucratic structure valid in Public School. We analyse the establish and the implement of IAE in five Establishment of Instruction of São Paulo Secretaryship of
Education State, in the approach quality, employing the use of an open interview and questionnaires. We verify the conception that principals, teachers, servants, students and responsible by the students had about of IAE, School, Hierarchy, Bureaucracy and Participation. We examine the situation of IAE in the normative context that involve them, establishing relationships between the theories presupposed that found them and evidenced practicing in the field search, using as support a theorical reflection about the Bureaucracy and Participation. The conclusion of the work scoring the actuation of IAE while legitimate organ of the establishment, compounding the hierarchy square of scholar bureaucracy, in so far as, to that the IAE can have a transform practice needs to break this condition, building their autonomy / Mestrado / Administração e Supervisão Escolar / Mestre em Educação
