[pt] Um dos problemas mais instigantes sobre a história da cidade do Rio de Janeiro está relacionado à problemática urbana e a carência habitacional. Abarcando diferentes contextos históricos, percebemos que políticas urbanas e o planejamento refletem um modelo de gestão baseado na inserção da cidade em um
contexto modernista, desconsiderando fatores associados às condições ambientais de seu sítio. Assim sendo, esta dissertação tem como objetivo analisar os direcionamentos das atuais políticas de habitação, discutindo o padrão de ocupação e verificando se o risco é integrado na concepção e operacionalização destas, na cidade do Rio de Janeiro. Deste modo, para contemplar esta análise, utilizamos como metodologia, dados oficiais sobre o andamento de programas habitacionais, além de uma entrevista realizada com um morador que recentemente passou por um acidente associado ao escorregamento. Embora tenham ocorrido transformações relevantes na legislação que asseguram a prevenção de acidentes e a garantia de moradia em local seguro, as atuais políticas refletem similaridades de programas
anteriores referentes, sobretudo, a definição de locais prioritários para a construção de empreendimentos Minha Casa Minha Vida. Portanto, a definição destes locais, que obtém os menores percentuais relacionados à distribuição de serviços como esgotamento sanitário e coleta de lixo, revelam interesses sobrepujantes ao do discurso de redução do déficit habitacional. / [en] One of the problems more instigating when is investigate about historic of Rio de Janeiro is relationated problematic urban and deficiency housing. Including different historics contexts, we can see urban intervention and the planning, showing us the management model based in insertions on the City in a modernist context, disconsidering factors associated in environment in your place. So, this dissertation, have the objective analyze the directions of current housing policies, debating the default of occupation and verifying if the risk is integrated in conception and operationalization of these, in city of Rio de Janeiro. Thus, for contemplate this analysis, we use how methodology, official databases about the progress of housing programs and also an interview realized with a resident that recently experienced an accident associated about landslides. Although have been occurred relevant transformations in law that ensure prevention of accidents and also live in security place, the current policies show similarities of past programs referring, above all, the definition of priority locals for build projects Minha Casa, Minha Vida. Therefore, the definition of these sites, which obtains the lowest percentages related to the distribution of services such as sanitary sewage and garbage collection, reveal interests above the discourse of reduction of the housing deficit.
