Teaching philosophy online

The present dissertation investigates some possible aims and methods of online philosophy education. It argues that online philosophy education should put a greater emphasis on learning philosophical know-how via collaboration. Online education, contrary to recent criticism, could be done efficiently if it did not intend purely to imitate traditional education but defined its own strategic targets in accordance with some needs which have emerged online. Improving argumentative, systematic and interpretative skills are essential for being a good philosopher as well as a self-reliant online citizen. Preparing students for online practices via teaching them philosophical skills at least partly satisfies some internal purposes of philosophy education as well as some social needs. Learning these skills is irreducible to learning propositional knowledge. Establishing access to (even well-selected) information is insufficient for teaching philosophical skills. One way of teaching these skills is via role-playing philosophical discussions, for which Massively Multiplayer Online Role-Playing Games as a background technology is an effective way.

THE USE OF PACKETIZED TELEMETRY IN INVERSE T1 MULTIPLEXING

International Telemetering Conference Proceedings / October 25-28, 1999 / Riviera Hotel and Convention Center, Las Vegas, Nevada / As the number of telemetry applications at sites increases, the need for a higher bandwidth link from site-to-site grows. The use of an inverse T1 multiplexer allows the site to utilize multiple T1 lines rather than more costly higher bandwidth lines. There are many advantages to using a recognized packet standard, such as IRIG-107/98, over simply routing the streams through T1 lines. One advantage is that there is a total separation of data stream clock from T1 transmission clock, reducing synchronization circuitry and overhead. Another advantage is that the use of packets also allows for a smooth reconstructed clock phase on the receiving site, creating a virtually seamless transmission of clock and data. And, finally, by using a recognized packet standard, the inverse T1 multiplexer may easily be integrated into ranging and telemetry systems already incorporating packetized telemetry. This paper will discuss the combination of packets and inverse multiplexing to achieve an expandable transmission system capable of delivering a high bandwidth data stream across multiple T1 lines.

Fiskmarknaden ämnar vara en öppen plats där besökarna tydligt ska kunna följa fiskens hela process. Fiskens väg ska tydligt kunna läsas in i strukturen. Från att den transporteras till platsen med antingen båt eller bil till att den lastas in, rensas, säljs och sedan tillagas och avnjuts på plats eller på annat håll. Strukturen kommer gå från en mer sluten sida mot Gamla Stan och den hårt trafikerade vägen till mer öppen ut mot vattnet. Renseriet ska få en central plats i marknaden där besökarna ska kunna ta del av processen likt skådespelare på en scen. Sinnena ska få stå i fokus, det ska tydligt kunna se och kännas att besökarna rör sig genom en fiskmarknad. Byggnaden ska tydligt markera flödet från Slussen till Kungsträdgården och från Gamla Stans gränder ut mot vattnet. Siktlinjerna från gränderna ska bryta igenom byggnaden ut mot vattnet både genom renseriet och den västliga ingången och restaurangen. Strukturen ämnar vara omslutande till formen och skapa ett öppet intimt torg i mitten för marknadsförsäljning och en plats som inbjuder besökarna till att stanna upp. På platsen kan en antingen röra sig närmast Gamlas Stan där trottoaren för gångtrafikanter har breddats, genom fiskhallen, utmed fiskhallens glasade sida och betrakta hallen från håll eller längs med vattnet och kajkanten. Det kommer finnas flera platser att sitta på längs kajen och torget. För att skapa en hållbar och beständig marknadsplats är materialvalen robusta och slittåliga. Betong som tung bas. Polerad i de interiöra rummen och som pigmenterad marksten på torget för att sudda ut gränsen med skeppsbrons kullerstensbeläggning. Väggar och tak kommer ha en svärtad stålplåt med små skiftningar för att skapa djup och efterlikna fiskfjällets fina yta. Balkar och pelare i stål kommer vara synliga för att visa på byggnadens konstruktiva uppbyggnad och skapa en rumslig spänning till den stora marknadshallen. Fiskmarknaden ska bli en plats att besöka året om alla tider på dygnet och det ska helt enkelt vara en upplevelse att besöka denna plats i hjärtat av Stockholm. / The Fish market intends to be an open space where visitors will clearly be able to follow the fish throughout the process. From its transportation to the site by either boat or car to the fish being loaded, cleared, sold and then cooked and enjoyed on site or elsewhere. The structure will go from a more closed side towards the Old Town and the busy road to more open towards the water. The clearing space of the fish will have a central place in the market where visitors can take part of the process, like actors on a stage. The senses will become the focus; it should be very clear that the visitors move through a fish market. The building will mark the flow from Slussen to Kungsträdgården and from the Old Town alleys towards the water. Sight lines from the alleyways will break through the building towards the water both through the clearing space and the western entrance and the restaurant. The structure intends to be embracing to its form and create an open intimately square in the middle. The square will be a place for market sales and a place that invites visitors to hang out. On the site one can either move nearest the Old Town where the sidewalk for pedestrians has expanded, through the fish hall, along the fishing hall glazed side and consider the hall from direction or just along the water and quay. There will be several places to sit along the quay and the square. In order to create a sustainable and long-lasting marketplace the choices of material are robust and durable. Concrete to create a heavy base. It will be polished in the interior rooms and pigmented pavers on the square to blur the line of to the cobblestones of Skeppsbron. Walls and ceilings will have blackened steel with small nuances to create depth and imitate the fish skin delicate surface. Beams and columns in steel will be exposed to show the building's structural design and create a spatial tension to the large market hall. The fish market will become a place to visit all year round at all hours and it will simply be an experience to visit this place in the heart of Stockholm.

