本論文以研究在中國共產黨第十次全國代表大會以前中共有關少數民族出身幹部的 政策，其重點在於探討少數民族地區民族幹部問題，內容共分為六章： 第一章 共分兩節，論述中共幹部本身的概念，以及目前世界一些國家所面臨的國 內民族問題與中國大陸少數民族分佈情形。 第二章 共分三節，論述中共政權所標榜「民族區域自治」的實質內容，以及在武 裝叛亂時期對少數民族的措施。 第三章 共分兩節，論述少數民族幹部在本民族地方的領導地位問題，以及少數民 族幹部培養政策。 第四章 共分兩節，論述中共政權初期針對廣大邊疆地區進行的統戰工作，以及當 時民族幹部的出身成分，並敘述由於左傾盲進政策失敗和中（共）蘇關係 惡化所引起的民族自治地方幹部問題的複雜情形。 第五章 共分兩節，論述「文章」在少數民族地區的進行，以及「文革」後所謂「 社會主義民族」化步驟的具體表現。 第六章 結論。
