Martin Nečaský, Ph.D. Abstract: Today's software applications are typically compound of system of more application components. By modeling of software, various integrity constraint languages are used for particular parts of model (e.g. OCL for UML class diagrams, Schematron for XML or SQL triggers for relational databases). Constraint expressions need to be converted to expressions over different meta-models. These tasks are non-trivial. In this thesis, a new common language Universal Constraint Language (UCL) for expressing integrity constraints over various data meta-models is introduced. It is formally defined and also its parser is implemented. We also present semi-automatic translating between constraints over various meta-models; and deriving constraints from the introduced language to constraints in specific constraint languages. Improving the usability and accessibility in aging rural communities: rural policy for innovation in an aging community

Master of Regional and Community Planning / Department of Landscape Architecture/Regional and Community Planning / Katherine Nesse / Most adults have grown accustomed to the current design orientation of their communities; however, as adults grow older they will be hard pressed to maintain their current lifestyle and level of activity in their community. This research identifies the importance of incorporating accessibility and usability elements into the streetscape of a community to encourage the integration of seniors into community life. One of the four pillars of the Main Street approach is design. This encompasses the design of building facades, streetscapes, and public spaces. This research looks at the Kansas Main Street program and investigates its success in furthering usability and accessibility of streetscapes in rural communities experiencing an aging population and infrastructure. My thesis is if the Main Street organizations of Kansas were concerned about the access and use of streetscapes for elderly populations, their concern would be expressed in development plans and practices through their Main Street program undertakings. Through this research, I have found that while rural communities see the value in accessible streetscapes their primary barrier to creating them is a financial one.

Prosecuting the three core crimes: Complementarity in light of Africa’s new international criminal Court.

Doctor Legum - LLD / The principle of complementarity forms the basis upon which the International Criminal Court (ICC) exercises its jurisdiction. This principle of international law first appears in the Preamble to the Rome Statute and then the admissibility provisions under Article 17 of the Rome Statute, which outline that the Court will declare a case inadmissible where it is being investigated or prosecuted by a state which has jurisdiction over it; unless the state is unwilling or unable to genuinely carry out the investigation or prosecution. Alternatively where the case has been investigated by a state which has jurisdiction over it and the state has decided not to prosecute the person concerned, unless the decision resulted from the unwillingness or inability of the state to genuinely prosecute. This principle implies that the ICC is a court of last resort and will therefore not intervene in a case where the state of commission is either able or willing genuinely to investigate and prosecute perpetrators of grave crimes. It is common cause that Africa has been the staging area of mass atrocities for decades. The indictment of Kenyan president Uhuru Kenyatta’s’ and his deputy William Ruto, Hissene Habre case, and the indictment and issuance of an arrest warrant against the Sudanese President Omar El-Bashir are instructive in this regard. The ICC’S actions created the perception of bias, injustice and inequity. This prompted a sharp reaction from African states, which threated a mass withdrawal from the Rome Statute in 2013. The one positive spin off from the AU reaction was the expansion of the jurisdiction of the merged court to include a criminal chamber in 2014, thus creating Africa’s first international criminal court, the African Criminal Court (ACC). This development was the result of the discontent and frustration of the African continent towards the work of the ICC, which was perceived as focusing only on African cases, whilst ignoring the litany of cases coming from other regions of the world.

Os participantes da pesquisa foram alunos do 1° e do 3° ano do Ensino Médio. Os estudantes construíram os seguintes instrumentos: relógio de Sol, Astrolábio, Elipse de Kepler e a deformação do espaço-tempo de Einstein, sob a orientação desse autor. Essa prática ocorreu em cinco encontros. No último, os alunos responderam a um questionário aberto, com 10 questões, elaboradas pelo pesquisador, adaptadas dos livros didáticos adotados pela escola, sob a orientação dos Parâmetros Curriculares Nacionais – PCNS. A análise dos resultados foi embasada em pesquisa qualitativa, utilizando a análise textual por meio de um estudo de campo, do qual emergiram, a posteriori, três categorias: Contribuição docente para a aprendizagem do aluno; Aprendizagem de astronomia com uso de instrumentos astronômicos; Aprendizagem de conteúdos de astronomia. Os resultados revelam que os alunos têm preferência por abordagens como a realizada pelo autor, a qual corroborou para uma melhor compreensão dos conceitos de Gravitação Universal e de Elipses, facilitando assim a aprendizagem dos educandos, em relação aos fenômenos astronômicos. Conforme as respostas dos alunos no questionário, a prática desenvolvida apresentou uma maneira nova e mais eficaz de compreender os conteúdos de Física e de Matemática, melhorando a compreensão para a construção do conhecimento por parte dos educandos. / Con el fin de investigar y colaborar con la enseñanza y aprendizaje de la astronomía a los alumnos de una escuela pública de Petrolina, PE, se ha desarrollado un proyecto de intervención pedagógica, con el contenido del Universal de gravitación y física matemáticas-elipses a los ojos de la historia de la astronomía. Participantes en la investigación fueron estudiantes de 1° y 3° año de secundaria. Los estudiantes construyeron los siguientes instrumentos: reloj de sol, astrolabio, elipse de Kepler y la deformación del espacio-tiempo de Einstein, bajo la dirección del autor. Esta práctica llevó a cabo en cinco encuentros, los últimos estudiantes respondieron un cuestionario abierto que contiene 10 preguntas elaborados por los libros del investigador adaptado utilizados en la escuela, utilizando la metodología del plan de estudios nacional parámetros PCNS. El análisis de los resultados llevó a cabo a través de la investigación cualitativa, usando el análisis textual por medio de un estudio de campo. A que surgió a posteriori tres categorías: contribución de la enseñanza al aprendizaje; Astronomía de aprendizaje con el uso de instrumentos astronómicos y el aprendizaje de contenidos de Astronomía. Los resultados muestran que los estudiantes tienen preferencia por enfoques como el autor, porque corrobora a diseñar mejor los conceptos de gravitación Universal y elipses, a facilitar el aprendizaje de los estudiantes ante los fenómenos astronómicos. Una vez, los estudiantes en sus respuestas en el cuestionario de la práctica desarrollada, presenten forma nueva y más eficaz, para comprender los contenidos de física y matemáticas, mejorar la comprensión para la construcción del conocimiento por parte de los alumnos.

