國貨國運政策之研究

論文主要係參考公共政策理論，從中設定公共政策過程的要素並加以架構化，以便實 際應用到國貨國運政策上，做為瞭解國貨國運政策的理論架構。 第一章緒論，探討航業的重要性，以明國貨國運政策在發展國家航業上所欲達成之功 能。並介紹研究目的、方法、範圍。 第二章進入本文，首先探討國貨國運政策的背京，蓋們何政策從制訂到執行，乃至產 生政策回餽，皆深受環境的影響。外環境方面，依 序號探討世界船噸的進、世界航業的趨勢、各國航業補助政策。內環境方面，探討我 國航業概況，從而就我國與世界相對照，藉明我國航業所面臨的之問題。 第三章至第五章按照政策理論架構，依序探討國貨國運政策「問題的認定」、「政策 的規劃」、「政策合法化」、「政策內容」、「政策執行」以及「執行評估」。 第六章就評估所得，試做結論與建議，期能對國貨國運之未來，發揮積極的效果。
