Japan as a paradigm for U.S. homeland security

The 9/11 terrorist attacks on the United States were the impetus for change within the U.S. homeland security establishment. Despite these changes, deficiencies still exist. In addition to these deficiencies, the Global War on Terrorism (GWOT) is in full swing and the United States is engaged around the world. These factors provide valid reasons for the United States to research other countries' homeland security paradigms to provide a contrast in methods of combating terrorism. This thesis investigates the 9/11 terrorist attacks and the U.S. reactions in response to these attacks. As a country that has combated terrorism in the past, Japan's experiences with the Japanese Red Army (JRA) and Aum Shinrikyo, indigenous terrorist groups, are elucidated. The U.S. responses to 9/11 are compared to Japan's responses to the JRA, Aum Shinrikyo and 9/11. These comparisons are analyzed and used to describe the Japanese homeland security paradigm. This paradigm is applied to the U.S. strategy to combat terrorism to identify aspects of U.S. strategy that should be improved by implementing the Japanese homeland security paradigm. This thesis was written in the hope that the United States can learn from another country's successes and failures in combating terrorism.

Prepared for disaster? Improving the Department of Defense's immediate response authority

Recent domestic emergencies such as the terrorist attacks of September 11, 2001 and the destruction of New Orleans by Hurricane Katrina in 2005 proved to many Americans that disaster preparedness, response and recovery are vital to America's national security. These tragic events raised doubts about the federal government's preparedness and competence to rapidly respond to crises, and increased political and public pressure to improve federal response capabilities, including the possibility of widening the U.S. military's role in homeland security and disaster response. However, before widening its role, the U.S. military must take on the initiative to evaluate and improve upon the military's current roles and mechanisms for providing effective and timely domestic incident management. Closer evaluation of the existing provisions and procedures for providing domestic military assistance is critical to this initiative and is desperately needed. This thesis examines one of the DoD's current provisions for providing immediate disaster response and assistance-the DoD's Immediate Response Authority (IRA). This thesis evaluates the IRA provision's role and capability to provide disaster assistance when first responders are wiped out or otherwise incapable of providing effective initial disaster response. Most would agree a "smarter" DoD role is more valuable than a larger one. This thesis explores various means to make the IRA provision "smarter" to help maximize resources and improve immediate military disaster response and assistance. This thesis also strives to determine where the DoD's IRA provision fits in relation to other federal and military response mechanisms and established national strategy and policy. The research identifies current barriers to the IRA provision's effectiveness, such as strategic guidance, oversight, and training, and also provides recommendations to help eliminate these barriers to eventually improve the overall effectiveness of this valuable resource for city, state, and federal first responders.

Optimizing Ground Based Air Defense in support of homeland defense the cruise missile threat

Since the attacks of September 11th, 2001 involving commercial aircraft used as missiles to attack critical assets located within the United States, the U.S has worked diligently to enhance its military air defense posture. Air defense of critical U.S. assets and National Special Security Events (NSSE) have been enhanced by adding static and proposed deployable Ground Based Air Defense (GBAD) systems designed to provide a [beta]last line[gamma] of defense from air attacks over U.S. soil. Currently this last line of defense is incorporated with the air and maritime military air defense forces providing a [beta]defense in depth[gamma] over critical assets, but does not support the air and maritime air defense over broader ranges of U.S. soil where critical assets do not exist. As the U.S. continues to enhance its air defense posture around critical assets and high priority events against terrorist attacks from the air, it is reasonable to assume that the terrorists may adjust their strategy for air attacks. The terrorists may deem it more beneficial to attack targets which lack a last line defense. It is therefore critical to examine new means and methods to provide GBAD in areas which may be determined to be less lucrative targets. In addition to the proposed alternate terrorist strategy, it is also reasonable to assume that increased security measures in the Transportation Security Administration (TSA) will deter the terrorists from attempting another hijacking event; thus forcing them to seek other means of attack. Cruise missiles (CM) are a cheap and effective means of causing limited destruction. Cruise missiles can be programmed to maneuver and operate at various altitudes and are small enough to be transported with little to no visibility. A cruise missile in the wrong hands could find its way to within miles of the U.S. borders and coastlines. If launched; a cruise missile could engage random targets throughout the U.S., such as malls or schools, and cause a major upset to our national security. Therefore, a defense system should be established which incorporates GBAD that is capable of engaging the CM threat with little to no notice, over the entire U.S. border and coastal regions.

