本論文一冊，分八章，約九萬字左右。第一章諸論；第二章羅家倫的生平；第三章
重要教育著述與教育主張之根據：第四章以民族為中心的大學教育主張；第五章羅
家倫的大學教育實際措施（一）中央政治學校時期；第六章羅家的大學育實際措施
（二）清華大學時期；第七章羅家倫的大學教育實際措施（三）中央大學時期；第
八章結論。
本論文在闡明羅氏的大學教育主張及其貢獻。羅氏主持大學教育，時當民國十六年
至民國三十年。其間遭遇北伐、九一八事變與對日抗戰。在民族爭生存的存亡絕續
關頭中，羅氏站在大學教育工作者的崗伅上，先後主持中央政治學校教務，肩任清
華大學、中央大學校長。提出以民族為中心的大學教育主張，為國家作育人才，為
青年擇師。在大學教育史上，羅氏的精神是不會死亡的。
