Defesa : 31/03/2016 / Inclui referências : f. 210-227 / Resumo: A Constituição Federal de 1988 alçou os municípios à condição de principais atores institucionais responsáveis pela execução das políticas públicas de caráter universal. Nesse contexto, a presente pesquisa estudou os municípios brasileiros com menos de 5 mil habitantes. O objetivo foi determinar que fatores do sistema político brasileiro exerceram influência sobre o processo decisório municipal e seus resultados, isto é, as políticas fiscais e os investimentos públicos. Defende-se que, mesmo diante dos fortes constrangimentos a que estão sujeitos os municípios, existe um espaço administrável por meio do qual os gestores políticos impõem características específicas às respectivas administrações. Para apreendê-lo, propõe-se o constructo "Espaço Político Discricionário" (EPD). Quanto às políticas fiscais, utilizou-se a distinção entre políticas públicas reguladas e desreguladas, analisando-se os gastos municipais com educação e os com administração e planejamento. Além disso, devido à importância política no ambiente municipal, foram avaliados os gastos com investimentos públicos. A abordagem desta pesquisa é quantitativa e as análises foram realizadas empregando-se a técnica de dados em painel pelo método de efeitos fixos. As variáveis explicativas são os seguintes fatores políticos: (i) ciclo político orçamentário; (ii) ideologia partidária; (iii) alinhamento político entre os pequenos municípios e os níveis superiores de governo; e (iv) competição política. Também foram consideradas quatro variáveis explicativas de controle normalmente usadas em pesquisas envolvendo entes subnacionais e políticas públicas (população total, população jovem e idosa e o PIB municipal). A amostra inicial constituiu-se dos municípios que disponibilizaram dados junto à base MF/STN/FINBRA entre 2001 e 2012 e totalizou 14.039 observações - distribuídas entre os 12 anos analisados. Os resultados confirmaram a ocorrência de ciclos políticos orçamentários nos municípios com menos de 5 mil habitantes e que a opção dos gestores foi priorizar o EPD e os gastos com educação nas eleições municipais e com investimentos públicos nos períodos de eleições estaduais e federais. A ideologia política mostrou-se relevante nas análises em todos os pequenos municípios no caso do EPD e dos gastos com educação e com investimentos públicos; porém, não foi um fator de diferenciação entre as administrações dos pequenos entes locais nas análises por regiões. Em conjunto, os indicadores da competição política não se revelaram influentes; no âmbito do Executivo Municipal, quanto maior a disputa eleitoral, menores os gastos com educação; na esfera do Legislativo Municipal, quanto mais acirrada a competição entre os partidos políticos, maiores o EPD e os gastos com a área administrativa e de educação. Por fim, os alinhamentos políticos entre governos municipais, estaduais e Federal mostraram-se importantes para o processo decisório, para as políticas de educação e para os gastos com investimentos, sendo que a relação estabelecida por meio das coligações foi a forma de relação política mais influente. Palavras-chave: pequenos municípios brasileiros; políticas públicas; processo decisório; políticas fiscais; investimentos públicos. / Abstract: The Federal Constitution of 1988 raised the Brazilian municipalities to the condition of key institutional actors for implementing universal public policies. Considering that, in this research we studied the municipalities with less than five thousand inhabitants. Our goal was to determine which Brazilian political system factors influenced the municipal decision-making process and its results, i.e., fiscal policies and public investment. We argue that in face of severe constraints those municipalities are subjects. There is a manageable space through which policy makers impose the specific characteristics of their management. To grasp it we propose the construct "Political Discretionary Space" (Espaço Político Discricionário - EPD). Regarding fiscal policies, we use the distinction between public policies regulated and unregulated to analyze municipal spending on education and on administration and planning. In addition, due to the political importance of the municipal environment we evaluate the expenditure on public investment. The research approach is quantitative and the analyses were performed using the technical data panel through the fixed effects method. The explanatory variables are the following political factors: (i) budget policy cycle; (ii) party ideology; (iii) political alignment between the small municipalities and the higher levels of government; and (iv) political competition. We also considered four explanatory variables of control commonly used in researches involving subnational entities and public policy (total population, young and elderly people and the municipal GDP). The initial sample was built using those municipalities that published their data at the MF/STN/FINBRA database between 2001 and 2012 and it totaled to 14,039 observations distributed among those years. The results confirmed the occurrence of political budget cycles in municipalities with less than five thousand inhabitants and that the option of the management was to prioritize the EPD and the spending on education in the municipal elections and on public investment in those periods when there were state and federal elections. The political ideology proved to be relevant in the analyses with all the small municipalities in the case of EPD and of education and public investment spending. However, it was not a differentiating factor among the small municipalities management in the analyses done by region. Political competition indicators have proved to be not influential. In the municipal government perspective the higher the electoral dispute is the smaller the spending on education. In the sphere of the city council the fiercer the competition between political parties the greater the EPD and the spending on administrative and on education areas are. Finally, the political alignments between municipal governments and the State and the Federal fields are very important to the decision-making process, to the definition of fiscal policies and to the investment spending. Also, the political relationship stablished through coalitions was the most influential political relation observed.
