A Critical Analysis Of The Transformation Of The Social Security System In Turkey In The Context Of New Constitutionalism And Europeanization

From the 1980s onwards, there has been a general transformation in social policy in line with the transformation of the welfare state worldwide. While the neoliberal restructuring of capital and the state has initiated this transformation in the 1980s, neoliberal globalization and competitiveness pressures upon the competition states have accelerated this process through necessitating the reordering of priorities around policies that pursue market ascendancy. As a result, the international governance framework has been reshaped in a way that aims to separate economic policy from the political influences of the governments and to provide capital a &lsquo / protected domain&rsquo / , which refers to &ldquo / new constitutionalism&rdquo / . On the other hand, the Europeanization process can be described as the extension of new constitutionalism in the EU level / therefore, it reshapes the social policy understanding through confining it with the boundaries of the EU economy. The thesis attempts to explain the processes of neoliberal restructuring, new constitutionalism and Europeanization to provide a theoretical framework to the analysis of the social security reform in Turkey. It aims to examine the impact of the processes of new constitutionalism and Europeanization on the social security reform and to analyze the reform process taking into consideration class relations and, then, to make a critical analysis of the transformation.

Familjeföretag i omvandling : en studie av fusionsförlopp och utvecklingsmönster / The restructuring of family business : A study in merger processes and patterns of development

In this study a population of 60 family owned businesses acquired in 1971 are analysed over a period of 15 years. The firms are followed historically for four years before and ten years after the merger. The aim is to identify dominating processes and behaviour in different variables during the period 1967-81. This will be done through the following: - on an aggregated level, identify and analyse characteristic processes and patterns by the acquired businesses before and after the acquisition - on an aggregated level compare the pre- and post-merger performances - on an individual business level illustrate, validate and theoretically interpret results and conclusions. Primarily this study has not a theoretical but an empirical point of departure. A working paradigm is that the "confrontation" between the firms 1 "external environment and internal resources" results in dynamics having an impact on the firms. The processes are classified in taxonomies/typologies, in an attempt to answer what has happened. Interpreting the forces behind the development is the attempt to answer why it has happened. The empirical data was collected through three different surveys resulting in quantitative and qualitative observations combined in different perspectives in a multimethological approach. The first is economic data (sales, financial ratios etc) gathered from the firms' external account statements. However, several firms were found to have gone bankrupt, closed down etc. This initiated a second, follow-up study, which had a longitudinal "geography of enterprise" approach and was implemented through a telephone inquiry. The third collection is a case-study of five firms from the population carried out by discussions with representatives of the merging companies. The merged businesses turned out to be extremes compared to branch characteristics respectively. Refinements of the patterns made it possible to construct a three-dimensional typology showing four principal processes. Ten years after the merger there followed five principal spatial and institutional changes. Closures, removals from community and amalgamation with group companies, reduction to production units only, the joining of premises with group companies in the same community and relatively "indépendant" affiliations. One third of the population have been closed down or removed. One half do not exist as "indépendant units". Only one third have escaped larger infringement. Thirty businesses have once more been acquired. Some more than once. When comparing the pre- and post-merger performances, a convergence phenomenon was identified. Oscillating and deviating pre-merger trends later converged towards standard variable values and equilibrium, searching for an optimum group course. Workplace Learning of Canadian Retail Bank Branch Workers in Conditions of Organizational Restructuring

This thesis examines retail bank workers’ informal learning practices in a major Canadian bank under conditions of rapid organizational restructuring and ongoing automation during the mid- to late-1990s. Based on a national survey of bank workers’ learning practices and ethnographic fieldwork in three branches, the thesis’s key findings are as follows. The poor learning environment in the branches, combined with the bank’s adoption of a formal study training policy, are at odds with both empirical surveys of adults’ informal learning practices and with adults’ preferred ways of learning at work – which are predominantly informal in nature. There is also evidence that informal on-the-job learning is being displaced and crowded out by work-related formal study via the “substitution effect” (Livingstone, 2010, 424). The heavy formal study pressures are heightened by the lack of trade unions and job security, and the vulnerable position of many women workers, particularly those without higher education.

After the change : How work role changes affect job satisfaction, turnover intention and general health.

This study examined the role of people’s changing work roles and choice of work position for job satisfaction, turnover intention and general health after organizational change. Participants were 131 government agency managers undergoing a change of the management structure whereupon manager positions were cut down and everyone had to re-apply for the positions they wanted. Questionnaire data was collected before the organizational change and afterwards, when 43 of the participants were no longer managers. Four groups were formed from a combination of getting first choice of position or not and transferring down or not. A repeated measures ANOVA showed that the combination of not getting first choice of position and downward transfer resulted in significantly larger decrease in job satisfaction, larger increase in turnover intention and bigger decrease in general health than all other combinations. Practical implications for human resources management are discussed.

