from the of information and communication of the technologies ICT's into the
Brazilian State. The survey reflects above the thematic from elaboration of a Public
Policy about to the ICT's, focus in use of the Free Software FS like as possibility
of emancipation in that area technological from the peripherals States, how the
Brazil. We parted from the conceptions of regime of accumulation after fordista e the
theories of the State, demonstrating as happened the restruturation from the work's
processes on area from the ICT's and why it reflects on the States, hierarquizaty ,
differentiated and homogeneizaty. Analyzed the guidelines of the actual government
about the use of Free Software, how is its the implementation what are the
incoerencies and inconsistencies she enters the norms & practice on bureaucracy.
Lastly demonstrated practical case, DATAPREV , how occured the transformations
became from the ICT's, on the companies of Public Informatics and in its personify. It
follows that as the ICT's are be a reality on the companies of IP and that identically
which can dominate, whever possibility new forms of organization what can on the
take the independence technological and go to a knowledge's society. / A partir da análise do contexto histórico dos últimos 30 anos, verificase quais foram as transformações burocráticas que ocorreram devido a introdução das tecnologias
da comunicação e da informação TIC's no Estado brasileiro. O estudo reflete sobre a temática da elaboração de uma Política Pública para as TIC's, com enfoque
no uso do Software Livre SL como possibilidade de emancipação nessa área tecnológica dos Estados periféricos, como o Brasil. Partese dos conceitos de regime de acumulação pósfordista e das teorias do Estado, demonstrando como se dá a reestruturação dos processos de trabalho, na área das TIC's e como refletem nos Estados, de modo hierarquizado, diferenciado e homogeneizado. Analisase
as diretrizes do atual governo para o uso do Software Livre, como se dá sua implementação e quais são as incoerências e inconsistências entra as normas e prática na burocracia. Por fim demonstrase através do caso prático DATAPREV,
como ocorreram as transformações advindas das TIC's, nas empresas de Informática Pública e na sua personificação. Concluise que as TIC´s são uma realidade nas empresas de IP e que da mesma forma que pode dominar, possibilita
também novas formas de organização que podem nos levar a independência tecnológica e a uma sociedade do conhecimento.
