本論文共一冊，計七萬字，分六章。 本文企圖由協合式民主理論的角度來剖析馬來西亞聯盟與國陣政府聯合的性質。協合 式民主理論的精髓，是在分岐的社會中，藉著精英間彼此有意的聯合來達成社會穩定 的一種制度。而其維繫與否，最主要的則視精英間聯合的程度與能否有效處理群眾參 與所產生的政治壓力而定。基於此乃對章節作如下的安排：首先從事協合式民主理論 的介紹；再就當地多元社會的情形及形成原因作一探討；第三章則介紹聯盟與國陣的 歷史發展及其性質；第四、五兩章則進一步對限制性的政治參與及精英聯合的性質作 一剖析；最後則嘗試性的作一綜合評論。
