Land tenure and rural livelihoods in Zambia: case studies of Kamena and St. JosephChileshe, Roy Alexander January 2005 (has links)
Philosophiae Doctor - PhD / This study explores how land and natural resources in rural communities are accessed, used, and managed in livelihoods. In particular it examines first, crop field tenure, and livelihoods in natural resources. Second it explores factors that mediate access, use and control of land and natural resources within village communities. Empirical data are explored from two rural village communities of Kamena and St. Joseph located in the Northern and Copperbelt provinces of Zambia respectively. The study argues first that land and natural resource rights underpin land based livelihood activities of rural people, the most important of which are subsistence and cash crop farming, and the gathering and processing of common property resources. Second the thesis argues that land tenure reform impacts on the rural population as a whole and not just on cash crop farmers, and should thus situate the needs of farmers for secure tenure within the wider context of diverse rural household livelihood strategies. The study concludes that social differences (along the axes of wealth, gender and descent), traditional institutions (uxorilocal or virilocal marriage, polygamy, inheritance and succession) and government policy are central in determining access, use and control of land and natural resources in rural livelihoods. It is submitted that, rather than being replaced, customary land tenure, and traditional land administration structures in rural Zambia should be adapted to current social and economic realities in which individuals and households create their multiple livelihoods. Further, it is concluded that land tenure reform is not a sufficient condition for rural livelihood sustainability. Thus complementary agrarian measures to address the vulnerability context of rural households are recommended. / South Africa

Since 2001 the South African Department of Basic Education has been working towards implementing Inclusive Education over a twenty year period. This is in accordance with international trends in education. This study set out to investigate the implementation of Inclusive Education in a South African context by conducting a case study at an Eastern Cape no‐fee‐paying primary school. It looked at how the government policy, as set out in Education White Paper 6 (EWP6) (DoE, 2001), is understood and being implemented by teachers at the Welcome Primary school. The study further investigated the introduction of the National Strategy on Screening, Identification, Assessment and Support (SIAS strategy) (DoE, 2008a) to gain insight into how teachers identify and assess barriers to learning in an ordinary primary school. In addition it looked at emerging factors that could impact on the implementation of this policy. With 16 years teaching experience in ordinary and private schools and 19 years experience in a special needs school as a teacher, head of department and then principal, I have personal experience of the crisis in the Eastern Cape Department of Basic Education. This awareness provided the impetus and interest in researching Inclusive Education policy implementation. It is my view that only when we begin to grapple with the problems right at the source of the education crisis within the majority of the no‐fee‐paying schools that informed decisions about policy and policy implementation can be made. As I am able to understand and converse in isiXhosa, I was able to observe and experience the implementation of EWP6 and the SIAS strategy in a school that is an isiXhosa‐medium ordinary primary school and similar to the majority of ordinary public schools in the district. A qualitative research approach based within an interpretive paradigm using the case study method was used for this study. Semi‐structured interviews, detailed field notes as well as documents generated by meetings and education conferences helped me to investigate and refine my research goals. The research found that the implementation of EWP6 and the SIAS strategy posed a major challenge for the Department of Basic Education, and highlighted the significant gap between ordinary primary schools and special needs schools. However, the fact that there is a partial engagement with the process of providing inclusive education, does present some measure of hope for a better future for those learners that have experienced the injustice of exclusion from education and society. The Eastern Cape Department of Basic Education will have to ‘catch up’ to other provinces in its delivery of every child’s constitutional right to education in an inclusive school environment. Factors emerged from the study that showed that the assessment of learners’ barriers to learning with the resultant support needs was a relatively new concept, as teachers tended to rely on traditional classroom tests and simple informal classroom assessments to assess the learners. Teachers expressed a good verbal knowledge of learners with support needs but found it very challenging to put this verbal knowledge into a written document. In addition there was inadequate support from the District Based Support Team to implement the SIAS strategy. This study showed that the medical model of assessment was still being adhered to in the research district with little evidence of a move to a social model of assessment in terms of the SIAS strategy. In addition, factors emerged indicating the serious impact that alcohol abuse has on children and the society in which they live. The evidence of increasing numbers of children with Fetal Alcohol Spectrum Disorder (FASD) in a single educational district is a matter of grave concern from an educational and financial perspective. It is my contention that this is a matter of national urgency and that the Department of Basic Education must confront the escalating problem of alcohol abuse and the resultant challenges of a large number of learners with serious barriers to learning that need to be included in the education system.

