冷戰以後，世界力量重組，全球化也隱含非常複雜的矛盾和衝突。崛起的中國，經濟快速增長、政治與外交影響力逐步擴大，綜合實力已經大幅度提升，在國際社會的角色越來越重要，卻也越來越讓其他國家感受到中國崛起的威脅。911事件，撞破尚未成形的世界新格局，為中共「和諧世界」理念提供宣揚空間 中共歷代領導人的對外政策及施政理念，不外乎推進世界多極化，使中國不再受霸權主義的欺凌，謀求安全的環境實現現代化建設。「和諧世界觀」雖然是中共第四代領導人對未來的世界的願景，但並未脫離中共歷代領導人的思考方式。