Enterprises when transacting with each other, are not subjected to the same market forces as independent enterprises. From a Swedish perspective the applicable rule to transactions between associated enterprises is chap. 14 para. 19. Both the Swedish arm’s length rule and its international equivalence are abstract rules of law as they merely provides the legal ramification if associated enterprises interact in a manner that independent enterprises would not. The international equivalence to the Swedish arm’s length rule is not a separate rule of law per se it is the gateway by which the Swedish rule is made applicable in international situations, through the use of a double tax agreement, with the fundamental principle that a double tax agreement can only limit, never expand a countries right to tax. The OECD Guidelines governing the general aspects of transfer pricing states that the fundamental meaning of the Guidelines is to find ways of establishing a price used between associated enterprises that are similar to what independent enterprise would conclude. The first step towards finding such a price is though the comparability analyses were all the relevant characteristics of the transferred goods is analysed. The chapter in the Guidelines that governs business restructurings is meant to be applied alongside the general aspects of transfer pricing. The Guidelines proposed way of finding an appropriate price for the transaction of a branch of production with respect to profit potential is with special consideration to risks. The profit potential is irrevocably linked with the risks transferred since it is a presumption that with increased risk there is a potential for higher profits. Although the risks are the most important aspect there are other things to look at such as other options realistically available and benefits from concluding a business restructuring.

Peacekeeping, which was born as an innovation of the United Nations system in an ad hoc way, has transformed in the post-Cold War. In the post-Cold War era, the number of peacekeeping operations increased, new tasks were introduced and the end goal of the operations has changed. Besides, the prevailing understanding of UN peacekeeping has transformed thereby leading us to use the terms peacebuilding and peace operations rather than mere peacekeeping. While during the Cold War era, peacekeeping meant to supervise the ceasefire after interstate conflicts, in the post-Cold War era, peace operations have been mostly utilised in internal conflicts with a view to bring sustainable peace in the lands of internal conflicts. Furthermore, while during the Cold War era, peacekeeping mainly concerned peace/security and sovereignty upon the conflicts / human security and socio-economic development have been embedded into the agenda of peace operations in the post-Cold War era. This thesis offers two dynamics based on a normative change as the underlying cause behind this transformation. In the post-Cold War era, international norms have changed and brought a new parameter: internal conflicts are to be responded. Based on this normative change, the first dynamic is related with the challenge, which internal conflicts pose for peace operations, and the second dynamic is the rise of liberal internationalism, which tends to organise domestic realms of the states.

This study tries to identify agencies&rsquo / strategies in the &lsquo / urban restructuring&rsquo / of Antalya into a &lsquo / city of culture&rsquo / by examining the underlying relation between urban cultural policies and global capitalism. Pursuing the relational thinking of the Marxist urban political economy paradigm, the theoretical frames for the concepts of &lsquo / restructuring&rsquo / and &lsquo / city of culture&rsquo / were investigated using multi-dimensional approaches of existing scholarly literature. Since the concept &lsquo / city of culture&rsquo / involves growth oriented development strategies of cities competing with other cities for capital, the concept is examined in these sub-fields: (field of art and culture / subfield(s) of urban -planning, -governance, -politics, -design / field of economy / field of tourism). Thus, to outline a theory of practice for the &lsquo / growth machine&rsquo / agents, the transformation of the &lsquo / forms of capital&rsquo / that both the agents and Antalya &lsquo / city&rsquo / possess is examined in four sub-fields in the general field of power in Antalya. Various qualitative research methods were used to understand what underlies the restructuring process. Most of the qualitative data resulted from direct interviews / 28 individuals from six groups (the representatives of -cultural, educational and academic institutions / -capitalist investors / -local government / -NGOs / -central government / Antalyalite Intelligentsia) and a group interview (with 6 academics at Akdeniz University) during the field research conducted between 2006 and 2008. This thesis identifies the Antalya Greater Municipality (AGM) as the leading agency in the pro-growth coalition in Antalya with support from ATSO (Antalya Chamber of Trade and Commerce) among various other local and global agents (T&Uuml / RSAK, iGM-istanbul Greater Municipality, WTO, EU) with their wealth of economic, cultural, commercial, social, and symbolic capitals influencing urban restructuring in Antalya. Opposing them is a group critical of cultural, economic and urban policies compatible with the policies trying to ease the transformation of Antalya into a festival marketplace or fantasy city. Eventually, it is argued that the urban elites&rsquo / strategies to transform Antalya into a &lsquo / city of culture&rsquo / have produced a &lsquo / growth machine&rsquo / using the world city ideology to convince people of the benefits of this transformation. The essential finding of this study is that the &lsquo / state&rsquo / is the most active player in the restructuring process through its interventions in various fields.

The Bargain Between Young Women&#039 / s Labour And Capital: An Unemployment Analysis Through State, Labour Market And Family

The unemployed is not nonsexual. Rather, the sexuality of unemployed is socially constructed. The unemployed both young and female do not struggle equally with unemployed both young and male for open positions in the labour market. On the one hand, unemployed young woman seeks a job through the criteria determined in a way that it shall not constitute any challenge for the dominance of men and capital due to the roles provided to herself within society. On the other, by his/her hiring and firing practices, employer reproduces both these criteria and his/her own interests consequent of these. Depending on her social and economical characteristics, unemployed young woman enters a bargain, more precisely a struggle, through these criteria and interests of capital to make a place for herself in labour market. State with its new right applications and regulations, labour market with a neo-liberal approach ensuing from the process since 1980s, family by mechanisms provided by patriarchal system are a party to and identifiers of this bargain or struggle process. This study scrutinises the reasons of young women&rsquo / s unemployment as part of this unequal bargain and struggle. Study provides a feminist analysis set in which young women&rsquo / s unemployment or the employment bargain between young women&rsquo / s labour and capital is considered through state, labour market, family and, the articulation mechanisms amongst them are examined with regards to the unification between capitalism and patriarchy. This analysis set reframes reasons of young women&rsquo / s unemployment with segregation, crowding and employment creation challenge.
