The contribution made by programme leadership consultants to the creation and maintenance of momentum for public service change programmes and the implications for their client sponsors : theory building within the context of a case study of the Maltese public service (1987-2001)

Consultants have diversified their offerings to include support for the formulation and implementation of complex public sector change programmes. Such programme leadership consultants provide mixed advisory-programme delivery support, which often translates into longer engagements. This growing phenomenon is less common and understood than the traditional view of consultants who act as advisors, and requires the focus of academia. The context of the research is a case study of the Maltese Public Service, wherein major change programmes were launched and sustained over a long timeframe. The case study spanned multiple legislatures and witnessed various changes in leadership and strategy. Interestingly Consultants were engaged throughout the case study in both an advisory and a programme leadership capacity, and contributed to the creation and maintenance of momentum for the change programmes, until the programmes eventually ran out of energy. These programmes were also confronted with resistance. The research builds on existing theory to inform our understanding of the contribution programme leadership consultants can make to the creation and maintenance of momentum for change programmes, and implications for the client sponsor of the change programmes. Whilst representing only one aspect of consultancy engagements, this presents important considerations for client sponsors. The case study was bracketed from the perspective of client sponsors of the change programmes into three policy cycles based on change archetypes adopted. The researcher developed a Theoretical Framework which guided the research process and comprised of a number of theory building themes. The theory building themes were translated into research questions for each policy cycle. Four theory building -chapters focus on the analysis of the case study, theoretical analysis and relationship to existing theory, and the formulation of theoretical propositions guided by the theory building themes. The thesis has contributed to knowledge development at two levels. Firstly a theoretical framework was developed and refined which defines and better informs our understanding the phenomenon and comprises five Theory Building themes: Leverage of the Consultants' Relationship with the Client (CL); Power and Political Strategies Deployed by Consultants (P&P); Consultants' ability to Adapt over time (AD); Resistance and Consultants' Mitigation Strategies (R&M); and Programme Leadership Techniques and Discipline adopted by Consultants (NA). Secondly the thesis has informed our current theoretical understanding of such consulting engagements, with implications on client sponsors of such change programmes by applying the theoretical building themes and research questions to examine three policy cycles wherein different change archetypes were adopted. The thesis also presents practitioner implications for Consultants and Client Sponsors of Change programmes, presents a discussion on generalisation of findings, highlights the limitations associated with the research undertaken and unresolved theoretical issues, and proposes pointers for future research.

