Speeding into Action: The Influence of Paramilitary Culture on Disaster Response Organizations in the 2010 Haiti Earthquake

This dissertation examines the influence of paramilitary professional cultural attributes on the speed at which disaster response organizations (DROs) recognize, respond, organize, and take action in the immediate aftermath of a disaster. Three agencies are examined: the U.S. Coast Guard, the Federal Emergency Management Agency, and the U.S. military's Southern Command/Joint Task Force-Haiti. The 2010 Haiti earthquake is used as a case study to explore the influence of three independent variables: (1) paramilitarism; (2) career ladders (i.e., recruitment and professional development of staff); and (3) workforce autonomy. The purpose is to determine if paramilitary cultures help or hinder an agency's speed into action, thereby helping improve the disaster response organizations of the future. In the case of Haiti, it finds that the combination of thick paramilitary culture, insider career ladders, and high workforce autonomy best enabled responders' speed into action. / Ph. D.

Essays on Public Economics and Political Economy

Thesis advisor: Hideo Konishi / My doctoral dissertation consists of three chapters on political economy and public economics. The first chapter discusses the effect of media bias on a voting competition. The second chapter focuses on how residents respond to increasing natural disaster risks in a multi-community framework. The third chapter investigates a coalition formation game with congestion effects. In chapter 1, I present a two-party election model with media noise. The media may provide polarized messages instead of those that explain the parties' actual policies. The rational voter relies on the media as an imperfect information source regarding a party's platform. Given this framework, I show that Downsian policy convergence is not valid. Moreover, when a party's ideology is relatively strong and the media bias is significant, one-sided polarization can occur: the party with more imprecise reports may adopt a more extreme strategy, whereas its opponent is more of a centrist in a perfect Bayesian equilibrium. This occurs when one party is misrepresented more often, causing the voter to think that the other party has more incentive to polarize. Therefore, the voter may favor the highly misrepresented party, which gives that party more room to polarize. I also show that parties never gain from these increasing misrepresentations, and a biased media environment can negatively affect the voter's welfare. My results suggest that the public should pursue a balanced media environment. Global warming and climate change have become increasingly important. In chapter 2, I investigate a local public goods economy using a new element: location-specific risks of disasters. Agents in this economy ``vote with their feet'' by choosing their favorite location as their residential base. In each location, all residents use majority rule to decide the local wealth tax rate and the amount of local public goods provision that can reduce the loss caused by disasters. I show that the equilibrium is wealth stratified if preferences are represented by a homothetic Stone-Geary utility function. Moreover, when disaster risks at a location increase, the population usually moves away from that location and the housing rents consequently decrease. Meanwhile, the housing rents and tax rates increase at the location the residents shift to. Moreover, I use this framework to numerically evaluate two policies: foreign donation and inter-jurisdiction transfer. If developed countries provides subsidies to a location with greater risks in a developing country, wealthier agents in the recipient country may move into the said location and force poorer agents to move out. This effect makes the wealthier the direct beneficiary of the foreign subsidy. Furthermore, I find that the inter-jurisdiction transfer may harm the poorer by rising housing rents. In chapter 3, I consider a coalition-formation problem, in which there is a set of feasible alternatives for each coalition and each player's payoff is affected by the coalition she belongs to and by its chosen alternative. In this chapter, I focus on ``congestion effects'': an agent's payoff goes down as an additional player joins the coalition other things being equal. The equilibrium notion considered is ``stability": a stable allocation (pairs of coalition structure and alternatives chosen by each coalition) is an allocation such that no coalition has an incentive to deviate from it. I find quite robust counterexamples to show that stability may fail to exist even under strong preference conditions such as the intermediate preference property and single peakedness. Nevertheless, I show a sufficient condition for the nonemptiness of stability: congruent-pair solvability. The use of Information and Communication Technology in disaster management : The case of Cameroon

