江蘇諮議局之研究

本文計一冊約十一萬字，分為五章。首章敘述清末立憲乃因應時局刺激下的一種反映 ，並分析清廷對憲政之認知。次章詳敘清廷立憲政策之本章。分就改革官制、清理財 政、普及教育、司法獨立設置巡警、地方向治說明其改革措施與優缺點。第三章則描 述江蘇省如何執行上述各項政策，其所面臨的困難及民間參與推動情形。第四章敘述 江蘇諮議局之成立及其與督撫之互動關係。包括選舉過程，第一年、第二年常會在財 政教育巡警及糾動行政機關各項議案上，與督撫所產生之衝突。第五章檢討與結論。 檢視清末從中央到省級行政機構與諮議局，貫徹立憲政策之情形，及江蘇諮議局在此 一過程中所探演的角色地位。