Η εργασία αυτή έχει στόχο να περιγράψει και να αναπτύξει τα σενάρια τεχνολογικής ανασυγκρότησης και ανασχεδιασμού των οργανισμών του δημοσίου τομέα. Περιλαμβάνει μια σύντομη ανάλυση της συμβολής του δημόσιου τομέα στην οικονομική πρόοδο, στην ανάπτυξη και στην κοινωνική συνοχή της χώρας. Ιδιαίτερη έμφαση δίνεται σε παράγοντες όπως η γραφειοκρατία, με μια σύντομη ανάλυση της δομής της, του ρόλου της και των βασικών χαρακτηριστικών της στη σύγχρονη εποχή. Περιγράφει επιπλέον την ηλεκτρονική διακυβέρνηση, τα μοντέλα με βάση τα οποία αναπτύσσεται και τη συμβολή της στην αύξηση της παραγωγικότητας. Παρουσιάζει τις κυβερνητικές δικτυακές πύλες που αποτελούν το όραμα και τον τελικό αντικειμενικό σκοπό της ηλεκτρονικής διακυβέρνησης. Επιπλέον, προτείνει έναν αποδοτικό τρόπο μετάβασης από τους απλούς δικτυακούς τόπους σε οργανωμένες κυβερνητικές πύλες. Μελετά την περίπτωση της εφαρμογής του ανασχεδιασμού στη δημόσια διοίκηση και ιδιαίτερα στην τοπική αυτοδιοίκηση. Προτείνει τους κατάλληλους τρόπους και μεθόδους για τη σταδιακή εφαρμογή του ανασχεδιασμού δημόσιας διοίκησης. Εξετάζει την ολοκλήρωση των κρατικών πληροφοριών και διεργασιών και τελικά τη δια-λειτουργία των ανεξάρτητων συστημάτων πληροφοριών ηλεκτρονικής διακυβέρνησης. Συμβάλλει στην ανάπτυξη ενός πλαισίου για την έρευνα σχετικά με την ολοκλήρωση του συστήματος και τη δια-λειτουργία στην ηλεκτρονική διακυβέρνηση. Προτείνει ερευνητικά σχέδια για τη μελέτη των κύριων σημείων εστίασης και σκοπών, των περιορισμών και φραγμών, καθώς και των διεργασιών και των αναμενόμενων αποτελεσμάτων της ολοκλήρωσης και της δια-λειτουργίας στην ηλεκτρονική διακυβέρνηση. Τέλος, αναφέρει μια συγκριτική μελέτη παραδειγμάτων δημοσίων οργανισμών που κέρδισαν βραβείο στα American Government Awards για την υιοθέτηση μεθοδολογιών ποιότητας και τη χρήση καινοτομικών μεθόδων διακυβέρνησης. / This work aims to describe and develop scenarios for the technological reconstruction and re-organization of the public sector. It includes a brief analysis concerning the contribution of the public sector to the economic progress, growth and social cohesion of the country. Particular emphasis is given to factors such as bureaucracy, by providing a brief analysis of its structure, role and key features within the modern era. Additional electronic governance models together with their contribution to the productivity growth are described. Present government portals which are the vision and the ultimate objective of e-government are also described. Moreover, it proposes an efficient way to move from simple websites to organized government portals. The case of re-implementing the public administration, particularly in local government is further described and analyzed by recommending suitable ways and means for the gradual re-implementation of public administration. Furthermore, this thesis examines the integration of government information and processes and finally the inter-operation of independent systems of electronic governance. It also contributes to the development of a framework for research on system integration and inter-operation in e-Government, and proposes possible research projects to study the primary focus and goals, constraints and barriers, and the processes and results of integration and inter-operation in e-Government. Finally, a comparative study based on examples of public agencies that won a prize in American Government Awards for the adoption of quality methods and the use of innovative methods of governance is provided.

Cette thèse examine l’organisation départementale et ses dé/recompositions territoriales en lien avec le numérique dans un contexte changeant où la question de l’efficacité de l’action publique se pose davantage. A la différence d’autres travaux, cette recherche s’appuie sur une définition dynamique du territoire comme cadre de l’action collective et sur une conception élargie du processus organisationnel comme tissage enchevêtrant des lignes de dé/re/territorialisation qui seraient des modes d’être et d’agir et qui seraient alors impliquées dans le processus de structuration des organisations efficaces. Ce dernier est étudié sur la base d’un modèle selon lequel la propension à l’efficacité se retrouve cristallisée de manière manifeste ou latente dans les supports numériques et leurs configurations associées. Les phénomènes de dé/re/territorialisation du et par le numérique sont analysés au sein d’un Département où nous avons été immergéependant trois ans. Si la coexistence du codage et décodage organisationnel rend le territoire vivant, à la fois actuel et en devenir, la tendance à la radicalisation des codes via le numérique questionne la capacité à renouveler le potentiel d’efficacité. / This thesis examines the local French administration and its territorial de/reconstructions in relation to the digitalization process in a changing environment in which the efficiency of the public action is of main concern. Contrary to other studies, this research is based on a dynamic definition of the territory as a framework for collective action and on a broad concept oforganizational process which produces a weaving where lines of de/re/territorialisation get entangled. These lines are studied as a manner of being and acting and are thus involved in the process of structuring effective organizations. This process is observed from the perspective that the propensity to efficiency is found underlying or manifest in the form of digital media and its joint arrangement. The de/re/territorialisation mechanisms linked to digitalization were investigated during a three years fieldwork. If the coexistence of organizational coding and decoding are making the territory alive, actual and becoming at the same time, the tendency to higher code enhancing through digitalization challenges the capacity to renew the potential of efficiency.