Abstract The frequency of natural disasters and its negative consequences in terms of the number of people killed, property destroyed and negative environmental impacts caused in the affected communities constitute one of the basic foundations and motivations for the development and use of ICT and other means of preventing as well as responding to disasters in the world today. This is simply because disaster management constitutes an important part of any developmental framework. Unfortunately a majority of these natural disasters occur in developing countries where information flow is greatly hampered because the national actors in disasters lack the skills to use ICT to prepare for and to response to disasters in their communities. Current study aims at studying the use of ICT in disaster management in Cameroon-a less developing country south of the Sahara To achieve the aim of this study, a quantitative research approach was chosen. A total sample of 150 organisations was selected from a population of 285 organisations within Cameroon, that are directly or indirectly involved with disaster management or developmental issues of any nature. In total 150 questionnaires were administered to these selected national actors by mail, internet, telephone and self-administration and 85 of the organisations respondended to the questionnaire. After collecting and analysing the data, the authors came to the conclusions that; disasters occur in Cameroon on frequent bases causing lots of damages thus the need for ICT use in humanitarian logistics to move information and material. Results showed that national actors use the radio and local TV (CRTV) for disaster preparedness and the mobile phone for disaster response, while the internet and computer techonology, foreign TV, Fixed phone and fax had a very low usage rate or sometimes not used at all. The reason for low usage or no usage was due to problems encountered by national actors in an attempt of trying to use them. Against this background, the authors suggested a number of recommendations that could improve the degree of ICT usage. One of them was that the Cameroon government should partner with private sector firms to make ICT infrastructure available by investing more and improving on the telecommunication sector in the country. This will solve the problem of poor ICT infrastructure, poor radio and TV signals, limited internet connectivity accessibility and availability in Cameroon.

The initial sensors being integrated into the LEAPS concept include both Visible Spectrum and Infrared Imager. Procurement policies in disaster relief : Analysis of sourcing practices applied by humanitarian organizations in the field of disaster response

Problem: Disasters cause massive destruction and their occurrence (even though declining since the last years) is still a topic of high actuality. To mitigate their negative impacts, in particular humanitarian organizations put a lot of effort into helping nations and people to recover from disasters by providing relief commodities. Responding adequately to a disaster is difficult due to its highly complex and uncertain nature. Flexible but efficient supply chains are needed, which makes high demands on procurement operations. Within disaster relief logistics, procurement accounts for 65 % of total expenditures. Despite its significance, literature does not specifically focus on problems related to disaster relief procurement, which creates the need to examine this topic further, from theory as well as from practice. Purpose: The purpose of this paper is to describe and analyze sourcing policies, currently applied by the largest humanitarian organizations in the field of disaster relief. Method: This thesis conducted a descriptive and exploratory study of the literature in order to create a framework for a content analysis. During the content analysis, 108 officially published reports of the 14 biggest humanitarian organizations (concerning their annual budget) were investigated concerning their procurement policies in disaster response operations. Hence, this study uses a qualitative approach for a cross-sectional analysis of secondary data. Conclusions: The findings of this paper present an overview of currently applied procurement concepts in disaster response. The compilation of a comprehensive sourcing toolbox allows the classification of sourcing policies. The results show a tendency, that similar procurement policies are applied in the largest humanitarian organizations regarding the area of sourcing or the number of suppliers. A lack of awareness and/or transparency was discovered regarding environmentally friendly procurement policies. The application of ethical procurement (social factors) is however highly emphasized by the organizations. An unexpected discovery was the importance of long-term agreements and the frequent application of tendering processes for supplier selection. Further research opportunities lie in the field of demand tailored sourcing instead of pre-stocking to reduce inventory costs or in the comparison of sourcing practices applied in big and small organizations. To sum up, humanitarian organizations not only focus on quick deliveries, also quality and cost efficiency are increasingly paid attention in the field of disaster response procurement.

