Ghana has ratified international instruments that promote respect for and enjoyment of rights of all persons including women. This includes the right of men and women of full age to marry and found a family and its subsequent entitlement to equal rights as to marriage, during marriage and at its dissolution.1 Article 23 of the International Covenant on Civil and Political Rights (ICCPR)2 goes further as to place a responsibility on states to take appropriate steps to ensure equality of rights and responsibilities of spouses as to marriage, during marriage and at its dissolution. Article 16(c) and (h) of the Convention of the Elimination of All Forms of Discrimination Against Women (CEDAW)3 also reiterates this and sets out in clear terms that states must ensure the same rights for both spouses in respect of the ownership, acquisition, management, administration, enjoyment and disposition of property, whether free of charge or for a valuable consideration. At the regional level, Article 7(d) of the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (the Women’s Protocol)4 also provides that in case of separation or divorce, women and men shall have the right to an equitable sharing of the joint property deriving from the marriage. No / Disabled activists and feminist thinkers both lay claim to ownership of `care'. To the disabled people's movement, care is a necessity on the road to equal rights and citizenship. To women, care relationships are premised in capitalist economic and family relationships and can be both oppressive, and, conversely, sources of personal identity claims. The two perspectives are different, and conflict. Oppositional claims are sited in practical resource giving decisions, and state resources have implications for the individuals concerned. Resource relationships between the state and individuals affect both practical help given and the location of the resourced group to the wider society. I argue that these claims are fundamentally oppositional and result in oppression. The relationship, when mediated by provision of care, inevitably becomes disempowering. Care provision is a function of a welfare state, and care policy will effectively empower one or other group. This oppressive dyad can be altered by fundamental re-assessment of disabled theorization and feminist action, carried through into state provision and reflecting feminist perspectives of ethical care.

This thesis is aimed to explore the development of ¡§equal rights for men and women.¡¨Relevant issues including ¡§population¡¨¡B¡§education¡¨¡B¡§labor force participation rate¡¨and¡§political participation,¡¨have been explored and analyzed to find out about the impact brought about by the campaigns of ¡§equal rights for men and women.¡¨This thesis is a longitudinal study. It used the way of the social indicator and implemented human resource reports published by the Directorate-General of Budget ,Accounting and Statistics Executive Yuan, Council of the labor Affairs Executive Yuan, Ministry of Civil Service, Department of Statistics, Statistics Department of Interior . This paper shows that ¡]1¡^Life Expectancy , the ratio of women receiving higher education and women's ¡§labor force participation rate¡¨and ¡§political participation,¡¨have increased annually during the past few decades ;¡]2¡^women's status has been improved yet the problem of gender inequality needs to be dealt with . Suggestions on women's population ,education , labor force participation and political participation are made for promoting gender equality.
