Public transport in developing cities : a possible role for the duo-bus?

Without adequate access to employment opportunities, health services, education and other amenities of life, the quality of life of the community will suffer. In developing countries and cities, where higher levels of poverty and unemployment are found and where resources are limited, the role of "good" transport becomes even more important. The dissertation identifies and describes a • number of urban transport problems being experienced in developing cities today. It refers to the experience of other countries that have been facing similar scenarios, as well as the steps they have taken (or are taking) to deal with them. This thesis suggests that South Africa can benefit from a closer look at some of these steps, and also identifies areas which require deeper research. The dissertation acknowledges that no single solution exists to solve the wideranging nature of the transport "problem". A combination of approaches would seem to be desirable. These include organisational changes as well as technological and infrastructural changes. The dissertation acknowledges further that no single study of this kind can investigate all of these solutions in sufficient depth. It does however deal with some of the organisational changes which are initially necessary to allow later technological and infrastructural improvements to be implemented more successfully. The organisational changes, most of which have already been investigated and researched in depth, include new contractual arrangements, such as privatisation and concessioning. They also include co-ordination and integration of services. The dissertation suggests that the "corridor" proposals of the Moving South Africa study will play an important role in underpinning the concept of co-ordination. As far as infrastructural and technological changes are concerned the thesis describes the "corridor" developments in the South American cities of Sao Paulo and Quito, both of which are introducing bus-ways of varying degrees of sophistication. These infrastructural improvements are being combined with the use of electric buses (duo-buses) drawing power from overhead lines. In Quito, this combination of infrastructure and new technology is handling large numbers of passengers at a level which is equivalent to that of many of the busier public transport routes in South Africa. The dissertation suggests that South African cities will benefit from these developments and proposes that an investigation into such improvements should be carried out. These include an integrated, co-ordinated formal public transport network for the Johannesburg area, and the introduction of corridors on which passenger vehicles of improved design (including duo-buses) could be used to maximum advantage. The dissertation acknowledges that the legislative and planning framework necessary to support such improvements is still being introduced. It points out, however, that the introduction of the proposed transport authorities, and the emphasis on the "corridor" concept will facilitate the process. The dissertation expresses the hope that these improvements will be placed on the agenda as soon as possible and that in so doing, the rehabilitation of formal public transport in South Africa will be promoted.

The problem of measuring a fair rate of return in regulated industry with special reference to the motor carrier industry

The motor carrier industry of North America is subject to regulatory controls over its rate setting practices. In the United States and in Canada, public commissions must develop certain tools for measuring when an individual rate or an entire rate structure is either exploitive to the shipping public or confiscatory to the carrier. The tool that has been applied historically is the operating ratio, simply the relationship of total revenues to total expenses of the carrier. The operating ratio is not as reliable an instrument as the rate of return principle employed by regulators of other regulated industries. In the United States, where the operating ratio is more highly refined, it is greatly criticized. In Canada, students of the motor carrier industry are still faced with the problem of deciding what cost data must be compiled before the operating ratio can be used with any confidence by regulators . This thesis attempts to study the problems involved in making a judicial measurement of the financial effect a rate may be having on the carrier and the shipper. As a result, the operating ratio is examined at some length. In addition, the thesis confronts the problem, more pressing to Canadian regulators, that of what cost data must be collected and how to collect it before the operating ratio be developed. To study this problem, the thesis has brought together economic analyses of the motor carrier industry as contrasted to other regulated fields with certain research into the development of commission and judicial thought on the manner of how rate regulation should be effected. A pioneering effort was made to collect a set of costs for British Columbia motor carriers to supplement what is otherwise a mainly theoretical piece of writing. Clearly, this thesis has not been designed so that any concrete conclusions could be drawn about how effective or ineffective motor carrier rate controls are at present nor about precisely what data Canadian regulators should set about collecting. The Integration of lake transportation with road and railway systems: the case of the Volta Basin in Ghana

