O objetivo deste estudo foi pesquisar os diferentes processos organizativos que configuraram o Centro de Educação Popular da Vila Nossa Senhora Aparecida (CEP-VNSA), que se iniciou como movimento social formado por moradores de uma favela na periferia leste da cidade de São Paulo, na década de 1980 e que atua hoje como entidade social prestadora de serviços de educação para crianças e jovens moradores da vila. A pesquisa configurou-se no campo de estudo da Psicologia Social, tendo como estratégia teóricometodológica a análise de discurso e como escopo teórico a leitura de configurações organizativas como processo social fruto de relações intersubjetivas. Os procedimentos utilizados foram a análise de documentos, visitas à instituição e entrevistas com participantes da organização. Constatou-se que em seu início, a organização e as reivindicações dos moradores lograram importantes conquistas para a favela, como a instalação de infra-estrutura pública básica, apoiadas pela estrutura das comunidades eclesiais de base. A oportunidade de fazer amizades e de construir espaços de sociabilidade para muitos migrantes que ali moravam, catalisaram as sementes para a organização inicial, construindo formas de lidar com o contexto de violência e de precariedade de condições de vida. Contudo, as condições materiais não fomentaram o início da organização per se. Discursos e sentidos foram construídos e apoiaram a organização num contexto sócio-político determinado. O discurso da Teologia da Libertação desempenhou papel importante no apoio à formação de novos sentidos em relação ao ser morador de favela, valorizando-o e qualificando-o como portador de direitos e agente de transformação, em oposição ao discurso hegemônico do preconceito dirigido à favela e a seus moradores. A capacidade de mobilização comunitária e de reivindicação de direitos entrou em declínio a partir da década de 1990 e a configuração organizativa mais fortemente voltada a reivindicar direitos do Estado, institucionalizou-se, nos moldes de uma Organização Não-Governamental (ONG). A sobrevivência da instituição passa a ser uma de seus principais motores. O CEP se encontra atualmente sob forte influência do discurso das ONGs, com sua exigência por eficiência e racionalidade na execução de projetos. Constata-se que alguns participantes expressam um sentimento de nostalgia em relação ao passado e de que algo se perdeu. Há o desejo de que a organização mobilize a comunidade, o que não acontece. É possível que a lembrança do passado heróico do CEP, atue como uma sombra que acusa toda ação presente de ineficiente ou pequena, perto dos embates do povo frente à prefeitura e das conquistas do passado. / The purpose of this study was to investigate the different organizational processes that shaped the Centro de Educação Popular da Vila Nossa Senhora Aparecida (Center for Popular Education of Nossa Senhora Aparecida District, CEP-VNSA), which began in the eighties as a social movement formed by community members of a slum in the outskirts of Sao Paulo and that currently works as a social organization providing educational services to the communitys children and youth. This case study is inserted in the field of Social Psychology, having as theoretical and methodological strategy discourse analysis and as theoretical scope the understanding of organizational processes as a result of human interactions. The research procedures were archival analysis, visits to the institution and interviews with participants of the organization. It was found that, in its inception, the organization and the mobilization of community members brought important enhancements to the slum, including the installation of public infrastructure, with the support of the Catholic Church. The opportunities to make friends and to build sociability spaces for the many migrants, originated from Northeastern Brazil, who lived there, catalyzed the seeds for the initial community organization, building the means for coping with a context of violence and of poor living conditions. However, the material conditions did not foment the beginning of the community organization per se. Discourses and meanings were built and supported the organization in a given socio-political context. The discourse of Liberation Theology performed an important role in the formation of new meanings related to being a slum resident, attributing value to such citizens and qualifying them as holders of rights and agents of transformation, in opposition to the hegemonic discourse of prejudice against slums and their residents. The capacity of community mobilization and claiming of rights entered into decline in the 1990s and the organizational setting most focused on petitioning rights to the State became institutionalized, in the mold of a non-governmental organization (NGO). The survival of the organization became one of its main engines. CEP is now under strong influence of the NGO discourse, with its demands for efficiency and rationality in the implementation of projects. The study found that some participants express feelings of nostalgia concerning the organizations past, and the sense that something was lost. There is a desire for the organization to mobilize the community, which does not currently occur. It is possible that the memories of the organizations heroic past acts as a shadow accusing all present actions as inefficient or small, compared to the past achievements.
