本論文約八萬字，分為六章，十八節。 第一章說明研究目的、方法、範圍，並對新疆史、地、國防地位及清初與北疆關係作 一概述。 第二章敘述清廷略取新疆，設置伊犁將軍之經過。並從史、地、邊防、政治等因素， 討論設置之緣由，另探討清高宗對發展新疆之寄望。 第三章就建軍、養軍、管理邊族、外交任務等方面，說明伊 將軍的職掌。 第四章以伊 將軍直轄之官吏、機構為範圍，說明將軍衙門之組織。並討論伊將軍之 稱職、員額、駐地、品級、出身、任期等有關問題。 第五章討論清廷在新疆設置伊 將軍的效果，並評論伊 將軍制度之消極性。