Classification of Twitter disaster data using a hybrid feature-instance adaptation approach

The use of supervised machine learning techniques in the early stages of a disaster is challenged by the lack of labeled data for that particular disaster. Furthermore, supervised models trained on labeled data from a prior disaster may not produce accurate results. To address these challenges, domain adaptation approaches, which learn models for predicting the target, by using unlabeled data from the target disaster in addition to labeled data from prior source disasters, can be used. However, the resulting models can still be affected by the variance between the target domain and the source domain. In this context, we propose to use a hybrid feature-instance adaptation approach based on matrix factorization and the k-nearest neighbors algorithm, respectively. The proposed hybrid adaptation approach is used to select a subset of the source disaster data that is representative of the target disaster. The selected subset is subsequently used to learn accurate supervised or domain adaptation Naïve Bayes classifiers for the target disaster. In other words, this study focuses on transforming the existing source data to bring it closer to the target data, thus overcoming the domain variance which may prevent effective transfer of information from source to target. A combination of selective and transformative methods are used on instances and features, respectively. We show experimentally that the proposed approaches are effective in transferring information from source to target. Furthermore, we provide insights with respect to what types and combinations of selections/transformations result in more accurate models for the target.

Courting Disaster: An Analysis of Federal Government Twitter Usage during Hurricane Sandy Resulting in a Suggested Model for Future Disaster Response

abstract: ABSTRACT This dissertation examined how seven federal agencies utilized Twitter during a major natural disaster, Hurricane Sandy. Data collected included tweets between October 26-31, 2012 via TweetTracker, as well as federal social media policy doctrines and elite interviews, to discern patterns in the guidance provided to federal public information officers (PIOs). While scholarly research cites successful local and state government efforts utilizing social media to improve response efforts in a two-way communications interaction, no substantive research addresses social media’s role in crisis response capabilities at the federal level. This study contributes to the literature in three ways: it focuses solely on the use of social media by federal agencies in a crisis setting; it illuminates policy directives that often hamper federal crisis communication response efforts; and it suggests a proposed model that channels the flow of social media content for PIOs. This is especially important to the safety of the nation moving forward, since crises have increased. Additionally, Twitter was adopted only recently as an official communications tool in 2013. Prior to 2013, social media was applied informally and inconsistently. The findings of this study reveal a reliance upon a one-way, passive communication approach in social media federal policy directives, as well as vague guidelines in existing crisis communications models. Both dimensions are counter to risk management and crisis communication research, which embrace two-way interactivity with audiences and specific messaging that bolsters community engagement, which are vital to the role of the PIO. Evolutions in Transnational Authority: Practices of Risk and Data in European Disaster and Security Governance

The scholarly field of International Relations (IR) has been slow to appreciate the evolutions in forms of governance authority currently seen in the European political system. Michael Barnett has insisted that ‘IR scholars also have had to confront the possibility that territoriality, authority, and the state might be bundled in different ways in present-day Europe’ (2001, 52). This thesis outlines how modern governing authority is generated and maintained in a Europe that is strongly impacted by the many institutions, departments, and agencies of the European Union (EU). Using the specific cases of the EU’s disaster response organisation, the DG for Civil Protection and Humanitarian Aid (ECHO), and the hub for EU internal security policy management, the DG for Home and Migration Affairs (HOME), this thesis understands the different policy areas under EU policymaker and bureaucrat jurisdictions as semi-autonomous fields of practice – fields that are largely confined to the groups of bureaucratic, diplomatic, corporate, NGO, contracted, and IO that exist in Brussels, decidedly removed from in-field or operational personnel. Transnational governance authority in Europe, at least in these two fields, is generated and maintained by actors recognised as highly expert in producing and using data to monitor for the risks of future disasters and entrenching that ability into central functional roles in their respective fields. Both ECHO and HOME actors came to be recognised as central authorities in their fields thanks to their ability to prepare for unknown future natural and manmade disasters by creating and collecting and managing data on them and then using this data to articulate possible future scenarios as risks. They use the resources at their disposal to generate and manage data about disaster and security monitoring and coordination, drawing on these resources to impress upon the other actors in their fields that cooperating with ECHO and HOME is the best way to minimise the risks posted by future disasters. In doing so, both sets of actors established the parameters by which other actors understood their own best practices: through the use of data to monitor for future scenarios and establish criteria upon which to justify policy decisions. The specific way ECHO and HOME actors were able to position themselves as primary or central figures, namely, by using centralised data management, demonstrates the role that risk practices play in generating and maintaining authority in complex institutional governance situations as currently seen in Europe.