The "Civilised Labour Policy" and the private sector : the operation of the South African Wage Act, 1925-1937Phillips, Ian Munro January 1984 (has links)
The early history of South African industrial development has been approached from essentially two angles. One body of thought has concentrated on the adverse effect colour bars have had on the development of South Africa. It is argued that racial discrimination in industry originated from the racial prejudice of white workers and from state intervention in the economy. Opposed to that view is the interpretation that the colour bar originated out of the specific character and subsequent development of South African capitalism. This study approaches the debates and arguments through an analysis of the Wage Act of 1925. The industrial relations system which operates in South Africa has its origins in the legislation of the 1920s. It is based on the Industrial Conciliation Act of 1924 and the Wage Act of 1925. Very few systematic analyses of the Wage Act have been produced hitherto. Most commentators have focussed on single aspects of the Act, but very few have attempted an examination of the operation of the Wage Board which was established by the Act. The Wage Board was instituted as an element to promote the civilised labour policy in the private sector. Whereas the Industrial Conciliation Act operated to protect organised labour, the Wage Act concentrated on unorganised trades and sections of trades. Although empowered to investigate conditions in the mining industry, the Wage Board was never used to regulate wages in that industry under the Wage Act due to opposition from the industry. It was concerned solely with secondary industrial and manufacturing establishments because agriculture and domestic service were excluded from the Wage Act. The Wage Act was based on the principal of compulsory regulation. Determinations in terms of the Board's recommendations were binding on employees and employers alike. Complex procedures hampered the activity of the Board until 1930 when the Act was amended and simplified. The Board faced a great deal of opposition from manufacturers in its early years. But a cautious approach and the gradual implementation of determinations ensured that employers opposition soon changed to support when it became clear the Board was not an arbitrary one. The Board had to take a number of strict considerations into account. It could not recommend wages if its recommendation would affect the particular trade concerned adversely. It concerned itself with the promotion of efficiency in business, production costs, consumerism , the wasteful employment of labour, the length of the working day and the productivity of employees. As such it was used as a means to assist the necessary rationalisation and reorganisation of South African industry. It could not recommend wages without the Minister's express instructions if all the employees covered by a reference could not receive a civilised wage . Civilised wages were classified as wages at which employees could enjoy white standards of living. This clause effectively introduced a colour bar into wage determinations. It operated before 1930 to buttress Industrial Council Agreements to prevent the displacement of whites by Africans at lower rates. The Wage Board also considered investigations from unskilled, African workers. The Board was not permitted by law to discriminate against people of colour. Apart from the potential colour bar of wage regulation in general in South Africa, the Board was instructed in 1930 to refrain from issuing recommendations for African workers. Regulations were also altered to exclude Africans. The Wage Act declined in importance after the Great Depression as white workers were drawn closer to the wider-reaching Industrial Conciliation Act. The need to regulate African wages and to control African labour became more evident during the period of economic expansion in the 1930s. The Act was replaced in 1937 and the restrictions formerly placed on Africans were removed. The workforce had finally been separated with the provision of different industrial relations appartuses." Model closure and price formation under switching grain market regimes in South AfricaMeyer, Ferdinand 08 December 2006 (has links)
This study develops the structure and closure of an econometric regime-switching model within a partial equilibrium framework that has the ability to generate reliable estimates and projections of endogenous variables under market-switching regimes. Models used in policy evaluation usually either ignore the possibility of regime switching, using just a single method of price determination based on average effects, or incorporate highly stylised components that may not reflect the complexities of a particular market. This study proposes an approach that allows the incorporation of features of regime switching in a multisector commodity level model which capture salient features of the South African market and are therefore able to produce more reliable projections of the evolution of the sector under alternative shocks. The following hypothesis is tested in the study: With the correct model structure and closure, a combination of modelling techniques can be applied to develop a simulation model that has the ability to generate reliable estimates and projections of endogenous variables under market-switching regimes. The technique that is used to “close” a simultaneous or recursive simulation model determines the manner in which market equilibrium is achieved in the model. The choice of closure technique will depend on the equilibrium pricing condition in a specific market, specifically which market regime prevails in the market. It is important to note that trade flow and equilibrium pricing conditions under various trade regimes in the SA grain markets