本文主要的研究目的是分析俄羅斯在冷戰結束之後，俄羅斯對於亞太地區軍售的政策及其制定過程，並探討軍售對於亞太地區的影響。並分析俄羅斯自冷戰結束之後，如何藉由軍售議題取得在亞太區域影響力的槓桿。 本文以層次理論作為分析基礎，將俄羅斯軍售政策的形成分成三個層次來探討，這三個層次依次為國際環境因素、區域因素以及國內因素。並且在三個層次中同時以經濟與政治因素去分析軍售政策在分析層次中所受到的影響有哪些。
