Digital Government Implementation in Chaotic Environment - Case Study of Libya

Yes / Not many studies are available to address whether it is possible to offer and implement e-Government services in places suffer from chaotic situation. This paper is intended to study the opportunity of implementing such services in a chaotic environment. An exploratory study was conducted in March/April 2015 using government officials of the state of Libya that survived a transition period upon the revolt of 2011. The study found that the Libyan government has recently and successfully implemented online services namely: National Identity Number - NID and e-Passport. The finding indicated that there are opportunities to establish e-services in countries regardless of their environmental status and clearly showed similar Critical Success Factors are need to be considered whether in chaotic or stable environment. However, their rank of importance will be differ. Lessons learned from the implementation of both services showed that Government determination has played crucial role in achieving this factual success.

El presente trabajo de investigación propone un modelo que analiza el desarrollo del “open government” con el objetivo de mejorar la gobernanza en las regiones del Perú; el modelo propuesto se compone de dos grupos, el primero, el contexto de la información divulgada compuesto a su vez por las categorías de diseño y navegabilidad y el de usabilidad; el segundo grupo, integrado por el contenido de la información divulgada, compuesta por las categorías de transparencia, participación, colaboración y rendición de cuentas. El modelo es aplicado a las páginas web oficiales de las 26 regiones del Perú, los resultados preliminares nos muestran que el Perú se encuentra en un grado inicial de implementación de la transparencia con un incipiente desarrollo en la rendición de cuentas

Developing a theory of local environmental policy capacity : the case of sustainable homes in England

Processes of ecological modernisation – where ecological protection becomes increasingly viable and attractive, whether through market forces or by state intervention and regulation – have received considerable attention within the academic literature. However, extant theory in this respect has focused almost wholly on the nation state level and has yet to account for the role played by local governments. This thesis seeks to address that deficiency by developing conceptual tools to study local government behaviour in order to understand why local governments contribute differently from one another to processes of ecological modernisation. A model of local environmental policy capacity is proposed (using insights from new theories of institutionalism, policy entrepreneurship and policy networks) and is applied to the ‘zero-carbon homes’ policy agenda of England in the period 2006 to 2015. This agenda is chosen because it both illustrates ecological modernisation and centres on a key field of responsibility for local government – local planning. Two local governments are chosen for in-depth study to assess the value of the model. Oxford City Council, on the one hand, which showed reluctance in contributing to the agenda, and Cambridge City Council, on the other, which has been more proactive. The research provides useful insights on reasons for the differences between the two cities, these reflecting, above all, the dialectical relationship between policy entrepreneurship and institutions. Empowered entrepreneurs operating within an institutional context conducive to both change, and with a focus on sustainability, are important conditions for action. The key contribution of the thesis lies in its revelations about the processes of ecological modernisation at a local level, and the argument that, if ecological modernisation theory is to be useful in explaining the processes of change in this regard – as it claims to be – then it needs also to take account of local government’s contributions.

In today¡¦s competitive global market, which emphasizes efficiency, fast service, and innovation, the functions of the government should be adjusted in order to face the challenge of adapting to fast changing information technology. Government institutions could apply information technology to improve the efficiency of government services, to facilitate communication with citizens, and to lower the costs of services. The promotion of e-government can become a main strategy, for developed countries, to improve their national competitiveness. It is also an important indicator when evaluating national competitiveness by the World Economic Forum and other international organizations. Since governments have limited resources, including finances, it has become a trend to allow the private sector to join in the building and operation of the government¡¦s information system. Therefore, the most effective use of private sector innovation and management, in developing e-government, becomes an important strategy in the promotion of e-government. The objective of this paper is to develop the criteria that relate to the basic theory of outsourcing tasks for building and operating an e-government information system. According to the principles issued by the Executive Yuan in 2002, there are five practical ways that the information systems of government could be authorized to private enterprises. Based on these criteria, I tried to establish a way to measure the most suitable way to outsource to deliver public service e-government.