Ultraviolet/Optical/Infrared Color Sequences Along the Tidal Ring/Arm of Arp 107

We construct UV/optical/IR spectral energy distributions for 29 star forming regions in the interacting galaxy Arp 107, using GALEX UV, Sloan Digitized Sky Survey optical, and Spitzer infrared images. In an earlier study utilizing only the Spitzer data, we found a sequence in the mid-infrared colors of star-forming knots along the strong tidal arm in this system. In the current study, we find sequences in the UV/optical colors along the tidal arm that mirror those in the mid-infrared, with blue UV/optical colors found for regions that are red in the mid-infrared, and vice versa. With single-burst stellar population synthesis models, we find a sequence in the average stellar age along this arm, with younger stars preferentially located further out in the arm. Models that allow two populations of different ages and dust attenuations suggest that there may be both a young component and an older population present in these regions. Thus the observed color sequences may be better interpreted as a sequence in the relative proportion of young and old stars along the arm, with a larger fraction of young stars near the end. Comparison with star forming regions in other interacting galaxies shows that the Arp 107 regions are relatively quiescent, with less intense star formation than in many other systems.

Using Spitzer Colors as Diagnostics of Star Formation Regions: The Interacting Galaxy ARP 107

We present Spitzer infrared imaging of the peculiar galaxy pair Arp 107 and compare with an optical Hα map and a numerical model of the interaction. The [3.6] - [4.5] colors of clumps in the galaxy do not vary around the ringlike primary spiral arm and are consistent with those of stars; thus, these bands are dominated by starlight. In contrast, the [5.8 μm] - [8.0 μm] colors are consistent with those of interstellar dust and vary by about 0.2 mag around the ring/spiral, with redder colors associated with regions with stronger star formation as indicated by Ha and mid-infrared luminosity. The [4.5 μm] - [5.8 μm] colors for clumps in this arm are bluer than dust and redder than stars and vary by 1.3 mag around the arm. This color is therefore a measure of the relative number of young stars to old stars, with a redder color indicating a higher proportion of young stars. There is a clear azimuthal sequence in the [4.5] - [5.8] color around the arm, indicating a sequence in average stellar age. The L HQ/L 8.0 μm ratio varies around the arm by a factor of ≈7; this variation may be due to extinction or to polycyclic aromatic hydrocarbon excitation by nonionizing photons. Our model of Arp 107 accounts for the general morphology of the system and explains the age variation along the arm as the result of differences in the time of maximum compression in the arm. Using Spitzer colors, we are able to distinguish background quasars and foreground stars from star-forming regions associated with Arp 107.

Regleringen av statligt stöd inom EU : Mot en effektivare kontroll / EU regulation on state aid : Towards more effective control

Det europarättsliga statsstödet utgör en viktig del av konkurrenspolitiken inom Europeiska unionen (EU). Likaså är kontrollen av statsstödet av central betydelse för upprätthållandet av en effektiv konkurrens på den gemensamma marknaden. I takt med EU:s expansion har behovet av en effektiv kontroll ökat. Vid genomförandet av en stödåtgärd ska medlemslandet anmäla åtgärden till kommissionen, under förutsättning att uppställda rekvisit uppfylls enligt artikel 107 i fördraget om Europeiska unionens funktionssätt (FEUF). Vidare erfordras kommissionens godkännande av stödet innan medlemslandet kan verkställa åtgärden. Svårigheter kan dock uppkomma vid avgörandet huruvida en stödåtgärd uppfyller samtliga rekvisit och följaktligen omfattas av anmälningsplikten. I synnerhet kan komplikationer föreligga i de fall åtgärden omfattas av ett indirekt stöd, det vill säga när subventionen sker genom indirekt finansiering i form av exempelvis skatteåtgärder. Problemet är således att flertalet medlemsländer inte anmäler stödet, under antagandet att åtgärden inte omfattas av begreppet statsstöd. I två nyligen beslutade förhandsbesked av kommissionen, blev Fiat i Luxemburg samt Starbucks i Nederländerna föremål för återkrav på grund av genomförandet av stödåtgärder som inte ansågs förenliga med EU:s regler om statsstöd. Det olovliga statsstödet ska således i enlighet med kommissionens beslut återbetalas. De båda målen avser ett indirekt stöd i form av skatteåtgärder där kommissionen inte erhållit någon anmälan och således inte kunnat godkänna stödåtgärden innan den genomfördes. I kommissionens bedömning användes för första gången nya befogenheter avseende informationsinsamling, vilka infördes i samband med en modernisering av det statliga stödet. I uppsatsen redogörs för regleringen av det europarättsliga statsstödet för att undersöka om det krävs en precisering av regelverket, dessutom undersöks hur kommissionens kontroll kan bli mer effektiv ur ett ekonomiskt perspektiv. Slutsatsen i framställningen kommer följaktligen ge förslag på hur medlemsländernas medvetenhet om statsstödsreglerna kan förbättras, så att medlemsländerna på förhand kan erhålla vetskapen om klassificeringen av statsstöd. På det sättet kan kommissionen i ett tidigare skede få information om stödåtgärden, vilket sannolikt leder till en effektivisering avseende kommissionens kontroll ur ett ekonomiskt perspektiv.
