以地方文化和創意結合產業面向，來提升地方產業的附加價值和帶動其發展，正是地方文化產業備受重視之因。鹿谷鄉的凍頂烏龍茶遠近馳名、享譽國際，「茶」不僅只是地方產業和經濟作物，亦早已融入在地方居民的日常生活之中，更是凝聚地方感情的重要因素。是以本研究旨在透過深度訪談方式，採用「地方治理」的角度去探討在鹿谷鄉茶文化產業發展的過程中，地方政府與其他行動者所扮演的角色和互動情況，試圖建構出鹿谷鄉茶文化產業再生與發展的策略。
