music is included as a compulsory subject in State
schools, following the enactment of Law No 11.769/2008
and the deadline set for its implementation. As a result,
there has been a broadening of discussion on this matter
within the State, particularly from the standpoint of the
State Secretary of Education and its Regional Offices. An
investigation has beencarried out here to obtain a
panoramic view of the way the law was put into effect, in
which account is taken of the comments made by
professional music teachers who work in the capacity of
art teachers. The methodology employed involved
adopting a qualitative approach and a case study, while
the data collection took place through interviews and
focus groups. With regard to the implementation of Law
No. 11.769/2008, the Deputy Secretary of State for
education and the representatives of the regional
authorities, believe that music forms a part of the Arts
since the teacher of this subject is responsible for the
whole area of art teaching. The teachers involved in the
investigation thought that Law No. 11.769/2008 was
important, although they stated that it had not led to any
alterations in the area of the Arts in the State schools of
Santa Catarina. Following the approach adopted for the
policy cycle, in practical terms, the teachers and other
professionals carry out the role of interpreting and
reinterpreting policies and are convinced that this has
serious implications for the question of whether or not to
implement these educational policies. Thus the results of
the research suggest that in State schools, Art lessons
are still regarded as a multi-skilled area. / Esta pesquisa buscou discutir de que maneira a música está inserida como conteúdo obrigatório nas escolas estaduais de Santa Catarina depois da aprovação da Lei 11.769/2008 e do seu prazo de implementação, ampliando, assim, as discussões no âmbito estadual, especificamente no ponto de vista da Secretaria Estadual de Educação e das suas Gerências Regionais. Esta visão panorâmica da implementação da Lei também foi averiguada a partir das falas de professores habilitados em Música que atuam como professores de Arte. A abordagem qualitativa com estudo de caso foi utilizada como metodologia. A coleta de dados se deu através de entrevistas e grupos focais. Em relação à implementação da Lei 11.769/2008, o representante da Secretaria Estadual de Educação e os representantes das gerências regionais consideram que a música faz parte da disciplina Arte sendo o professor desta disciplina o responsável por todas áreas artísticas. Os professores investigados, consideram a Lei 11.769/2008 importante, porém afirmam que ela não trouxe modificações para a área de Arte nas escolas estaduais de Santa Catarina. Segundo a abordagem do ciclo de políticas, no contexto da prática, os professores e demais profissionais exercem o papel de interpretação e reinterpretação das políticas, sendo assim, o que acreditam e o que pensam tem implicações no processo de implementação ou não das políticas educacionais. Assim, a pesquisa aponta que nas escolas estaduais, o enfoque para as aulas de Arte ainda é a polivalência.
