Metody, prostředky a specifika reinženýringu procesů ve veřejné správě / Methods, Means and Specifics of Public Administration Process Reengineering

This work tries to outline means, which can be used to improve efficiency of public administration. It does it by an exploitation of relevant sources containing actual facts. Simultaneously it tries to summarize the specifics of public administration reengineering and also mentions some methods, methodologies and standards, which can be used for public administration transformation. This work contains a list of challenges and tasks, which should be solved in a scope of this object area and also an overview of the most important actual approaches applied during transformation of public administration. Thanks this it documents a state of the public administration reengineering in our country and also abroad (concretely in Europe and in the United States of America). This work tries to solve one of the tasks of the mentioned issue thanks theories of a social and cultural anthropology by a creation of a reference model, which displays a way of a social capital formation among citizens of a country. The social capital catalyzes creation of efforts to change a form and heighten a quality of public administration provided services and it's also one of the conditions necessary for creation of a new form of public administration, which will fully use the possibilities of a contemporary information society.

The goal of this paper is to describe process management and a possibility of its implementation in the real medical organization. The first part is devoted to a description of the basic concepts, principles, definitions and procedures of process management, which form the paradigm. The second part deals with the application of process management in the real dental clinic and presents an analysis of the current state and its improvement recommendations, conceptual and process modeling, description of basic levels of medical information systems and recommends criteria for information system selection. Diagrams are created in programs PowerDesigner and Cacoo.com are also included in this paper.

This thesis also concerns itself with holistic conception of business process management which incorporates both hard factors (e.g. process modeling) and soft factors dealing with rather social aspects of any organizational change. All theoretical findings are applied in specific organization where the business processes are rethought.

Excellence and client focus through personnel restructuring of a South African gold plant

M.Comm. / The South African gold mining industry has in the last decade increasingly come under pressure. The radical drop in the dollar price of gold, the lowest it has been in 16 years, has depressed revenues to the point where drastic action is needed. Furthermore, costs have been escalating. Where the South African Industry was the international leader in low cost production ten years ago, it has now become the most expensive. The following statement by the Chamber of Mines President, Bobby Godsell (1998: Godsell) , underlines the problem: "The gold mining industry world-wide is in a state of crisis, with the price of its product at a 16-year low. Few industries would not be in crisis if they were receiving 1982 prices for their product. In South Africa, two other features contribute to an even more acute crisis. Over the last decade South Africa has moved from being the lowest cost major gold producer to being the highest. Secondly, many South African gold companies are facing physical depletion of their ore reserves. Many companies have now been in operation for more than half a century. Eventually every mine must come to the end of its mineable reserves. Members of the Chamber are deeply committed to meeting the challenges of low prices, high costs and one depletion constructively and effectively. To this end the Chamber proposed a productivity-linked wage agreement last year. Since that agreement we have seen a further $30-drop in the gold price, with a third of Chamber member gold mines making losses, aggregating about R12-million a week. The Chamber shares the National Union of Mineworkers' concerns about job losses. Retrenchments are the consequences of the industry's problems - not their causes. Without addressing the causes, a moratorium on retrenchments will, in our view,achieve nothing, and possibly create expectations which would not be fulfilled. There is only one way to reduce job losses and this is to find ways to return companies to profitability and to make them cost-competitive with producers of gold elsewhere in the world. Much as it understands the National Union of Mineworkers' anger, the industry will not find a way forward through marches, protests or strikes. The combined wisdom, and then the combined effort of management, labour and government will be required to find a way forward for the South African gold industry."

Thesis provides the necessary theoretical background which describes the advantages and disadvantages process management over functional management and describes important concepts tied to processes and process management. The thesis applies these theoretical findings to a specific department of a state organization that provides informal education to various target groups. The work identifies current processes, provides the process model and an accurate description. The following section is based on an analysis of the current process model to create a completely new model. This new process model optimizes the processes in the department.