do not occur strictly according to these definitions. In the SA white and yellow maize markets some level of trade does occur with neighbouring countries at price levels that suggest that the market is trading under a type of regional autarky isolated from world markets. Industry experts argue that trade in the Southern African region is largely driven by regional issues like staple food, adverse weather conditions, location and quality concerns of genetically modified imported maize from non-African destinations, and to a lesser extent by arbitrage opportunities. This study, therefore, refers to “near-autarky”. Given the fact that markets can fluctuate between different trade regimes (therefore equilibrium pricing conditions), some type of regime-switching model needs to be utilised to determine model closure. A switching mechanism is introduced that allows the white maize model to switch between model closer under import parity, near-autarky, and export parity, the yellow maize model to switch between model closure under import parity and near-autarky, and the wheat model to close under import parity. Various approaches are used to test whether the regime-switching model complies with the hypothesis of this study. The first approach involves the simulation of baseline projections under a combination of different trade regimes in the grain markets. The second approach illustrates the usefulness of the automated switch between the various model closure techniques by comparing ex-post simulation results of the regime-switching model to the results of a previous version of the sector model that does not have the ability to switch between various market regimes. The last approach presents a more hands-on application of the regime-switching model to real-life examples by analysing the impact of a combination of market- and policy-related shocks in the form of scenario analysis. This study proves that the regime-switching model is able to capture a richer variety of market behaviour than standard models as a result of the regime-switching innovation outlined, therefore more accurately capturing the likely effects of shocks on the domestic market. It is therefore consistent with the hypothesis of this study. The regime-switching model is, by design, more rigorous than the previous model in that it emphasises price formation and correct model closure under alternative regimes. The missing ingredient: rethinking the drought disaster risk reduction and climate change adaptation nexus in Chirumhanzu District, ZimbabweGrey, Mashoko Stephen January 2018 (has links)
Two of the main challenges facing communities and governments in developing countries are the reduction of risks of hydro-meteorological hazards and adaptation to climate change. As climate variability and change impacts are becoming more visible in the form of disasters, and are negatively affecting climate sensitive livelihoods and eroding communities' ability to fully recover, leading to increased vulnerability to subsequent climate risks. The unpredictability of current weather systems, therefore, makes it very difficult for poor governments and households to deal with adverse impacts of climate change. Furthermore, the fragmented approach to DRR and CCA with regards to practice, policy and organisational frameworks for dealing with climate risks is resulting in coordination challenges for the government departments. This study aimed to explore how local households and communities perceive and are experiencing and coping with climate change and drought, and what that means for integrating hydro-meteorological disaster risk reduction and climate change adaptation. The study was carried out in Chirumhanzu district and the methods used for data collection included: 217 household surveys; six focus group discussions; participatory learning actions methods; key informant's interviews and document review. The majority of households owned low value material assets and had low levels of livelihood capitals and this exposed them to the impacts of climate variability and successive droughts. This low adaptive capacity largely affected their ability to engage effective drought risk reduction and adaptation strategies for their livelihood activities in small-scale farming and livestock rearing. Vulnerability to climate risks was exacerbated by seasonal weather forecasts, which were deemed by some households to be unreliable, inaccurate and not easily understood, while others used of indigenous knowledge. Successive droughts affected households' access to food and cash income for other household demands. Other non-climatic factors that contributed to adverse drought impacts at the household level were an emphasis on reactive humanitarian aid approach and the poor economy in Zimbabwe. Additionally, the policy framework for dealing with climate change and drought hazards is fragmented and weak; and is housed in different government departments making it difficult to coordinate and implement. To improve climate risk management, there is need for the government to appreciate that drought risk reduction and climate change adaptation are all about reducing vulnerability. Understanding this, might assist in improving government focus on addressing the underlying causes of vulnerability and mainstreaming DRR and CCA into development processes through addressing specific and generic adaptive capacities. The thesis argues that as long as rural households are involved in climate sensitive livelihood activities and not getting meaningful intervention to diversity and/or better intensify their livelihood activities, they will continue to be vulnerable to successive climate risks. This fragmented approach to dealing with climate risks, is not yielding any successful results with regards to building resilience, risk reduction or adaptation of rural households.

