health. / Por meio desta pesquisa, de caráter documental, buscou-se identificar o papel
atribuído ao setor saúde no processo de integração regional em curso por meio da
análise das proposições do Subgrupo de Trabalho N° 11 Saúde (SGT N°11) e das
Reuniões de Ministros da Saúde (RMS) e explicitar a concepção de saúde que
orienta a tomada de decisão no âmbito da coordenação da área da saúde do
MERCOSUL A questão central que orientou o presente estudo foi no sentido de
saber em que medida e de que forma a integração no campo da saúde fortalece ou
não o processo de integração latino-americano. Foram analisadas 207 resoluções
do SGT N°11 e 133 acordos das RMS, totalizando 340 documentos referentes à
saúde produzidos e divulgados no período de 1992 a 2009. Do processo de análise
destaca-se a ênfase dada à normatização de produtos de saúde e de vigilância
sanitária, com avanços no controle das normas de fabricação de produtos e na
restrição de agentes cancerígenos em sua composição. Outros dados a salientar
referem-se ao controle da dengue e do uso do tabaco, incluindo forte controle de
publicidade neste último, ao controle da mortalidade infantil e materna e a
padronização de normas técnicas nos serviços de alta complexidade, bem como o
combate ao tráfico de pessoas, turismo de órgãos e, em especial, o combate à
epidemia de HIV/AIDS na região. Também relevantes são às ações sobre o Banco
de Preços de Medicamentos, onde os países agem em conjunto, pressionando os
grandes laboratórios a reduzirem os valores dos medicamentos, elevados pelo
regime de patentes. Em nosso entendimento, a saúde vem se consolidando no bloco
tendo como base as diretrizes da Organização Mundial de Saúde (OMS) e da
Organização Pan-Americana de Saúde (OPAS) sobre os determinantes sociais de
saúde. Essa perspectiva visa contemplar, prioritariamente, os acessos à atenção
primária de grupos vulneráveis presentes na região e a ampliação da atenção básica
em saúde como uma das estratégias para reduzir a pobreza na região sem
abandonar a perspectiva da focalização em saúde.
