Community participation in the establishment of community policing forum : a case study of Nelspruit Police Station, Mpumalanga Province

Thesis (MPA.) --University of Limpopo,2011 / Participation of members of the community in policing is critical in ensuring that policing becomes a people oriented process. This will go a long way into a ensuring that a shift in the policing environment, from a police force to a police service underpinned by involvement of community members in policing activities is realised throughout South Africa. That is, since 1993, the South African Police Service (SAPS) adopted a community policing process to meet the safety and security requirements of all people in the country. A major objective of community policing is to establish active partnership between the police and the community, especially at local level through which crime, service delivery and community-police relations can be evaluated and plans to address problems implemented. Throughput South Africa, Community Policing Forums (CPF) has been set up to work with SAPS. This study was conducted with the aim of establishing the extent to which communities around the Nelspruit policing area, in the Mpumalanga Province, participate in the establishment of the existing Community Policing Forums (CPFs), to sought means and ways through which there can be maximal involvement or participation in community policing around the Nelspruit Policing Area.Accordingly, Mpumalanga as a province has also adopted community policing as a strategy towards ensuring better policing. Police stations have been mandated to establish CPFs in consultation with relevant stakeholders and communities. The establishment of community policing forums and boards, which should be broadly representative of the community, is of crucial importance. The main objective of partnership is to determine, through, consultation, community needs and policing priorities, and to promote police accountability, transparency and effectiveness. The research methodology used for the study was a combination of both qualitative and quantitative research design. This enabled the researcher to draw data from the identified sample of study, in order to respond to critical research questions as raised in Chapter 1 of the study. As a result the study was divided into five (5) Chapters ssummarised as follows: Chapter 1 of this study introduces the study by presenting the research problem, aim and objectives of the study, research questions, and division of the study; and Chapter 2 of the study presents literature review. In other words, chapter 2 examines selected empirical research, reported practice and identified innovations relevant to community participation in the community policing forum (CPF). It provided the study with an opportunity to give better insight into the dimensions and complexity of the problem. Chapter 3 of the study presents Research Methodology used in the study. In the main chapter 3 expatiates on the necessary tools employed in the study to elicit the necessary research outcome. This includes research design, data collection method, data analysis, and interpretation. On the other hand, Chapter 4 of the study presents observations drawn from the data as presented, this done in order to describe and explain community participation in CPF within the Nelspruit Policing Area, in Mpumalanga Province of South Africa. Lastly, Chapter 5 in the main presents recommendations and conclusions drawn from the study. The following were findings of the study: lack of public awareness on the CPF and its activities; unclear or undefined roles and responsibilities on members of the community in CPFs; lack of proper resources to carry out the work of CPFs by community members, underrepresentation of previously disadvantaged groups and organized groups in CPFs It is recommended that efforts need to be put in place to increase public awareness on the CPF via print and electronic media; CPFs must be provided with budget, offices, transport, computers, resources aimed at ensuring visibility of CPF members in communities (reflector jackets, and enabling resources - torches , whistles), and communication technology; allocation of roles and responsibilities to members of the community partaking in CPFs shall help to dispel the thinking that community members are only used as tokens or spies for SAPS, and instil a feeling of ownership of policing by community members; and a special focus needs to be put in place to encourage members of the community and CPFs to engage individuals drawn from previously disadvantaged groups and organised groups for increased participation in CPFs by this groups.

Proactive policing can be successful only if the community accepts collective responsibility for crime and makes a conscious effort to prevent crime. The police as an active partner in crime prevention should educate the community about how crime is committed, when and where it is committed and what can be done to decrease vulnerability to crime. An attitude of caring for each other must be cultivated in the community (the passive partner). This will result in respect for lives and property of others and will lead to proactive conduct. Precipitating policing by the community is a sign of successful education. This is illustrated not only by the hardening of the physical environment, but also by the community's involvement in ensuring that the environment is a safe and pleasant place for all. Lasting success can only be ensured if the police and the community are supported by other departments. Unmaking the torturer : re-establishing meaning and identity after committing atrocities

During apartheid numerous atrocities, including torture were committed by the security forces in South Africa. Most atrocities were directed at black people, during the political violence. The question which the researcher investigated was how people who worked in the police and had tortured and committed other atrocities re-established meaning and identity after South Africa became a democracy. South Africa’s history was discussed, focussing on factors which created an environment which was conducive to the committing of atrocities. The basic tenets of social constructionism were considered and how they relate to concepts such as agency, power, essentialism, identity, morality, meaning-making, torture, illness and posttraumatic stress disorder. Dialogic analyses were conducted on each participant’s narrative. The researcher is seen as an integral part of the storytelling event. The ways in which the participants positioned themselves in telling their stories are discussed as attempts to reconstitute themselves. The impact on the researcher of working with perpetrators is discussed. Themes were distilled from participants’ narratives. These are discussed with attention given to the problems they identified as having led to perpetration, such as racism, enacting of masculinity and militarisation. Problems they identified which arose as a result of perpetration include aggression, alienation, illness and addiction to violence. The use of intelligence led policing in crime prevention by the South African Police Service

