Previous issue date: 2016-08-29 / CAPES / The present dissertation entitled "The Portuguese Question and Brazilian Foreign Policy in the framework of the United Nations (1960-1976)" systematizes, describes and analyzes the Brazilian votes during the process of decolonization of the Portuguese overseas provinces, within the framework of the General Assembly and Security Council of the United Nations (UN). The proposed research, of a qualitative nature, has an analytical and descriptive nature and is based on bibliographic and documentary foundation, privileging the postulates of the English School for the understanding of the international environment. The method of analysis of foreign policy is the one proposed by Hermann (1990), having as privileged temporal interregnum, for analysis, the promulgation of Resolution 1514 of the General Assembly, containing the Declaration of Granting Independence to Colonial Countries and Peoples, dated 15 December 1960 until the admission of the People's Republic of Angola as a member of the United Nations on December 1, 1976, in Resolution 31/44 of the United Nations General Assembly. The research made possible the systematization and description of seventy-nine resolutions of the General Assembly and of the Security Council, which generally explained condescending behavior on the part of Brazil in relation to Portuguese colonialism. / A presente dissertação intitulada “A Questão Portuguesa e a política externa brasileira no âmbito da Organização das Nações Unidas (1960-1976)” sistematiza, descreve e analisa os votos brasileiros durante o processo de descolonização das províncias ultramarinas portuguesas, no âmbito da Assembleia Geral e Conselho de Segurança da Organização das Nações Unidas (ONU). A pesquisa proposta, de caráter qualitativo, tem natureza analítica e descritiva e é baseada em fundamentação bibliográfica e documental, privilegiando-se os postulados da Escola Inglesa para a compreensão do meio internacional. O método de análise de política externa é aquele proposto por Hermann (1990), possuindo como interregno temporal privilegiado, para análise, a promulgação da Resolução 1.514 da Assembleia Geral, contendo a Declaração de Outorga de Independência aos Países e Povos Coloniais, de 15 de dezembro de 1960, até a admissão da República Popular de Angola como membro da ONU, ao 1º de dezembro de 1976, na Resolução 31/44 da Assembleia Geral das Nações Unidas. A pesquisa possibilitou a sistematização e descrição de setenta e nove resoluções da Assembleia Geral e do Conselho de Segurança que explicitaram, de maneira geral, um comportamento condescendente, por parte do Brasil, em relação ao colonialismo português.
