‘EQUALITY NOW!’: RACE, RACISM AND RESISTANCE IN 1970s TORONTO

This thesis explores the recognition of institutional racism in Ontario. It examines discourses of institutional racism between the late 1960s and early 1980s and argues that the recognition of institutional racism at the provincial and national levels was facilitated by overt acts of racism in one of Canada’s most populous and diverse cities – Toronto. The targets of overt racism were new immigrants from decolonizing nations who utilized the discourse of rights in the context of an increase in racist incidents to press for state recognition of institutional racism. This rise in racially motivated violence concerned most Canadians as it went against Canadians’ self-perception as a raceless, tolerant and peaceful society. The recognition of structural racism was a gradual and contested process as municipal, provincial and federal government actors often denied its existence and deemed overt acts of racism aberrant. When racist acts did occur, state officials and media reports blamed the increased racial tensions on the personal prejudice of extremists. Activist groups composed of visible minorities and human rights activists were key in the formation of a counter-narrative that challenged this persistent denial of structural racism. These groups played a fundamental role in redefining the nature of racism in Canadian society. A central theme of this dissertation is that disintegrating race relations allowed for a redefinition of the Canadian state. It was the increase in racist incidents in 1970s Toronto that fostered a broad discussion on racism in Canada. This discussion emphasized that Canada’s people of colour experienced second-class citizenship because of structural inequalities which were rooted in Canadian institutions. Racial violence in 1970s Toronto was crucial in the recognition of institutional racism as racist incidents brought visible minorities into the public sphere and gave them an opportunity to identify the existence of systemic and institutional racism in Canadian society. THE POLITICAL ECONOMY OF AUSTRALIA'S TRADE POLICY-MAKING TOWARDS THE UNITED STATES

The purpose of this study is to explain how Australia has bargained for improved outcomes in its trade with the United States over the 1980s and into the early 1990s. This explanation is sought by means of an analysis of the forces which have shaped Australia's trade policy-making towards the U.S. in the five trading sectors of wheat, sugar, beef, steel and international air passenger transport. The study adopts a theoretical framework which postulates that state actors and institutions are principally responsible for trade policy-making and the concomitant bargaining strategies adopted to improve trade outcomes. However, a state-centred approach needs to be qualified by state actors' accomodation of societal-actor demands for policy action. While exogenous to this domestic bargaining process, influences emanating from the international political economy must also be taken into account. The relationship within and between state and societal actors, influenced as they are by international institutions and ideas, are critical to understanding the bargaining approaches made by one state towards another. It is argued that sectoral trading outcomes between Australia and the U.S. can be understood by reference to a bilateral bargaining process within each trading sector. Within each such bargaining process, Australia has, within broad bilateral and multilateral approaches, devised strategies by which it could mobilize sectorally-specific resources to seek to exploit opportunities and minimise problems so as to improve its trading outcomes. The nature of these sectoral strategies has been influenced by first, the nature of the U.S. policy and policy-making process; second, the Australian domestic bargaining process between state and societal actors; and third, and to a lesser extent, prevailing ideas and the perceptions of the negotiating parties.

The development of the British conspiracy thriller, 1980-1990

This thesis adopts a cross-disciplinary approach to explore the development of the conspiracy thriller genre in British cinema during the 1980s. There is considerable academic interest in the Hollywood conspiracy cycle that emerged in America during the 1970s. Films such as The Parallax View (Pakula, 1975) and All the President's Men (Pakula, 1976) are indicative of the genre, and sought to reflect public anxieties about perceived government misdeeds and misconduct within the security services. In Europe during the same period, directors Costa-Gavras and Francesco Rosi were exploring similar themes of state corruption and conspiracy in films such as State of Siege (1972) and Illustrious Corpses (1976). This thesis provides a comprehensive account of how a similar conspiracy cycle emerged in Britain in the following decade. We will examine the ways in which British film-makers used the conspiracy form to reflect public concerns about issues of defence and national security, and questioned the measures adopted by the British government and the intelligence community to combat Soviet subversion during the last decade of the Cold War. Unlike other research exploring espionage in British film and television, this research is concerned exclusively with the development of the conspiracy thriller genre in mainstream cinema. This has been achieved using three case studies: Defence of the Realm (Drury, 1986), The Whistle Blower (Langton, 1987) and The Fourth Protocol (MacKenzie, 1987). For each case study chapter, interviews have been conducted with the film-makers in order to gain insight into the aims and motivations that underpin each film. As well as employing these first-hand accounts of the production contexts, close analysis of film style is provided in order to understand the ways in which the British genre is informed stylistically by its Hollywood and European forebears. This means that for the first time, the British conspiracy cycle can be understood within a wider historical and cinematic context. Detractors of the conspiracy genre argue that it offers audiences a simplistic view of complex political events. We will reflect on this criticism and evaluate the extent to which the British films provide meaningful political comment within the conventions of mainstream cinema.

