綱要：目前我國正進行是否建立線纜系統（Cable System）之可行性研究，線纜系統
之發展涉及市場、軟體、技術、以及法律等諸多問題，其中以法律問題影響尤鉅，本
研究希望從比較觀點來看各國線纜事業法律，俾供傳播和法律學者作為進一步探討之
基礎。
第一章導論，敘述本研究之研究動機與研究方法。
第二章英美德日四國線纜立法背景與線纜事業法律。
第三章四國線纜法律之綜合比較。
第四章建議與結論。
