Previous issue date: 2013-12-19 / The social responsibility of the university is a phenomenon that has gain eminence in the debate of the superior education; is a social concept and politically built; it concerns to the development promoted by the university in this followed dimensions: social, cultural, environmental and economic. Such dimension represents the challenge that the university needs to fill the bill, in the perspective of its modernization. However, the debate about university social responsibility is complex and presents some tensions, that by one‟s turn are reflexion of social field. This study about politic of university social responsibility was elaborated in the line of formation, politics and practices in education of the postgraduation program in education of PUCRS and suggested: to understand how was been built the concept of university social responsibility , in regard to the knowledge and promotion of the development in its multiple dimensions; how the university establishes in its statue the actions of social responsibility; how are been done the challenges and/or compromise of the university in terms of teaching research, extention and management, to attend social and educational claim. The methodological abordage adopted in this study was qualitative, that delineated itself in two perspectives: study of the public universities and 27 Brazilian Federal- Public universities; and a study in the university Estadual do Piau?/Brazil. To the realization of this research were adopted two techinics of data collect: document analysis ( oriented by documental analysis principles) and semi structure interviews. The analysed documents were the statue of the 43 universities participants of this investigation; the semi structure was made with 10 (ten) participants, members of the Conselho Universit?rio da Universidade Estadual do Piau?. The data were analysed based on the technic of analysis of contents, meanly from Bardin theory. To better understand the concept of social responsibility, its origin, tendency and tension, it‟s necessary revisit other fields as the administration, politic science and the economy. The university social responsibility isn‟t a definitive proposal, neither a dogmatic strategy that must be adopted by the institutions, but configures as a modernization alternative, that permit s the constant search of the redefinition of the responsibly permanent social and critic about the way of the thinking and adopt the educational process. The social responsibility of the universities forms a link between the knowledge generated in the context of its application and the local necessities, national and global. it can be like, the link between the knowledge institutionally generated and the impacts in the society in therms of development / A responsabilidade social universit?ria ? um fen?meno que tem ganhado relev?ncia nos debates no campo da educa??o superior; ? um conceito social e politicamente constru?do; diz respeito ao desenvolvimento promovido pela universidade nas seguintes dimens?es: social, cultural, ambiental e econ?mica. Tais dimens?es representam os desafios que a universidade precisa dar contar, na perspectiva de sua moderniza??o. Por?m, o debate sobre responsabilidade social universit?ria ? complexo e apresenta algumas tens?es, que, por sua vez, s?o reflexos das tens?es do campo social. Este estudo sobre Pol?tica de Responsabilidade Social Universit?ria foi elaborado na linha de pesquisa Forma??o, Pol?ticas e Pr?ticas em Educa??o do Programa de P?s-Gradua??o em Educa??o da PUCRS e se prop?s: compreender como est? sendo constru?do o conceito de responsabilidade social universit?ria, no que se refere ao conhecimento e promo??o do desenvolvimento em suas m?ltiplas dimens?es; como a universidade disp?e em seu Estatuto as a??es de responsabilidade social; como est?o sendo operacionalizados os desafios e/ou compromissos da universidade em termos de ensino, pesquisa, extens?o e gest?o, no sentido de atender ?s demandas educacionais e sociais. A abordagem metodol?gica adotada neste estudo foi a qualitativa, a qual se delineou em duas perspectivas: estudo dos Estatutos de 15 universidades p?blicas portuguesas e 27 universidades p?blicas federais brasileiras; e um estudo na Universidade Estadual do Piau?/Brasil. Para a realiza??o da pesquisa foram adotadas duas t?cnicas de recolha de dados: an?lise de documentos (orientada pelos princ?pios da an?lise documental) e entrevista semiestruturada. Os documentos analisados foram os Estatutos das 43 universidades participantes desta investiga??o; a entrevista semiestruturada foi realizada com 10 (dez) participantes, todos membros do Conselho Universit?rio da Universidade Estadual do Piau?. Os dados foram analisados com base na t?cnica de an?lise de conte?do, principalmente a partir da teoria de Bardin. Para melhor compreender o conceito de responsabilidade social, suas origens, tend?ncias e tens?es, ? necess?rio revisitar outros campos como a Administra??o, as Ci?ncias Pol?ticas e a Economia. A responsabilidade social universit?ria n?o ? uma proposta definitiva nem uma estrat?gia dogm?tica que deve ser adotada pelas institui??es, mas configura-se como uma alternativa de moderniza??o, que permite a busca constante de redefini??o da gest?o socialmente respons?vel e cr?tica permanente sobre a maneira de pensar e adotar os processos educativos. A responsabilidade social das universidades forma o elo entre o conhecimento gerado no contexto de sua aplica??o e as necessidades locais, nacionais e globais, ou seja, o elo entre o conhecimento gerado institucionalmente e os impactos na sociedade em termos de desenvolvimento
