I denna uppsats undersöker vi hur kulturen legitimeras i den kommunala kulturpolitiken genom att studera vilka värden som lyfts fram som viktiga och vilken syn på kulturens roll i samhället som kommunerna presenterar i sina kulturpolitiska styrdokument. Kulturpolitiken med de nationella kulturpolitiska målen i spetsen har historisk sett präglats av idéer om konstens och kulturens egenvärde. På senare år har dock kulturens roll för ökad tillväxt och dess förmåga att bidra till ett lands attraktionskraft fått allt större plats. Förändringen kan delvis kopplas till de marknads- och managementreformer i offentlig sektor som brukar kallas New Public Management. Studien har ett institutionellt perspektiv och utgår från de fem institutionella logikerna på det svenska kulturpolitiska fältet, vilka är den kulturprofessionella- demokratiska- och byråkratiska logiken samt marknads- och managementlogiken. Studien genomförs som en riktad komparativ innehållsanalys. Vårt urval består av Stockholms, Uppsalas, Göteborgs och Malmö stads/kommuns kulturpolitiska styrdokument. Studiens resultat visar att samtliga fem institutionella logiker finns representerade på det kommunala kulturpolitiska fältet. Den demokratiska logiken dominerar, vilket överensstämmer med hur kultur traditionellt legitimerats på detta fält. Att managementlogiken har relativt stor plats förstås utifrån reformer kopplade till begreppet New Public Management. Att kulturens roll för staden särskilt lyfts är återkommande i styrdokumenten och kan kopplas till begreppet kulturella kreativa näringar och dess idéer om kulturens roll för tillväxt och konkurrens. Studien kommer fram till att Stockholms kulturpolitiska dokument skiljer sig från de övriga genom att management- och marknadslogiken dominerar istället för den demokratiska logiken. / In this essay, we examine how culture is legitimized in municipal cultural policy by studying which values are highlighted as important as well as what view on the role of culture in society that the municipalities present in their cultural policy governing documents. Cultural policy, with the national cultural policy goals at the forefront, has historically been characterized by ideas about the intrinsic value of art and culture. In recent years, however, the role of culture in increasing growth and its ability to contribute to a country's attractiveness has become increasingly important. The change can be partly linked to the market and management reforms in the public sector that are usually called New Public Management. This study has an institutional perspective and is based on the five institutional logics in the Swedish cultural policy field, which are the cultural professional, democratic and bureaucratic logic as well as the market and management logic. The study is carried out as a directed comparative content analysis. Our selection consists of Stockholm, Uppsala, Gothenburg and Malmö city / municipality's cultural policy governing documents. The result of the study show that all five institutional logics are represented in the municipal cultural policy field. Democratic logic dominates, which is consistent with how culture has traditionally been legitimized in this field. The fact that management logic is represented to a relatively high degree is understood based on reforms linked to the concept of New Public Management. That the role of culture for the city is particularly emphasized is recurring in all the policy documents and can be linked to the concept of culturally creative industries and its ideas about the role of culture for growth and competition. The study concludes that Stockholm's cultural policy document differ from the others in that the management and market logic dominate instead of the democratic logic.