Sustainable governance management systems: a practical approach for Water Boards in South AfricaNtili, Tseliso Paul January 2014 (has links)
This research study explored the appropriate sustainable governance management systems for South African socio-economic conditions. This was achieved by investigating the current governance and management of water boards in performing their business and water services provisioning at municipal level. Municipalities are the third sphere of government in South Africa and are found at local levels of governance. They are businesses that provide running water as legislated by the Constitution of the Republic of South Africa, 1996. Water boards are public institutions established in terms of the Water Services Act, 108 of 1997 (WSA) and listed as Schedule 3 part B: National Government Business Enterprise in terms of the Public Finance Management Act 29 of 1999. They are accountable to the national government through the Department of Water Affairs. Their responsibility is to support municipalities where water-provisioning challenges are eminent. They report annually to national parliament on their performance within a specific financial year. Water boards are currently able to perform their operations in selected jurisdictions as contracted by municipalities. They are struggling in managing and governing their water business while striving to achieve improvements in water service coverage, operating efficiency and service delivery. The aim of the research study was to investigate areas affecting the sustainability of governance management systems for water boards in relation to the improvement of service delivery in South Africa. The analysis of age and gender factors and the conditions affecting governance are explored. The research used the qualitative and quantitative methods to analyse the research questions. Prior to the commencement of the study, the researcher performed an intensive desktop study involving the use of dated and recently published material related to governance and management of the water institutions in developed and developing countries. During the desktop study, national and international accredited journals were prioritised to obtain related and relevant similar information to the water governance and management of water institutions. In addition, a case study was undertaken in Ficksburg in which water boards provided an intervention in resolving the water crisis, since the provision of water is a basic service at local government. This area experienced both water shortage and a poor quality of water. With regard to qualitative methodology, participatory forums were used to delineate the research context and premise. The study population consisted of individuals who were in the business of water boards with special reference to water management and board of directors for a population of 1 000. Of the 500 questionnaires sent out, 419 were returned. The data were analysed using the statistical software package, Statistical Package for Social Sciences (SPSS). The results and recommendations are presented based on the identified objectives of the study. The study’s findings provide information for transformation and improvement in the performance of water boards in South Africa when striving for sustainability in management and governance. The findings reveal the need for improvements in the involvement of females in the business of the water boards. The findings confirm the outcomes of previous studies regarding the slow implementation of affirmative action and transformation processes as required by legislation. Furthermore, the results reveal that the factors and conditions affecting sustainability of the water boards need to be prioritised to improve the management and governance aspects of water boards. These include the appropriate selection of members of the boards of directors, water boards' committees that are guided by legislation in their operations and the maintenance of proper financial management (collection of revenue, implementation of appropriate financial strategies and striving for positive clean audit). Water boards are encouraged to strengthen their intergovernmental relations in order to make their mandate known across all spheres of government. Service delivery should be approached “from source to tap and tap to source” to promote high-quality provision of water. The water boards should be accountable to the municipalities for the provision of delegated operations. The Department of Water Affairs exercises an oversight role to ensure the sustainable provision of the services. However, the study concludes that without a strong management and a sustainable governance approach, water boards will not be able to carry out its water developmental mandate. The practical framework that was developed in this study provides management and governance tools for sustained provisioning of water to advance transformational and developmental needs and the application of legislations. The results in the study have a direct impact on the codes of practice and regulations on employment equity in implementing the Employment Equity Act of 1998, Intergovernmental Relations Act of 2005, Companies Act of 2008, National Water Act of 1998, and Water Services Act of 1997. Therefore, the practical implementation of this framework will enhance water as a transformational and developmental feature in addressing the social, environmental and economic services.
