Thinking Systemically--Thinking Politically: Building Strong Partnerships with Children and Families in the Context of Rising InequalityFeatherstone, Brigid M., Broadhurst, K., Holt, Kim January 2011 (has links)
No / Prompted by findings from the Munro Review of Child Protection, this paper provides a critical analysis of the combination of changes that appear to have undermined social workers' ability to develop strong partnerships with children and their families. Here, we engage with a number of now familiar lines of critique that have exposed the negative consequences of aspects of New Labour's modernisation agenda (such as excessive standardisation). However, we challenge our readers to think more broadly about the political foundations of the New Labour project and, in particular, to consider how neo-liberal policies have in the past and are likely in the future to lead to the intensification of inequalities, thus undermining effective family work. Efforts to deal with excessive rules and procedures, or the revision of performance targets, as suggested in the Munro Review, will not mitigate the corrosive effects of rising social inequality. If we are to think systemically, as Munro suggests, then we must consider the likely regressive impact of impending public sector and welfare cuts and challenge any moves to sideline family support and restrict social work to a narrow focus on child protection.

No / Social work is a gendered activity, in terms of both its workforce and client group and it is well documented that more women than men enter this area of work. Recruitment campaigns have had some success in attracting underrepresented groups to apply for social work training. However, achievement and retention data maintained and monitored by the General Social Care Council (GSCC) revealed that certain students did not progress as well as others. The GSCC commissioned research to consider students' progression and success rates on courses of study in England. Although the majority of students and qualified social workers are female, there have been higher relative numbers of men who fail social work training courses. This article will examine the literature and draw on material gathered from interviews with six experienced practice educators about their observations of assessing both male and female students in order to identify any factors or themes that contribute to men being overrepresented amongst those failing.

Considering religion and beliefs in child protection and safeguarding work: is any consensus emerging?Gilligan, Philip A. January 2009 (has links)
No / Diverse, but significant, phenomena have combined to raise both the profile of issues related to religion and child abuse and the need for professionals to understand and respond appropriately to them. The nature of some of these issues is explored and attempts made to clarify them. Data collected by the author primarily from questionnaires completed by professionals involved in child protection and safeguarding work are analysed and discussed. Some patterns are identified and explored. Finally, it is suggested that, despite the apparent emergence of a more general recognition and acknowledgement of these issues amongst many professionals, relevant day-to-day practice remains largely dependent on individual views and attitudes. Moreover, practitioners are able to continue with ‘religion-blind’ and ‘belief-blind’ approaches without these being significantly challenged by agency policies or by professional cultures.

Clerical Abuse and Laicisation: Rhetoric and Reality in the Catholic Church in England and WalesGilligan, Philip A. January 2012 (has links)
No / Discussion of the declared policies of the Catholic Church in England and Wales, since 2001, with regard to the ongoing status of priests convicted in criminal courts of offences against children is presented. The extent to which these policies have followed recommendations 77 and 78 of A Programme for Action (Nolan, 2001a) and the extent to which they have resulted in the laicisation (removal from the clerical state) of priests are both explored, using national data and with reference to two particular cases from the Diocese of Salford. The potentially adverse impact on victims and survivors of any mismatch between the rhetoric of policy and the reality of practice by the Church is emphasised. Data presented demonstrate that, between November 2001 and September 2010, a majority (64%) of relevantly convicted and sentenced priests had not been laicised as would be expected. Suggestion is made that the Church is inhibited in carrying out its declared policies because it is attempting to serve legitimacy communities beyond victims and survivors of clerical abuse. Full commitment to the paramountcy principle by the Church and genuinely independent external scrutiny of its relevant decision-making processes are recommended.

Exploring the relative influence of family stressors and socio-economic context on children's happiness and well-beingMcAuley, Colette, Layte, R. January 2012 (has links)
This paper examines the relative influence of family stressors and the family’s socioeconomic circumstances on children’s happiness. Data from the 9 year old cohort of the national Growing Up in Ireland study (GUI) was used to examine these relationships. The sample consisted of 8,568 children and their families. The stressors considered were a conflictual parent–child relationship; children with emotional and social problems; parental depression; low parental self-efficacy and child isolation. A group of families and children who were experiencing a higher level of these stressors was identified. This constituted 16 % of the sample. Although socioeconomic disadvantage contributed significantly to the vulnerability of this group, it was by no means the sole or dominant issue. Using the Piers-Harris Happiness and Satisfaction Subscale, children’s self-assessed happiness in this identified group was found to be significantly lower than in the other groups, irrespective of socioeconomic and demographic variables. The family stressors were found to explain more than twice the variance in the children’s happiness than explained by the measures of socioeconomic status. Nonetheless, most of the variance remains unexplained. Future research directions to explore this are indicated.

