大陸對「臺灣史觀」之詮釋與對臺政策關係 / China's interpretation of Taiwan History and its relations with China's policy towards Taiwan

摘 要 本文從大陸「臺灣史觀」討論其對台政策,意味著本文之研究動機是充滿現實考量,亦透過彰顯大陸在臺灣史觀上隱藏的政治目的。 本文所採方法,乃針對大陸的臺灣史研究上具代表性的文本(著作或刊物),討論在若干臺灣史觀涉及今兩岸主權與國家認同敏感之議題,本文以陳孔立主編之《臺灣歷史綱要》和台盟蔡子民著《台灣歷史的潮流》為主要分析樣本,輔以大陸南、北兩大臺灣研究重鎮,廈大台研所所出版的學術期刊《臺灣研究集刊》,並與中國社會科學院臺灣研究所出版的《臺灣研究》季刊進行論著、文章比重分類之內容分析(分成量化和質化)。 上述文本之分析結果,再對應到近年來,大陸領導人對臺之重要講話與政策,闡述其所持之臺灣史觀點。並綜合探討兩者之間,互為因果或影響成因。 2005年4月29日國共兩黨高峰會登場,連戰與胡錦濤首度對話,即從臺灣人的歷史意識重新搭起兩岸對話的橋樑。自此開始,以前章闡述之大陸臺灣史觀,並輔之討論其對臺政策。除了摘述2005年4月29日迄今計36份重要對臺政策宣示或談話,也從中討論其所欲彰顯之中原中心(同文同種、一個中國)、共同性與特殊性(一國兩制)、唯物史觀(人民史觀)。 簡言之,本文主要研究目的,大陸對臺政策之政治目的如何影響臺灣史研究,臺灣史研究又如何扮演政治宣傳之角色而影響對臺政策。本文在認識大陸「臺灣史觀」之同時,理解其歷史研究之政治立場主導之國情,否則難以述說今日雙方對於主權爭議之擱置。故,如何連結兩岸今日政治主權和歷史記憶上的僵局,也適時從臺灣主體性角度提出建言,期望中共重新認識臺灣史,重新建構共同的臺灣歷史記憶與國家民族認同,調整對臺政策之思維,開創一條兩岸關係的新絲路。 關鍵字:臺灣史觀、對臺政策、唯物史觀 / Abstract Reviewing China’s policy towards Taiwan from the former’s Conception of Taiwan History, this paper is intended to reveal China’s political objectives behind its proclaimed historic perspective on Taiwan based on practical considerations. With literature study as main method of research, this paper consulted authoritative books and journals on history of Taiwan published in China, in order to discuss sensitive issues such as cross-strait sovereignty and national recognition. This paper conducted qualitative and quantitative analysis based on the “Outline for Taiwan History” edited by Chen Kong-Li and Tsai Tse-Ming’s “Trend of Taiwan History” as two major samples, along with “Compilation of Taiwan Research Journal” published by Xiamen University and “Taiwan Research Quarterly” by the Taiwan Institute of China Social Science Academy, two renowned institutes on Taiwan research in southern and northern China. Results of literature analysis are then put in comparison with Chinese leaders’ important speech and policies towards Taiwan in recent years, so as to clarify their perspectives on Taiwan history. KMT and CCP held a summit on April 29, 2005, in which Lien Zan communicated with Hu Jing-tao for the first time from Taiwan’s perspective, rebuilding a bridge for cross-strait dialogue between the two sides. This paper discussed China’s presumed Taiwan History as well as its Taiwan policy. In addition to study on China’s 36 major policy proclamation and speeches towards Taiwan, the research also touched on China’s Han-Center concept that emphasizes same culture/language and one China policy, as well as the Materialistic Interpretation of History. In short, the main purpose of this paper is trying to find out how the objectives of China’s Taiwan policy affect the research on Taiwan history, while at the same time, draw a clear picture of how China’s research on Taiwan history served as a propaganda means affect its policy towards Taiwan. While trying to understand China’s perspective on Taiwan history, this paper also bears in mind that there is a close interaction between history research and political stance in China, in order to explain the reason why the two sides were able to put aside sovereignty disputes as dialogue unrolled. This paper is dedicated to solving the dilemma concerning the current sovereignty disputes and difference in historical memories across the strait, so as to reach on possible solutions. Other than proposing solutions from Taiwan’s perspective, this paper also hopes to call on China to recognize Taiwan history from new point of view, in order to adjust its perspective on Taiwan history and concept of national recognition, paving a new silk road for cross strait relations.