It is one boy's journey toward self-acceptance set against the conservative backdrop of a rural community on California's central coast. The story illuminates the hunger for a life different than the one being lived, and the ever-present sense of being different exacerbated by bullying and unrequited love. It is a narrative of evolving identity, and includes cultural insights and societal context of the time period. The author poses a fundamental question, "How did I make it out of the 80's alive?" and he explores the answer with poignant humor and self-examination. Mr. Crimmins shows that, beyond the constraints of time and place, the process of coming out remains an important and consistent element of the queer experience.

"I Have My Mind!:" U.S.-Sandinista Solidarities, Revolutionary Romanticism, and the Imagined Nicaragua, 1979-1990

This paper examines activists in the United States that supported the socialist Nicaraguan government of the Sandinista National Liberation Front and opposed efforts by the Reagan Administration to militarily undermine Nicaragua’s new government during the 1980s. Such scholarship examines the rise of a leftist political coalition organized around supporting Nicaragua’s government and this solidarity movement’s eventual demise after the Sandinistas lost their country’s 1990 Presidential election. The work ultimately asks how did U.S. leftists and progressives of the late 1970s and 1980s perceive Nicaragua’s new government and how did these perceptions affect the ways in which these activists rallied to support the Sandinistas in the face of the Contra War? In answering this question, this paper consults a variety of primary sources including articles from socialist newspapers, the meeting minutes and notes of solidarity organizations, and oral histories with former activists. “I Have My Mind!” also consults cultural sources such as the protest and art benefit flyers and the lyrics to punk rock songs of the period to make its claims. This Masters Thesis argues that U.S. Americans’ solidarity with the Sandinistas relied upon a romanticization of Nicaraguan revolutionary reforms representative of movement participants’ own political aspirations. / History

MOVE: RELIGION, SECULARISM, AND THE POLITICS OF CLASSIFICATION

This dissertation is a study of how religion is manufactured, policed, imagined, and defended in the modern United States. It traces the history of one group, MOVE, from its inception in the late 1960s to the present in order to illustrate how the category of religion functions in the modern United States. The central premise of the book is that MOVE people believed MOVE was a religion. They believed, nearly from the very beginning of the group, that John Africa was a prophet who communicated on behalf of the divine, that his Teachings were inspired and had supernatural effects on the body, and that MOVE people had a role to play in a cosmic conflict between forces of good (The Law of Mama) and forces of evil (The System). Despite this, MOVE was rarely allowed to be a religion. That is, MOVE’s claim that they had a religion was, more often than not, dismissed. Historians of religion have, in recent years, begun turning their attention to the people with the power to define lived experience as either religious or secular. In MOVE’s case, the people who defined their experience as secular, and not religious, included police officers, judges, journalists, established religious leaders, and politicians. At various points throughout MOVE’s history, these social actors articulated a series of claims about what “true religion” was and why MOVE did not count. The disconnect between how MOVE people viewed themselves and how MOVE was understood by most outside the group points to the central concern of this dissertation. / History

Evaulation of business and management training for private businesses in Ho Chi Minh City, Vietnam

