有關鄧小平在「文革」前十年中共中央總書記任內的政治角色與作為，在中國大陸向來是採取「揚長避短」的作法，亦即著重於鄧小平在此期間作為正確、行止務實的一面，而對於其所涉及的錯誤以及表現激進之處，則是模糊處理、加以隱諱。在西方學界，雖可對之據實以陳，然也僅止於簡單概述，而無細密的刻劃與深入的剖析。本論文在實證的基礎上，對於鄧小平此一時期的相關政治經歷，作一較平衡與深度的分析。在毛澤東的支持下，鄧小平出任之中央總書記一職，在中共黨組織與運作中扮演位高權重的樞紐角色。鄧小平藉此要職，在中共若干極富爭議、影響甚巨的政治運動與政策：將數十萬人錯誤地打為反黨份子且殘酷以待的「反右派」鬥爭；引發軍方人事整肅並遲滯軍隊建設發展的軍隊「反教條主義」；導致數以千萬計的農民缺糧致死、陳屍溝壑的「大躍進」運動；造成中國周邊關係長時緊繃、區域情勢緊張惡化的中蘇對立與革命輸出。皆全程參與、擔負要角、戮力奉行。對於相關運動與政策所鑄成的過失，鄧小平自負有不可規避的責任。此一研究成果，也進一步地對「文革」前中共政治的研究，以及鄧小平在毛後時期之政治作為的認識有所裨益。