The advent of democracy in South Africa brought hope for freedom and prosperity for millions of South Africans. The country also experienced an increase in violent crime during those early years of democracy. In order to deal with the threat of crime the government had to develop policing strategies which would eradicate crime and fear of crime. As a young democracy South Africa had to look for policing models which has successfully decreased the high crime rate in developed countries. Fortunately the western democracies like the United Kingdom, United States of America and Australia had some of these answers. Firstly it was community policing, then sector policing, and finally intelligence led policing. This research focuses on the intelligence led policing model by discussing its building blocks in chronological order as follows. Firstly is the historical background of intelligence; Secondly, is information collection; Thirdly is crime analysis; and Fourthly is the Intelligence-cycle, with specific focus on the implementation process in England in the United Kingdom; New Jersey in the United States of America, South Australia State in Australia; and in the Republic of South Africa. Investigation into the causes and reasons for service delivery protests in the city of Johannesburg from 2009 until 2014

The advent of a political democracy in South Africa in 1994 generated hope for a better life for all South Africans especially those marginalised during the apartheid era. The newly formed democratic government was confronted with the mammoth task of expounding and decreeing policies and processes that would warrant equality and equity in the provision of basic services to its citizens. Local government being the third sphere of government and which is closest to the people was entrusted with the responsibility of rendering basic services to its people as well as to address the backlogs that have accumulated during the apartheid era as depicted in the 1996 Constitution. Despite the efforts made by government to meet the requirements of the people in providing them with adequate basic services such as clean water, electricity, roads housing and refuse removal, these services were either not provided at all or it was done at a snail‟s pace. This led to widespread service delivery protests. In light of the above, this empirical study investigates the causes of the service delivery protests in City of Johannesburg (CoJ) from 2009 until 2014. Numerous studies have been pursued to examine the reasons and causes for service delivery protests and the conclusions derived is the slow pace of providing electricity, water and sanitation to the local communities. It therefore can be deduced that no democracy can subsist and prosper if citizens are still living in deprivation and in a state of discrimination and unemployment without them having visions for a better life. The manifestation of service delivery protests is thus a risk to South Africa‟s young democracy and its sustainability, which cannot be ignored. The findings of this study clearly revealed that communities in the CoJ are discontented and disgruntled because of, amongst other things, the lack of delivery of basic services, the deployment of cadres to municipal management positions, the abuse of the tendering system, nepotism and favouritism, which have negatively affected service delivery. / Public Administration and Management / M. An analysis of the role of the South African Police Service and the local government in crime prevention

As people living in a world of constant change, we tend to strive for innovation which this research endeavours. The South African Police Service (SAPS) and all relevant role-players become partners in the fight against not only crime, but also community problems that threaten the well-being of inhabitants. Local Government is attempting to develop communities in municipal areas and SAPS primary function is to reduce crime. If crime is one of the main obstacles in improving the quality of life, then surely government authorities must take responsibility for local safety, and who better than these two key organisations taking the lead. This study investigates the roles of SAPS and Local Government in crime prevention in the Cape Winelands District Municipality; also whether their co-operation brings about fruitful results and what interventions are actively in place. It further explores whether their integrated approach has an impact on the safety and security of local communities. Lastly, it determines whether their collaboration is effective or not; and what additional improvements can be implemented, seeking new insights for future reference. Three hundred (300) questionnaires were distributed to senior management members of the SAPS and Local Government, as well as other relative stakeholders who contribute to increasing safety. Crime reduction influences all spheres of society, for example our economy, businesses, tourism etc. Reducing crime and building safer communities must be a priority for all South Africans. To achieve this, crime prevention programmes should be initiated at community level, since crime prevention involves responding to a few priority problems, using multi-agency approaches. Government legislation and policies urge both organisations to take the lead in implementing crime prevention projects which this study discovered. This analysis is not to re-invent the wheel but to find effective ways in strengthening partnership which leads to new knowledge in the field of crime prevention at local level. One of the basic needs of any community is the need for safety and security and this study aims to assist and contribute to increase safety using an integrated approach. / Enige samelewing het „n afkeur aan misdaad omdat dit angs, haat en negatiewe emosies aanwakker. Omdat die mensdom gedurig verandering in die gesig staar, poog hierdie navorsing om nuwe idees. Die Suid Afrikaanse Polisie Diens (SAPD) en ander rolspelers is vennote in die bekamping van misdaad, asook probleme wat die welstand van elke gemeenskap bedreig. Plaaslike owerhede beywer hulle om gemeenskappe te vestig terwyl misdaadbekamping die SAPD se primêre doel is. Hierdie studie ondersoek die rolle van die SAPD en plaaslike owerhede in die bekamping van misdaad binne die grense van die Wynland Distrikte Munisipailteit. Ook ondersoek hierdie studie of daar vrugbare uitslae en aktiewe maatreëls in plek is om misdaad hok te slaan. Verder ondersoek die studie of gesamentlike aksies enige impak op die gemeenskap se veiligheid en sekuriteit het.