Equity in universal health systems : hip arthroplasties as a proxy measure for access to healthcare in the public sectors of Brazil and Scotland

The central tenets of both the National Health Services of Scotland (NHS) and the Unified Health System of Brazil (SUS) are universality and equity of access to services on the basis of need, free at the point of delivery. Redistribution is designed into the Scottish system. This study uses a mixed methods approach to analyse access to health care and the influence of socioeconomic factors using hip arthroplasty as a proxy measure for equity in the public health care systems of Brazil and Scotland. Methods Three studies were conducted to establish the extent to which equity is achieved in each system and the extent to which inequalities in socioeconomic status and health service supply affect equity. First, an ecological study using routine data of hip arthroplasty rates in the public sector by country and geographic region (2009/10 to 2012/13) complemented by an analysis of supply, specifically per capita distribution of beds and staff nationally and by area. Second, inequalities in access due to socioeconomic status were analysed for Scotland using the Scottish Index of Multideprivation (SIMD) in association with standardised rates; in Brazil two socioeconomic indicators (Gini and Human Development Index - HDI) were modelled (Zero Inflated Poisson - ZIP) with standardised municipal rates of arthroplasties (5,565 municipalities); and a Pearson's correlation. Finally, qualitative interviews were undertaken in both countries with civil servants, health workers and policy makers who were invited to comment on the quantitative results from stages I and II based on a script of open ended questions. Results There is an almost eight fold difference in treatment rates between Brazil (7.8-8.3/100,000) and Scotland between 2009/10 to 2012/13 (57.7-61.1/100,000). There are geographic differences within both countries. The health board areas with the lowest and highest regional rates in Scotland were Glasgow & Clyde with rates of 29.2-40.2/100,000 and Ayrshire & Arran with a rate of 60.2-88.5/100,000 respectively; in Brazil the lowest and highest regions were the North Region (2.3-4/100,000) and South Region (15.4-17.9/100,000) respectively. The two least deprived quintiles (4 and 5) in the Scottish population had both a higher utilisation (42.6%) and proportional growth in number of procedures than the two more deprived (1 and 2); quintile 3 had no consistent changes. In Brazil municipal rates showed a negative correlation with Gini (r=- .226) and a positive correlation with HDI (r=.396); the ZIP model demonstrated that for every standard deviation (SD) change in Gini, rates would be 23% higher or lower, for HDI each SD would lower or increase rates by 56%. Three major areas were identified by interviewees as explanatory factors for these quantitative results: equity of access, health systems, evidence based actions/policies. Crucially the interviewees identified GDP spend on public health care, the ability of governments to redistribute and reallocate resources on the basis of need and the distorting effect of the market and private providers including physicians as key factors; and the need for better data collection from the private sector. Conclusion Although both countries aspire to universal health care, Brazil is very far from reaching that goal due to the widespread socioeconomic differences and that the health system does not redistribute resources, staff and beds according to need. Scotland appears to be achieving universal access on the basis of need, nevertheless there are geographic and socioeconomic differences in access that need to be carefully monitored and understood. In Brazil there should be better planning and resource allocation so that public resources are redirected towards those most in need of the North and Northeast regions.

Segundo ele, a viabilidade da construção de tal linguagem deriva da convicção de que todo o conhecimento tem por base um número finito de conceitos básicos ou ideias simples que podem ser identificadas e estruturadas hierarquicamente. Em sua concepção para a elaboração de tal linguagem, é necessário: chegar às ideias simples; estipular um sistema adequado de signos -o que ele denomina Característica universal; e estabelecer as regras lógicas para compor ideias complexas -o que ele denomina Gramática racional. Design and Research of a FPGA Based Universal Liquid Crystal Display Module Function Test System

The subject of this paper is to the research and develop Liquid Crystal Display Module(LCM) test system for LCM factories.We prpose an FPGA,built in an NiosII soft CPU,as the control core with peripheral circuits to form a flexible SOPC¡]System on Programmable Chip¡^. Using this digital circuit being synthetic with the hardware description language, one can further integrate analog and digital peripheral devices by software control to establish a universal of medium and small LCM tester, and can conduct display function verification on such system. This system has been proved effectively to perform functional test for multi type LCM, and meanwhile it further demonstrates the advantage in its flexibility for configuration change due to its SOPC design.
