Belgium : management of the community crisis, 1961-1981

Warden, J. G. January 1985 (has links)
The Belgian political system before 1961 depended for its stability primarily upon the three traditional parties which dominated it and transcended the cleavage between the Dutch and French speaking communities. In times of tension, such as the Schools Crisis of 1958, inter-party co-operation (or consociational democracy) was used as a means of crisis-management. The system was, therefore, one of competitive party politics in normal times and consociational techniques used to resolve exceptionally acute issues. The Community Problem of the 1960s, arising out of the growth of strong community or regional movements and new political parties in Flanders, Wallonia and Brussels, assumed crisis proportions in 1968 when it caused the downfall of a government. The consociational approach was attempted as in 1958. It proved difficult because by 1968 the main parties were losing control of the political situation. Their traditional total dominance of the system was weakened and they were themselves splitting internally along community lines under pressure from the regional movements. The efforts to reform the Constitution in the 1960s and again in the 1970s were an attempt to achieve a consensus to de-fuse the issues and manage the crisis. This was more difficult to achieve than in 1958 because of the complexity of the issues, many of which allowed no compromise where compromise was essential, the mixed motives of the various parties and their varying levels of enthusiasm for the reforms and finally the serious strains upon the unity of the traditional parties. Reforms were passed in 1971 by all parties and in 1980 by the three traditional parties alone. The new system, in spite of its allowance for regional cultural and economic autonomy, remains still largely centralist. Post-1980 Belgium presents, however, many more areas where compromise and accommodation are more necessary than before 1961. The necessary pre-conditions for consociationalism as part of normal politics have increased. It is questionable, however, whether these pre-conditions will prove sufficient to transform the system into a consociational democracy on a more permanent basis.

Aveggio González, Ricardo January 2009 (has links)

Seasonal abundance and host preference of Culicoides in Virginia: with emphasis on the ecology of Culicoides variipennis (Diptera: Ceratopogonidae)

Zimmerman, Robert Henry January 1981 (has links)
Trap type, time and site influenced the species composition, number collected and female age. Thirty species were collected in the BLTs and 17 in the bait traps. Culicoides biguattatus, C. obsoletus, C. stellifer, C. varipennis, and C. venustus were the most abundant species collected in both traps. Eight new host records were reported in this study. The drop trap collected more midges than did the vacuum trap, and the cattle trap collected more midges than did the sheep trap. Culicoides stellifer began host-seeking activity at SS-30 in bait traps and continued to be collected in the blacklight trap the remainder of the night. Earlier in the evening, nulliparous females were collected in higher percentages than parous females. Time of flight for C. stellifer was delayed when the temperature was above 25°C. Culicoides biguttatus and C. variipennis peaked at SS+30 in the bait traps but continued to be collected in the BLTs after dark. C. venustus peaked in the bait traps at SS + 60 and continued to be collected in the BLTs after dark. The parous rate of C. variipennis was higher in the cow trap than the sheep trap at the CP site. This was also true for C. stellifer at the PP site. A morphometric study of C. variipennis indicated that in Virginia using the present taxonomic characters that only one species is present. Culicoides variipennis males swarmed 15-20 minutes before sunset and 99% of the females that entered the swarm were nulliparous. One mating pair dropped the ground every 10 sec and remain in copula from 30-120 sec. The time spend on the the ground by mating pairs significantly increased successful insemination (p<0.01). Dispersal of C. variipennis was at least 0.89 Km. More midges were collected at 1.83 m and 3.05 m than at 0.61and midges collected increased. C. variipennis was collected at least as high as 9.15m and vertical movement occurred away from the breeding site. There was a positive correlation between numbers collected at different sites. Comparison tests showed that the sticky traps, D-Vac, and the bait traps collected similar percentages of parous individuals. The Marsh BLT collected a higher percentage of parous females than did the above sampling methods. Midge parous rates from the Marsh BLT were also higher than the parous rates from the Totten or Allison BLTs. Gravid females were collected in higher percentages in the Marsh BLT (50%) than on the sticky traps (2%) or in the D-Vac (22%). Though the Marsh BLT was biased for parous and gravid females, other data indicated that nulliparous females moved away from the breeding site. / Ph. D.