The use of air power for maritime homeland defense

This thesis uses a capabilities-based methodology to determine what gaps exist in the military[alpha]s current ability to perform maritime homeland defense against unconventional and asymmetric opponents. This approach reveals that including joint air assets as part of the maritime defense force can significantly enhance protection of the homeland. In the short term, the military can use air power from each of the services for long-range maritime surveillance and interdiction. Additionally, using aircraft for maritime defense combat air patrol provides an effective and efficient last line of defense. Over the longer term, an investment in new technologies including non-lethal weapons and persistent surveillance platforms can make the joint force an even more effective guarantor of U.S. maritime security.

What should be the relationship between the National Guard and United States Northern Command in civil support operations following catastrophic events

CHDS State/Local / Military civil support operations following Hurricane Katrina revealed a compelling need for improving the command and control arrangements between the National Guard, operating in Title 32 status subordinate to the governors, and U.S. Northern Command (USNORTHCOM) who controlled all of the assigned Title 10 active duty forces subordinate to the President. This details the three mutually exclusive duty statuses of the National Guard, reviews the statutory, strategy and policy environment, and examines the joint military doctrine that covers civil support. It describes the three potential command and control models with their strengths and weaknesses. There is a detailed analysis of the USNORTHCOMS's Defense Support of Civil Authority concept plan with recommended enhancements. The paper concludes that the command and control arrangement is situationally dependent and provides considerations for the commander. There is no directive authority that compels the National Guard to work with U.S. Northern Command. However, there are mutual benefits to working in partnership to create the coordination and communication model organization and procedures for future civil support operations that include the National Guard and USNORTHCOM. Subway systems are not only attractive targets, but evidence persists of a continued terrorist interest in conducting attacks on United States subways and railways. An attack on a subway or rail system in the United States could cause substantial loss of life and could have an adverse impact on public confidence, resulting in massive economic loss. This thesis examines a series of security initiatives that collectively comprise a plan to be used as a template for mass transit systems in the United States that operate a subway to augment security. Establishing a homeland security field structure

CHDS State/Local / Historically, the American governance system, divided into federal, state and local jurisdictions, does not provide a natural vehicle for discussing public policy issues from a regional, multi-jurisdictional perspective. The autonomy of local jurisdictions and competing priorities within and among them makes regional coordination difficult. Efforts that seek to overcome these challenges to coordinate regionally must take into account the different operational structures and civic traditions of states and municipalities. The establishment of a Homeland Security Regional Structure will support the DHS mission of leading a unified national effort to secure America. The homeland security regions will enhance the national effort to prepare for threats and hazards to the nation. The regional structure will move DHS support closer to state, and local governments that have been overwhelmed by new requirements for homeland security within their jurisdictions. Prolegomenon to a political economy of intelligence and security : can microeconomic analysis explain success or failure in intelligence cooperation?

The governmental functions of security and intelligence require a number of distinct organisations and functions to interact in a symbiotic way. Because the external environment is uncertain and complex, these organisations must constantly negotiate with each other to establish which of them addresses which issue, and with what resources. Coasian principles suggest that if there are no transacting costs and property rights are clear, then such negotiations should lead to an overall maximisation of the benefits gained (in this case better security and intelligence provision), yet this is rarely realised. By coupling the transaction cost theory devised by Oliver Williamson in 1975 with a range of alternate theoretical perspectives that impact on these areas of governance, an institutional costs approach is developed. By increasing the resolution of the analysis whilst still retaining a comprehensive overview, the frictions that hinder negotiated cooperation become apparent. The two cases of counterterrorism and defence intelligence in both the United Kingdom and the United States are then used to test and refine the institutional costs paradigm that results. These demonstrate that orthodox views of good cooperation in the former and poor cooperation in the latter are overly simplistic, as neither is necessarily more disposed to behave cooperatively than the other; rather, the institutional costs environment that their respective organisational architectures create incentivises different cooperative behaviour in different circumstances. The analysis also shows that the impact of the various factors that make up the institutional costs paradigm is in fact far more nuanced in these areas than is evident in earlier transaction costs scholarship. Their relevance differs by type as well as degree. Institutional costs analysis therefore provides the beginnings of a political economy for cooperative working in the intelligence and security spheres of governance.