Manter os documentos de requisitos atualizados e recuperar os requisitos de um software são desafios enfrentados por desenvolvedores no seu dia a dia durante o desenvolvimento, a manutenção e a evolução de sistemas. Embora existam técnicas para gestão de requisitos, muitas vezes estas técnicas não são aplicadas, os requisitos não são atualizados e a única fonte de informação confiável sobre um software passa a ser seu código-fonte. Esta tese apresenta a TDRRC, uma técnica para a documentação e recuperação dos requisitos no código-fonte usando anotações. A TDRRC possibilita a reengenharia de requisitos sem que haja uma interrupção no desenvolvimento e permite que os requisitos sejam documentados em ambientes de desenvolvimento ágil. A TDRRC contribui para a redução dos problemas relacionados à atualização dos requisitos, pois o desenvolvedor responsável pelo programa passa a ser responsável pela documentação e atualização dos requisitos no código-fonte que ele escreve e mantém. Este trabalho apresenta também formas de aplicar a TDRRC na reengenharia de requisitos, em métodos ágeis e na gestão de requisitos, assim como a sua aplicação em um estudo de caso. / Keeping requirements documents updated and recovering requirements of a software are common challenges faced by developers on their day to day activities. Although there are many requirements management techniques, usually these techniques are not applied, requirements are not updated and the only reliable source of information about a software becomes its source code. This thesis presents TDRRC, a technique that can be used to document and retrieve requirements from the source code using annotations. Applying TDRRC, it is possible to reengineer the requirements of a software without interrupting its development. Also requirements can be documented in a agile environment. TDRRC also contributes to minimize requirements documents update issues as the developer will be clearly responsible for documenting and updating the requirements in the source code he is programming. This thesis also presents how to apply the technique in a requirement reengineering project, in a agile development environment and in a requirements management process. Finally a case study is presented.

The problem discussed in this master's thesis is to increase the usability of aplication Classycle, especially to increase the comprehensibility of its outputs. Having studied theories of refactoring, testing, graphs and after thorough analysis of Classycle, it has been created new outputs of the application, displaying the output data in graphics form. The application has been tested with real-life data and it is ready to be deploy in company. Thanks to creation of new forms of outputs, which are discribed in practical part of master's thesis, programmer obtains a powerful tool for detection dependences between classes and packages in code.

Veränderte Anforderungen und geplante Erweiterungen machten eine Überarbeitung der Version 1.1 des Programms TESSI notwendig. Diese Diplomarbeit beschreibt das Reengineering der Altsoftware und den Entwurf sowie die Implementierung der neuen Version 2.0 von TESSI.

Nach der Euro-Einführung und der Jahr-2000-Umstellung stellt der Umbau der heutigen Kernanwendungssysteme auf den Großrechnersystemen unter z/OS die nächste große Herausforderung dar, insbesondere bei Unternehmen im Financial-Services-Bereich (Banken und Versicherungen). Der vorliegende Beitrag führt in die Systemarchitektur einer „Transaktionsmaschine“ ein, die als Middlewarekomponente für das Reengineering von Kernanwendungssystemen verwendet werden kann. Die Transaktionsmaschine stellt einen neuartigen Ansatz dar, der geeignet ist, die Herausforderungen im zentralen Serverbereich der großen Unternehmen und staatlichen Organisationen zu adressieren. Der Fokus liegt hierbei auf dem Entwurf der abstrakten Systemarchitektur und deren Charakteristika, geprägt durch funktionale und nichtfunktionale Anforderungen. Als praktische Beispielszenarien werden Projekterfahrungen der Firma IBM im Umfeld von Abwicklungssystemen bei Transaktionsbanken aufgezeigt. / This Paper introduces a new System Architecture of a Transaction Engine which can be used as a middleware component to reengineer core application systems. Starting with the requirement analysis in an existing customer environment and mapping these to key design criteria’s this paper leads to the design of an abstract System Architecture. At the end we show how this Transaction Engine could be used in a real customer environment as a platform for reengineering core application systems. We are using some practical example scenarios based on IBM’s experience in the transaction banking area.

The topic of this diploma thesis is Process innovation for a national branch of se-lected multinational IS/ICT company. The aim of the thesis is to improve corporate process based on the process analysis methodologies and evaluate the effectiveness of the proposed change. The theoretical part is devoted to the basic terms such as process management, modeling and process improvement. The practical part is de-voted to the description of the original process, its analysis and proposed process improvement. The process is analyzed by DMAIC method in conjunction with model SIPOC. The proposed solution is to implement a system of interactive voice re-sponse, which has a positive effect on the productivity of the team during the pro-cess of providing credit limit. The remaining part of the thesis is devoted to evalua-tion of the effectiveness of the proposed change and the possibility of its implemen-tation also to other branches with similar business goals.