Timing and expectations in the theory of taxation

Nellor, David C. L. January 1981 (has links)
This dissertation is a study of individual intertemporal choice, and how alternative tax institutions and taxpayer expectations about the employment of tax institutions can affect those choices. This examination differs from standard tax analysis by explicitly incorporating into the analysis taxpayer expectations of reforms to the prevailing tax arrangements. To demonstrate the significant implications of taxpayer expectations, the issue of the choice of tax base is reexamined in a setting where tax rates are changing through time. The comprehensive income base, the consumption base, and the labor income tax base are each considered in terms of their efficiency attributes and their implications for both the magnitude and form of capital accumulation. This analysis illustrates that the labor income tax is superior to the other tax bases in terms of the standard criteria noted. Furthermore, the consumption tax, which is supposedly intertemporally neutral, in fact distorts intertemporal choices. An examination of United States data for the 1929-1978 period suggests that inflation adjustment of the prevailing income tax system is, contrary to several tax reform proposals, preferable to the implementation of an expenditure tax. Taxpayer expectations will be influenced by both the nature of possible tax reform and the means by which tax reform is implemented. The role of the timing of announcement and the equity implications of tax reform are investigated under different taxpayer perceptions of the likelihood of reform. Finally, it is demonstrated that, as individuals behave in accordance with expected change, the power to reform the tax system involves costs through rent seeking and uncertainty. Citizen-taxpayers will take these costs into account in their choice of fiscal rules. / Ph. D.

Effects of keystroking, planning, and error correction on proficiency at typing business letters of varying difficulty

Johnson, Iris Wall January 1981 (has links)
This study was undertaken to determine the effects of each of the production typewriting factors of keystroking, planning, and error correction on proficiency at typing business letters at two levels of instruction, at three levels of difficulty, and under three conditions. The conditions were designed to isolate the effect of each of the three factors on proficiency in typing business letters. A secondary purpose was to estimate the relationship between straight copy and letters, between letter conditions, and between speed and accuracy for straight copy and letters. The study involved 107 beginning typewriting students and 84 advanced typewriting students who were enrolled in six suburban high schools in Virginia. The same straight-copy timed writings and business letters were used in both the beginning and the advanced typewriting classes. The two 3- minute timed writings consisted of paragraph materials that had a stroke intensity of 6.0. The nine business letters also had a stroke intensity of 6.0 and consisted of three 150-word letters at low, medium, and high difficulty levels. / Ed. D.

Palladium assisted ring closures

Zoeller, Joseph R. January 1981 (has links)
The carbopalladation process has been extended to form carbocyclic systems. The intramolecular version of the carbopalladation process stereospecifically generates fused bicyclic palladium complexes upon treatment of cis and trans methyl-S-methyl-2-carbomethoxy-7-thio-hept-5-en-l-oate with lithium tetrachloropalladate and potassium tertbutoxide in moderate yield. The cyclization of the corresponding amines, cis and trans methyl-N,N-dimethyl-2-carhomethoxy-7-amino-hept-5-en-1-oate, proceeded more rapidly and stereospecifically generate stable fused bicyclic palladium complexes in excellent yield. NMR studies revealed the bicyclic complexes generated in this manner resulted from a trans addition of palladium and the carbon nucleophile. Direct reduction with sodium borohydride (for sulfides) or hydrogen (for amines) resulted in cyclopentyl sulfides and amines in good to excellent yields. The reaction was extended to ketoesters and homoallylic amines to give a variety of cyclopentanoids. Extensions to larger ring systems yielded unstable palladium complexes. These complexes underwent oxidation at the amine functionality upon warming. Hydrolysis of the intermediate complexes yielded cyclohexyl and cycloheptyl aldehydes whereas reduction with hydrogen in the presence of molecular sieves gave cyclohexyl and cycloheptyl amines in excellent yields. Attempts at utilizing olefin mid carbon monoxide insertions to form macrocycles proceeded poorly, if at all. / Ph. D.
