En effektivare detaljplaneprocess efterfrågas och en debatt om långsamma processer pågår. Detaljplan är ett viktigt verktyg för Sveriges samhällsutveckling och syftar till att reglera och lämplighetspröva mark- och vattenanvändningen i förhållande till den specifika platsen. Det är därför viktigt att processen är demokratisk och att alla delar utreds för att kommunen ska kunna avväga intressen och bedöma ifall kommande markanvändning är lämplig. I studien har två påskyndade detaljplaneprocesser i kommunerna Skellefteå och Göteborg undersökts. Detaljplanernas gemensamma faktor är att planläggningen ska möjliggöra etablering av industriverksamheten Northvolt. Handläggningstiden för detaljplaner är i genomsnitt 24 månader i Skellefteå och 27 månader i Göteborg. Studiens syfte är att utreda kommunernas tillvägagångssätt i arbetet med att ta fram detaljplanerna. Skellefteås detaljplanearbete har tagit sex månader och Göteborgs detaljplan beräknas vinna laga kraft i arbetets tionde månad. För att ta reda på vad som orsakat den snabba detaljplaneprocessen har författarna utrett hur kommunerna har arbetat och vad detta arbetssätt leder till för konsekvenser och risker. Svaren på studiens frågeställningar är bland annat baserat på intervjuer där två tjänstemän från respektive kommun intervjuats. Detaljplanehandlingar och artiklar har även undersökts för att besvara studiens frågeställningar. Undersökningen redovisar likheter och skillnader i kommunernas arbetssätt och presenterar konsekvenser och risker med de påskyndade detaljplaneprocesserna. Resultat från studien visar att en påskyndad detaljplaneprocess kräver god kommunikation mellan förvaltningar och ett sammansatt projektgrupp. Den viktigaste faktorn för de påskyndade detaljplanearbetet har visats vara att det funnits ett gemensamt mål och att politikerna prioriterat planen och tillsatt ett team. Skellefteå och Göteborgs utredningsarbete har skilts åt vilket har bidragit till varierande detaljeringsgrad i utredningsmaterialet som redovisas i kommunernas miljökonsekvensbeskrivning. Tecken på den forcerade detaljplaneprocessen tydliggörs i kommunernas samråd- och granskningshandlingar. Frågan är ifall det är möjligt att uppnå kombinationen av skyndsamt genom- och välarbetade detaljplaner. Arbetssättets lämplighet är beroende av hur arbetet forceras och det är viktigt att göra noggranna avvägningar, ta grundade beslut och att inte glömma bort syftet med detaljplaneläggning. / In Sweden a more efficient detailed development planning process is requested and a debate on slow processes is in progress. The purpose with the detailed planning process is to try a specific location and the suitability of the land for a specific object. Therefore, it is important that the process is democratic and that many parts are investigated so that the municipality can weigh interests and balance against each other and finally judge whether future land use is suitable. In the study, two detailed development planning processes in the municipalities of Skellefteå and Gothenburg were investigated. The common factor in the detailed development planning will enable the establishment of the Northvolt industrial operations. The processing time for Skellefteå is on average 24 months and 27 months in Gothenburg. The purpose of the study is to investigate the municipalities' approach of bringing forward detailed development plans. Skellefteå's detailed development planning work has taken six months and Gothenburg's detailed development plan is expected to become legally binding in the tenth month of the work. To find out what caused the rapid detailed development planning process, how the municipalities worked and what these working methods lead to consequences and risks. Two officials from each municipality have been interviewed. Detailed development plan documents have also been examined to answer the study's issues. The survey shows similarities and differences in the municipalities' working methods and presents positive consequences and risks with the accelerated detailed development planning processes. A similarity and prerequisite for the municipalities rapid detailed developmentplan processes was that the detailed development plan was in accordance with themunicipalities' comprehensive plan. Results from the study show that an accelerated detaileddevelopment planning process requires good communication between administrations and acomposite team. The most important factor has been shown to be that there was a common goal and the politicians prioritized the plan and appointed a team. The municipalities investigate work has been separated, which has contributed to varying degrees of details that is described in the respective environmental impact statement. This difference is also clarified in the municipalities' consultation and review documents. Thesuitability of the working method depends on how the work is accelerated. It is important not to forget the purpose of detailed development planning without making careful considerations and not to make hasty decisions.
