Twice Displaced: Katrina and the Redevelopment of the Magnolia

Where and how to house the urban poor remains a controversial issue. Public housing residents are particularly vulnerable. Issues of race, class and gender intersect in their lives. Public-private partnerships in urban redevelopment projects and a focus on issues that arise from concentrated poverty gave rise to HOPE VI policy aimed at deconcentrating poverty via public housing demolition and redevelopment. In New Orleans, the effects of Hurricane Katrina further complicate this contested process. The purpose of this case study is to understand how residents experienced and framed the process of displacement brought on by disaster and the redevelopment of the Magnolia projects, comparing those who returned to the revitalized project to those who did not. The data I collected are 4 semi-structured interviews and one focus group with residents, 56 newspaper articles, and 60 photos. Doing so uncovered nuanced resident narratives often left out of public housing redevelopment decisions.

Essa tese parte da hipótese que uma pesquisa na área da cultura, envolvendo o método de pesquisa-ação e que faz uso de meios digitais, pode estruturar- se como uma ação cultural em si ou um conjunto de ações culturais capazes de produzir alguns resultados, tanto para os pesquisadores quanto para os pesquisados, concomitantes à sua implementação, instaurando um processo contínuo de retroalimentação crítico-reflexivo para ambos os grupos. A tese também examina os procedimentos metodológicos adotados no âmbito do projeto de políticas públicas Territórios Híbridos: meios digitais, comunidades e ações culturais, em especial nas ações realizadas no conjunto habitacional Waldomiro Lobbe Sobrinho, em São Carlos, objetivando sistematizar o conhecimento produzido na realização de ações culturais com meios digitais que envolvam atores públicos e privados, instituições acadêmicas e organizações do terceiro setor, em uma perspectiva de instruir futuras aplicações no escopo de políticas culturais, em especial em conjuntos habitacionais de interesse social. / The Thesis\' hypothesis is that research in cultural fields which embrace Action- Research methods and digital media resources can be structured as a cultural action or a set of cultural activities able to produce results concomitantly ot their implementation both for researchers and for the community or group of people who participate the research, establishing a continuous process of critical and reflexive feedback for both groups. The Thesis also examines the methodological procedures adopted in the public policies research called \"Territories Hybrids: digital media, communities and cultural activities\", especially in the actions performed in public housing complex Waldomiro Lobbe Sobrinho in São Carlos, in order to systematize the knowledge produced during the performance of cultural activities with digital media involving public and private stakeholders, academic institutions and nonprofit organizations, with the perspective of instructing future applications in the scope of cultural policies, especially in public housing context.
