Este documento es un plan estratégico para la región Ayacucho, el cual se ha
desarrollado siguiendo el Modelo Secuencial del Proceso Estratégico, diseñado por D’Alessio
(2015). La región Ayacucho está ubicada en la parte centro sur del Perú y políticamente está
organizada en 11 provincias, que en conjunto albergan a 703,629 habitantes. Tiene una
geografía agreste y montañosa, con un clima seco y templado, lo cual ha permitido el
desarrollo de frutales y otros cultivos, por lo que la agricultura y actividades pecuarias
aportan la segunda fuente de ingreso en la región. La actividad económica principal es la
minería, que aporta el 25% del valor agregado bruto (VAB). Ante esta realidad, el plan
estratégico propone el desarrollo de cultivos no tradicionales, con enfoque en la exportación,
por lo que se han fijado objetivos de largo plazo relacionados con la venta de quinua, cacao y
palta, lo que llevará a mejoras en la salud y educación de los pobladores. Asimismo, se tiene
como objetivo al 2028 incrementar los ingresos por minería, pero de manera responsable, por
lo que se ha planteado una tasa interanual de crecimiento igual a 4%, mientras que se
proyecta un aumento en los productos agrícolas superior al 7% por año. Todo lo anterior se
conseguirá a través de la implementación de estrategias intensivas, como el desarrollo de
proyectos de inversión de riego y tecnificación, o la penetración de los mercados de China,
Estados Unidos, Europa y Australia, con cacao, palta y quinua. Además, se va a desarrollar
una oferta turística vivencial en las provincias de Huamanga, Huanta y Vilcashuamán
relacionada con los principales cultivos; al mismo tiempo que se aumentará la producción de
cultivos orgánicos, principalmente de caco y quinua. Adicionalmente, es importante
diversificar la producción agrícola industrial para crear bienes con valor agregado. / This document is a strategic plan for the Ayacucho region, which has been developed
following the Sequential Model of the Strategic Process, designed by D'Alessio (2015). The
region of Ayacucho is located in the South Central Peruvian Andeans, which is politically
organized in 11 provinces, that together host 703,629 inhabitants. It has a rugged and
mountainous geography, with a dry and temperate climate, which has allowed the
development of fruit trees and other crops, explaining why agriculture and livestock activities
are the second source of income in the region. But the main economic activity is mining,
contributing with 25% of the Gross Value Added. According to the reality presented, the
strategic plan proposes the development of non-traditional crops, with a focus on exports, for
which long-term objectives related to the sale of quinoa, cocoa and avocado have been set,
improving health conditions and education level. Likewise, the objective of 2028 is to
increase revenues from mining, but in a responsible manner, which is why an interannual
growth rate of 4% has been proposed, while an increase in agricultural products is projected
to exceed 7% per year. All of the above will be achieved through the implementation of
intensive strategies, such as the development of irrigation investment projects and
technification, or the penetration of the markets of China, the United States, Europe and
Australia, with cocoa, avocado and quinoa. In addition, an existential tourism offer will be
developed in the provinces of Huamanga, Huanta and Vilcashuamán related to the main
crops; at the same time, the production of organic crops, mainly cocoa and quinoa, will be
increased. Additionally, it is important to diversify industrial agricultural production to create