Sociologists of childhood have stressed the importance of children’s experience in the present and children as agents who actively construct their own lives and influence relationships with family and friends. Current thinking in the field of child well-being emphasises the need to consult children as experts in their own lives. Findings from research with children have led to important insights about what contributes to well-being. Relationships with family and friends have been found to be central to well-being whilst bullying by peers deeply impacts on their well-being. Shared activities appear to be the context for children to not only master competences but also learn about and negotiate relationships. The Growing Up in Ireland interviews with 9 year old children were re-analysed with a view to exploring these crucial domains and how they impact on the children’s well-being. The children were found to have a wide circle of family connections and were particularly close to their mothers although also close to their fathers. Grandparents played a significant role in their lives and their relationships with siblings were often positive but did fluctuate. Reasons for closeness centred around trust. Lack of availability due to work was a key contributor to children feeling less close to a family member. The children were involved in a wide range of structured activities after school and at the weekend, This was usually balanced with free time although some ‘hurried’ children had frenetic lifestyles. Involvement in unstructured activities such as free play was particularly associated with time with friends and choice. Friendship was characterised by sharing and trust. On the other hand, bullying by peers had been experienced by many of the children and almost all were conscious of the danger of becoming bullied. The wider issues of work-family balance and its impact on children, the predominance of bullying and children’s right to be heard are reflected upon.

The politics of philanthropy and welfare governance: the case of TurkeyMorvaridi, Behrooz January 2013 (has links)
Private aid and philanthropic charities are often considered part of a neo-liberal strategy to reduce state responsibility for the provision of many services considered essential to securing social rights, with the devolution of welfare responsibilities to non-state actors a means to minimising social expenditures. Such a construction ostensibly depicts philanthropic non-state actors as agents of social justice that, in contributing to poverty reduction, play a role in social transformation. This article questions the assumption that private aid delivered through philanthropic activities and faith-based organisations (FBOs) can fulfil the state's responsibility in terms of social protection and transformation. It questions whether partnerships between the state and institutions that are not democratically elected and do not fit within a robust accountability framework can fulfil this remit. This is examined through the prism of a case study of the relationship between the Turkish state and philanthropy, focusing on FBOs that fund poverty reducing activities.

Power and the twenty-first century activist: from the neighbourhood to the squarePearce, Jenny V. January 2013 (has links)
This article is about the alternative forms of power emerging in contemporary activism. It conceptualizes this new form of power as ‘non-dominating’, and puts forward six propositions which characterize this form of power. It builds on work about power with eight diverse communities in the North of England, to argue that this form of power does exist in practice at the neighbourhood level, even though it is not articulated as such. While neighbourhood activists have difficulty in making this form of power effective, at the level of the ‘square’ and global activism, new understandings and practices of power are under conscious experimentation. This contribution therefore suggests that better connections need to be built between these levels of activism. At the same time, non-dominating power should be recognized as enhancing the debate about effective and transformative change and how it can avoid reproducing dominating power.

Five years from the end of the 15-year span of the Millennium Development Goals (MDGs) it is already plain that progress has been patchy and that the larger goals will not be met. The scale and profile of the MDGs will make them subject to eventual success or failure judgments and 'lessons learned' analyses, but the evidence of the past decade and current trajectories are sufficient to reveal our conceptual and operational shortcomings and the kinds of reorientation needed to ensure that the last five years of the MDGs will exhibit positive momentum rather than winding-down inertia. Such reorientations would include prioritising actors over systems; disaggregated targets over global benchmarks; qualitative aspects of complex forms of human relatedness over technical 'solutions'; and the painstaking work of developing country enablement over quick outcome indicators, not least for the purpose of sustainability. Thinking and planning beyond 2015 must be made integral to the last five years of the MDGs, for normative as well as practical reasons.

Vygotskian dialectics and Bakhtinian dialogics: Consciousness between the authoritative and the carnivalesqueSullivan, Paul W. January 2010 (has links)
This article proposes a way of understanding consciousness in both dialectical and dialogical terms. More particularly, Vygotsky (1978, 1934/1986) argues that consciousness involves a number of dialectical progressions (e.g., from primitive to cultural knowing, from basic to expert knowing). These dialectics involve a dynamic reorganization of the subcomponents of consciousness (e.g., memory, attention, perception) along a developmental continuum. Bakhtin (1975/1981, 1929/1984a), on the other hand, draws attention to the dialogical within consciousness; specifically the ideology and values that imbue consciousness as a type of knowing. This presents us with a more "vertical" continuum between "authoritative knowing" (knowledge tied to a figure of authority) and "carnivalistic knowing" (knowledge that subverts and de-crowns our taken-for-granted assumptions). I examine the dynamics between these ways of knowing in terms of both the development and the operation of consciousness. I argue that while there are substantial differences between these frameworks, they also mutually enrich each other. In particular, I argue that Bakhtin's dialogics draw attention to the presence of a sensing self within consciousness while Vygotsky's dialectical method can help make sense of a transformation of carnival and authority from an interpersonal to an intrapersonal relationship.
