Bakgrund: Tingsryds kommun har under våren 2015 infört samordnad varudistribution som ett led i att effektivisera sina inköp. Projektet har medfört en ny målbild för kommunens inköp vilket gör att Tingsryds kommun är i behov av en ny styrning som ett komplement till deras nuvarande budgetstyrning där prestationsmätning ses som ett lämpligt komplement. Problemdiskussion: Den offentliga verksamhetens mångfacetterade målbild, med både finansiella och icke-finansiella mål, gör att det finns svårigheter med att utveckla prestationsmått. Även avsaknaden av konkreta mål för vad ett bra inköp är bidrar till denna komplexitet. Syfte: Studiens övergripande syfte är att utveckla en styrmodell för Tingsryds kommun i relation till projektet ”Samordnad varudistribution”. Mer specifikt innebär detta att studera Tingsryd kommuns inköp och identifiera prestationsvariabler för att kunna formulera prestationsmått. Metod: Undersökningsdesignen i denna uppsats är en enfallsstudie, med en kvalitativ ansats. Insamling av empiriskt material har gjorts genom intervjuer och dokument. Den teoretiska referensramen bygger på böcker och vetenskapliga artiklar. Resultat: Den utvecklade styrmodellen för Tingsryd kommuns nya målbild har sammanfattats samt utvecklat konkreta mål för inköp i kommunen. Vidare har nya strategier utformats utifrån målbilden och således har tolv prestationsmått tagits fram. Slutsats: Genom att tydliggöra målbilden i en kommun är det möjligt att utveckla prestationsmått för inköp. Svårigheten för en offentlig verksamhet är inte prestationsmätning i sig, utan den ultimata utmaningen för kommuner som befinner sig i en liknande kontext som Tingsryds kommun, är att sätta konkreta, pålitliga och begripliga mål. / Background: During the spring of year 2015 the municipality of Tingsryd has joined a project which include coordinated goods distribution to all the municipality´s different areas to improve their purchasing performance. The new set of objectives that arose together with the project, requires a new type of control system and a complement to their existing budgetary control is performance measurement system Problem discussion: The multifaceted objectives of the public sector, with both financial and non-financial objectives, contribute to the difficulty in developing performance measures. The lack of a concrete goal for what a "good" purchase is contributes to this complexity. Purpose: The overall aim with this thesis is to develop a management model for the municipality of Tingsryd in relation to the project. More specifically, these include studying purchase and identify performance variables to formulate performance measures in the municipality of Tingsryd. Method: The research method is a single case study with a qualitative approach. The collection of empirical data has been done through interviews and documents. The theoretical framework is based on books and scientific articles. Results: The developed control model for the new purchasing situation in the municipality of Tingsryd has been summarized. Furthermore objectives and strategies have been developed for purchasing in the municipality based on the identified objectives and twelve performance measures have been developed. Conclusion: By clarifying objectives in a municipality it is possible to develop performance measures for purchasing. The development of performance measures is not the difficult part in the public sector, rather the ultimate challenge for municipalities in a similar context as the municipality of Tingsryd, is to set practical, reliable, and understandable objectives.
