我國文化部門過去並未擁有龐大的行政資源，直到行政院組織改造後升格部級單位後，將能以跨界、資源整合、合作的方式進行有關規劃，並且突破過去狹隘的文化建設施政概念，但為何過去文建會組織改組無法成功。是故，本文運用歷史制度論的觀點探討文建會升格文化部的發展過程。本論文討論文化部門探究組織改革之歷史背景、文化、政治、社會，並從日治時期為研究時間起點討論至文建會升格文化部之要素為何。並藉由國外先進國家文化部門之經驗，能提供我國未來政策參考之用。