The slow rate of development in some of the regions of Ghana, and in fact of the developing countries, is partly-due to the lack of adequate and efficient transportation services. The provision of such services is greatly hindered by the excessive competition between transportation modes and the inexpedient allocation of capital resources for transport development. The utilization of the Volta Lake for the purposes of transportation will probably constitute a source of competition to existing modes of transportation, particularly roads. In order to make possible the use of this economical means of transport, ways must be found to integrate lake transport with existing systems, since water transport cannot function efficiently as a separate system. It is hypothesized that an integrated system of road, rail and lake transport can be used as a means of achieving the economic, physical and social objectives for the balanced regional development of the Volta Basin. In order to evaluate the potential development of transport integration and the possibilities of utilizing integrated transport facilities as a tool for achieving regional development, the concepts of transport integration and transport coordination are defined and reviewed. It is demonstrated that transport integration is concerned with the employment of each mode of transportation in the economic circumstances best suited to its characteristics. The concept of the region and the process of regional planning and development are also reviewed. The regional unit appropriate to planning in the developing countries is the 'uniform region', which is described in terms of its similar problem characteristics. Regional planning and development have evolved as a means of solving these problems and of ordering the natural and human resources in order to ensure balanced growth. The Volta Basin regional planning unit is determined to be viable for the purposes of development; however, for this study, the region is extended to include the Tamale Area in the north and the Accra-Tema Area in the southeast, because of the tremendous flow of traffic between the two areas. In order to investigate how Volta Lake transport could be integrated with road and railway systems, the case study approach is used. The principles of integrated transport development utilized in the U.S.S.R., and in the Tennessee Valley Region and the New York-New Jersey Metropolitan Area of the U.S.A. are reviewed. It is observed that an efficient transportation system is considered to be a means of achieving economic, physical and social development in these countries. The principles of transport integration in the U.S.S.R. include joint traffic scheduling, distribution of traffic among the various modes of transportation, rate structuring and a centralized system of control. A major limitation is the high-cost of transshipment. In the Tennessee Valley Region and in the New York-New Jersey Metropolitan Area of the U.S.A., transport integration is based on the principles of joint rate structuring and containership operations respectively. The use of containers eliminates the problem of transshipment; however, the basence of a coordinating body is a major drawback to transport integration in the Tennessee Valley Region. On the basis of these principles, a method for integrating Volta Lake transport with road and railway systems is proposed. The sources of potential traffic for Volta Lake transport are examined and it is concluded that there is a demand for a Volta Lake transportation system. The principles of integrated transport development employed in the U.S.S.R., the Tennessee Valley Region and the New York-New Jersey Metropolitan Area of the U.S.A. are considered to be relevant for application in the Volta Basin. The establishment of a Lake Transport Authority to implement integrated transport policies is recommended. (Business Management) / The purpose of the study is to examine the current state of public passenger transport in the area of Ekurhuleni and to make recommendations to improve the situation and in order to fulfil this, the assignment assesses current national, provincial and local government public transport plans. The primary objectives of the study are to illustrate the current scenario of public passenger transport in the area of Ekurhuleni and to make recommendations for the improvement thereof. The secondary objectives are to undertake research in the area to help establish the general sentiment of the public transport users towards public passenger transport. Primary and secondary research methodologies were applied in the research process. The primary research methodology encompassed personal interviews conducted with members of the general public as well as public officials whilst secondary research methodology contributed in the form of published and unpublished data sourced from official reports, the internet and other sources. The study is based on road and rail primary modes of public transport. From the rail mode perspective the study discusses the role that Metrorail and Gautrain fulfil within the research area and from the road transport mode perspective the study reviews the role that is being fulfilled by the taxi and bus operations in the area. The survey investigation undertaken in the study is done for the purposes of gaining an indication of the modal split by usage as well as passenger sentiments on the levels of service the study modes are offering. It must be mentioned though that the researcher is aware of other similar surveys that have been conducted and the intention of conducting this survey is for validation purposes. The survey conducted was done so in areas where due to the proximity of services there was an equal opportunity for a random sample selecting a road and/or rail public transport user for interviews. From the survey conducted as mentioned above the current situation is that there are noteworthy areas of improvement that need to be considered. These areas of improvements stem from both road and rail modes transport. Big Data Analysis of Resilience Between Recurrent and Non-Recurrent Events

The transportation system is particularly vulnerable to disruptive events, while at the same time it is the primary sector for preparedness management and mitigation. The objective of this research is to quantify the changes in vehicle movement during non-recurrent events (Hurricane Irma 2017, Hurricane Michael 2018, and the COVID-19 pandemic in 2020) by comparing with recurrent period for different categories of vehicles, with an emphasis on freight vehicles. This research sought to identify where and when different classes of vehicles were traveling leading up to hurricane landfall and post-storm re-entry. Moreover, this study aims to understand the impact of the pandemic based on different decision made by government and how this decision was affected by the changes in the daily number of cases. The most significant findings showed that the transportation system is very exposed to disruptive events and needs considerable time to recover and adapt. In addition, it was found that freight vehicle transport experience significant changes after the evacuation and the last phases of the pandemic. The less impacted vehicles are those who belong to vehicle category 9 . This category did not have many days with significant changes. On the other hand, the most affected categories were vehicles in category 5 for evacuations and vehicles in categories 5 and 8 for the pandemic. These findings indicate the vehicle category is a parameter that should be taken into consideration in various emergency event management. Practical experienc and theoretical knowledge obtained from literature was used in conclusions and calculations in the analysis. The flow analysis of packages and information had been created by using selected logistics methods and led to the development of proposal to reduce the number of transportations of empty packages.
