A questão de como uma economia baseada em inovação emerge é um tema já anteriormente discutido. Do ponto de vista lógico, existem fortes razões para acreditar que os países têm maior probabilidade de inovar em setores tecnologicamente relacionados àqueles que atualmente já inovam. Entender os mecanismos por trás da criação e transferência de tecnologias exige que se pense não apenas em uma dimensão quantitativa, mas também nas mudanças qualitativas por trás de todo esse processo. Para se manterem competitivos no longo prazo, os países dependem de sua capacidade de criar e desenvolver setores industriais para compensar o declínio e a descontinuação de outras partes de suas economias. Contudo, ainda são carentes as pesquisas orientadas para o estudo de como as regiões se diversificam nas inovações ao longo do tempo, o que não surpreende tendo em vista que esses processos envolvem a compreensão de diferentes setores da tecnologia ligadas a diferentes regiões. Os sistemas de patentes possuem dados que podem ser utilizados para identificar dinâmicas e fenômenos ligados às atividades inovadoras. Este estudo apresenta um modelo para análise e identificação de capacidades em inovação e examina o caso específico do Brasil utilizando dados de patentes de inventores brasileiros depositados no United States Patent and Trademark Office (USPTO) durante o período de 1976 a 2018. Os dados foram organizados em uma matriz de proximidade entre os setores da indústria e utilizamos a teoria das redes complexas para a construção de uma plataforma por meio do qual os países podem ser avaliados. Os resultados trouxeram evidências de que o modelo é coerente para o fim proposto ao evidenciar as conexões e o contexto de dados e não apenas os elementos em si / The question of how an economy based on innovation emerges is a topic that has been discussed before. Logically, there is strong reason to believe that countries are more likely to innovate in sectors technologically related to those that are already innovating. Understanding the mechanisms behind the creation and transfer of technologies requires thinking not only of a quantitative dimension, but also of the qualitative changes behind this whole process. To remain competitive in the long run, countries depend on their ability to create and develop industrial sectors to compensate for the decline and destruction of other parts of their economies. However, there is still a lack of research oriented to the study of how the regions diversify in innovations over time, which is not surprising considering that these processes involve the understanding of different sectors of technology linked to different regions. Patent systems have data that can be used to identify dynamics and phenomena linked to innovative activities. This study presents a model for analysis and identification of capabilities in innovation and examines the specific case of Brazil using data from patents of Brazilian inventors deposited in the United States Patent and Trademark Office (USPTO) during the period from 1976 to 2018. The data were organized into a matrix of proximity between industry sectors and we used the theory of complex networks to construct a platform through which countries can be evaluated. The results provided evidence that the model is coherent to the proposed end by highlighting the connections and the data context and not just the elements themselves

A flood of communications in a drought: a frame analysis of the City of Cape Town's communications during the 2017-2018 water crisis

Like many other urban areas around the world, Cape Town, South Africa relies on governmental management authorities to ensure water supply. Recently, a three year drought from 2015 to 2018 caused a major water shortage, threatening water supply to the city. In response, the City engaged in multiple mitigation efforts, amongst which was a major communications campaign to inform the public and encourage conservation behaviour. Drawing on literature on water crisis management and framing theory, this thesis analyses how the water crisis was framed in communications made available online by the City of Cape Town (CCT) to the public between March 2017 and March 2018. To answer this question, the project adopted a frames study approach to determine the types and characteristics of communication items released by the City of Cape Town, as the water managing authority, during the recent water crisis. The study established that a range of frames were employed by the CCT in communicating the drought. Through an analysis of the trends in the framing of the water crisis messages the study further identified the shifts in framing and messaging throughout the water crisis response period. Six key frames were identified, namely ‘the City success story'; ‘obscurity and ambiguity'; ‘consumption is key'; ‘the situation is controllable'; ‘together we can beat the drought'; and ‘us versus them'. It was found that while there may have been a lack of strategic planning regarding public communications which resulted in conflated messages, the City's communications campaign was nonetheless effective in that it correlated with a significant drop in private – individual and household – water consumption which delayed Day Zero (when water supply would be cut-off and daily water rations would only be available at collection points for the public). The key implication of this study is that despite contradictions, idiosyncrasies and lack of planning, a heterogenous range of messages in communicating a crisis can reach and evoke appropriate responses from multiple audiences of the public.
