近年來國際經濟趨向區域化，基於地緣關係，各種區域性組織也相繼出現，其中尤以歐洲共同市場的建立與北美自由貿易區的定型為經濟區域化樹立楷模。但亞洲各國因政治立場互異，經濟發展程度有顯著差別，再加以作為集團中堅的日本未能取得各國信賴，類似西歐與北美的區域化組織不易實現。然過去幾年來，由於兩岸關係的實質改善，二個以兩岸三地為主體的中華經濟圈正加速發展中，且不同於西歐及北美，並非完全由政府主導策劃，而主要基於國際經濟情勢發展與兩岸的經濟互動需求自然形成，其所蘊藏的潛力及燦爛遠景已引起全世界政經領袖及學者專家注視，令人驚訝的是，這才是兩岸合作的開始，如果兩岸真能拋開政治考量，作為效的經濟整合，未來所能展現的實力，顯然還將遠大於此。本文之目的，即作者樂觀地期盼，兩岸經貿能在全球經貿整合的趨勢下，朝良性的互動發展，一來此即兩岸華人利益之所在，二則能自經濟整合（低度整合）出發，為政治整合(高度整合)奠下厚實其礎。兩能依合作共榮的遠大目標發展，不但全球華人所依記，更是世界安定的基石。