The process of economic innovation in Vietnam since the late 1980s presented its human resources in the private sector with constant challenges in terms of continuous improvement for operating effectiveness and efficiency. The challenges have been met by substantial investment of resources in business and management training. Returns from this training, however, have not received due attention. The study sets out to examine the reality of acquiring and utilising business and management training in local private businesses in Ho Chi Minh City, the country’s economic centre. In doing so, the study is expected to provide a better understanding of the characteristics of business and management training in Vietnam, and how this human resources development activity assists private businesses in a transitional economy. Based on Kirkpatrick’s evaluation framework, findings of the study revealed not only different approaches to business and management training but also the limited effects of the training on the trainees and private companies. Knowledgemania, or training for the sake of pursuing knowledge, was still very prevalent among the group of ‘Oriental’ companies whilst a more practical approach towards training aimed at meeting explicit business objectives was adopted by companies exposed to Western management practices. The research revealed that among the factors facilitating or hindering learning transfer within the case study companies, the ability to manage the training process and cultural values were the most influential. The research study also introduced two refined frameworks for training evaluation, aimed at small family and larger private businesses respectively. These refined frameworks incorporate not only the spirit of simplicity and practicality of Kirkpatrick’s framework but also relevant contextual factors. These frameworks are, therefore, able to serve as evaluation tools to reveal both training outcomes and spot the opportunities to further improve management of training. The experience and process of developing the frameworks gained in this research may assist future researchers when undertaking training evaluation in other business contexts.

Characteristics, Competencies and Challenges: A Quantitative and Qualitative Study of the Senior Health Executive Workforce in New South Wales, 1990-1999

Healthcare reforms and restructuring have been a global phenomenon since the early 1980s. The major structural reforms in the healthcare system in New South Wales (NSW) including the introduction and implementation of the area health management model (1986), the senior executive service (1989) and performance agreements (1990), heralded a new era in management responsibility and accountability. It is believed that the reforms, the process of the reforms, and the instability brought about by the reforms may have not only resulted in the change of senior healthcare management practices, but also in the change of competencies required for senior healthcare managers in meeting the challenges in the new era. However, limited studies have been conducted which examined how health reforms affected its senior health executive workforce and the above changes. Moreover, no study on senior healthcare managers has focused specifically on NSW after the major reforms were implemented. The purpose of this research was to examine how reforms in the NSW Health public sector affected its senior health executive workforce between 1990 and 1999 in terms of their roles and responsibilities, the competencies required, and the challenges they faced. This study, from a broad perspective, aimed to provide an overview of the NSW reforms, the forces behind the reforms and the effects the reforms may have had on senior health managers as predicted by the national and international literature. This study also explored the changes to the senior health executive workforce in the public sector during the period of rapid change in the 1990s and has provided indications of the managerial educational needs for future senior healthcare managers. Both quantitative and qualitative data have been collected by this study using triangulated methods including scientific document review and analyses, a postal questionnaire survey, and in-depth telephone interviews. The findings from the two quantitative methods informed and guided the development of the open-ended questions and overall focus of the telephone interviews. This study found differences in the characteristics and employment-related aspects between this study and previous studies in the 1980s and 1990s, and identified four major tasks, twelve key roles and seven core competencies required by senior health executives in the NSW Health public sector between 1990 and 1999. The study concludes that the demographic characteristics and the roles and responsibilities of the NSW Health senior executive workforce since the reforms of the 1980s have changed. This study also identified seven major obstacles and difficulties experienced by senior health executives and suggested that during the introduction and implementation of major healthcare reforms in NSW since 1986, barriers created by the ‘system’ prevented the achievement of its full potential benefits. Although this study did not focus on detailed strategies on how to minimise the negative impact of the health reforms on the senior health executives or maximise the chance of success in introducing new changes to the system, some suggestions are proposed. Most significantly, the study has developed a clear analytical framework for understanding the pyramidal relationships between tasks, roles and competencies and has developed and piloted a new competency assessment approach for assessing the core competencies required by senior health managers. These significant findings indicate the need for a replication of the study on an Australia-wide scale in order to extend the generalisability of the results and test the reliability and validity of the new competency assessment approach at various management levels in a range of healthcare sectors. This is the first study acknowledging the impact of the introduction of the area health management model, the senior executive service and performance agreements in the NSW public health system through an original insight into the personal experiences of the senior health executives of the reforms and examination of the major tasks that senior health executives performed and relevant essential competencies required to perform these tasks. The possible solutions identified in this study can guide the development of strategies in providing better support to senior healthcare managers when large-scale organisational changes are proposed in the future.
