Во время пандемии доходы вузов сократились, а, следовательно, сократились возможности вузов финансировать свои расходы, чей размер значительно увеличился. Острой проблемой для управленцев стала экстренная мобилизация финансовых ресурсов. Целью магистерской диссертации является разработка методического подхода к управлению расходами на организацию образовательного процесса в вузах РФ в условиях пандемии. В работе рассматривается понятие бюджетирования в образовательных учреждения РФ, вопросы влияния пандемии на расходы образовательного учреждения и возможности управления расходами на организацию образовательного процесса с учетом влияния сжатых изменений. В качестве источников использовалась научно-исследовательская и методическая литература, нормативно-правовые акты и финансовая отчетность организации в открытом доступе. В магистерской диссертации был предложен методический подход к планированию бюджета, отличающийся применением коэффициентов бюджетирования, отражающих влияние сжатых изменений на отдельные статьи классификации затрат образовательной организации с учетом распределения по структуре и временным периодам текущих операционных и единовременных проектных затрат, что позволит снизить уровень неопределенности при планировании затрат на организационную трансформацию в условиях нестабильной внешней среды. / During the pandemic, the revenues of universities decreased, and, consequently, the ability of universities to finance their expenses, whose size increased significantly, was reduced. The urgent mobilization of financial resources has become an acute problem for managers. The purpose of the master's thesis is to develop a methodological approach to managing the costs of organizing the educational process in Russian universities in the context of a pandemic. The paper discusses the concept of budgeting in educational institutions of the Russian Federation, the impact of the pandemic on the costs of an educational institution and the possibility of managing costs for organizing the educational process, taking into account the impact of compressed changes. The sources used were scientific research and methodological literature, regulations and financial statements of the organization in the public domain. In the master's thesis, a methodological approach to budget planning was proposed, characterized by the use of budgeting coefficients reflecting the impact of compressed changes on individual cost classification items of an educational organization, taking into account the distribution of current operating and one-time project costs by structure and time periods, which will reduce the level of uncertainty in cost planning. on organizational transformation in an unstable external environment.

Актуальность работы состоит в необходимости персонального онлайн обучения, включая высокое качество передачи знаний одновременно с автоматизацией и уменьшением затрат со стороны модераторов курса. Невозможность существующих систем обеспечить этим многих пользователей ведет к поиску новых подходов. Научная новизна основана на внедрении технологии интеллектуального чат бота с функциями обработки естественного языка в среду обучения и новом подходе к выполнению заданий, исключающем лимиты времени и количества попыток проверить ответ, а также декомпозиция сложных задач на шаги. Это позволит ученикам достичь правильный ответ самостоятельно, тем самым повышая вовлечение и мотивацию понять трудную тему. Работа содержит следующие стадии: литературный анализ, моделирование, проектирование, реализация, результаты и прогноз. Благодаря предложенному решению больше пользователей получат возможность внедрить приложение и распространить знания с улучшенной средой онлайн обучения. Студенты смогут иметь поддержку в течение всего образовательного процесса в любое время, а их прогресс будет обеспечен анализом данных и методами машинного обучения. / The relevance of the work is grounded by the necessity of the personalized online learning, including the high-quality education providing with better automation and less efforts from moderators` side. Inability of the current systems to open these opportunities for many users leads to the exploration of new approaches. The scientific novelty is based on the embedment of the intellectual chatbot technology with Natural Language Processing features into the learning environment and the new approach of the assignments` accomplishment, which inferences the elimination of the time and attempt limits as well as complex tasks on steps segmentation. It gives the possibility for learners to reach the correct answer in more independent way, thereby increasing the engagement and motivation to perceive the difficult topics. The work contains stages: Literature analysis, Modeling, Designing, Implementation, Results and Forecast. Due to the solution more users are able to employ the application and distribute the knowledge with improved eLearning environment. The students get the opportunity to have the support during the educational process any time and their progress is maintained by the data analysis and advanced technologies.

Цель исследования – изучение применения информационных платформ в образовательном процессе с целью повышения эффективности обучения слушателя. Объект исследования – информационная платформа и ее влияние на процесс обучения слушателя. Предмет исследования – процесс дополнительного обучения слушателей. Научная новизна исследования состоит в разработке методических положений по повышению эффективности обучения слушателя. В первом разделе рассматриваются общие вопросы: понятие, сущность и классификация сайтов, сравнение способов создания сайтов и разработка требований к сайтам образовательных организаций. Во втором проведен анализ платформ для создания онлайн курсов самостоятельно. Третий раздел посвящен общей характеристике предприятия, анализу бизнес-процессов, построению полной модели предприятия, оценке экономической целесообразности его внедрения. Результаты работы – практическим результатом работы стала разработка проекта по созданию информационной платформы для предприятия «Умник» и экономическая выгода от внедрения этой информационной системы. / The purpose of the study is to study the use of information platforms in the educational process in order to increase the effectiveness of student learning. The object of the study is the information platform and its impact on the student’s learning process. The subject of the study is the process of additional training for students. The scientific novelty of the research lies in the development of methodological provisions to increase the effectiveness of student learning. The first section discusses general issues: the concept, essence and classification of sites, comparison of methods for creating sites and development of requirements for sites of educational organizations. The second contains an analysis of platforms for creating online courses independently. The third section is devoted to the general characteristics of the enterprise, analysis of business processes, construction of a complete model of the enterprise, and assessment of the economic feasibility of its implementation. Results of the work - the practical result of the work was the development of a project to create an information platform for the Umnik enterprise and the economic benefits from the implementation of this information system.
