Abstracts in English, Zulu, Sesotho and Venda / This study focused on occupational health and safety in South African small businesses. The owners/managers of small businesses have a moral, legal and financial obligation to ensure the health and safety of their employees. Both an international and South African perspective on occupational health and safety in small businesses are included in the literature study. Twelve core occupational health and safety criteria, developed specifically with regard to small businesses, were identified and used as basis for this study, in conjunction with the aspects of the theory of planned behaviour. The research design of this study included a positivistic research philosophy and a deductive research approach. A questionnaire was developed and used to determine the knowledge, attitude, behavioural intent and actual behaviour of South African small business owners/managers with regard to occupational health and safety in their businesses. In addition, barriers to occupational health and safety compliance were determined and tested to determine the perceived strength of these barriers. South African small business owners/managers completed the questionnaire for this study. It was determined that the knowledge, attitude, behavioural intent and actual behaviour of South African small business owners/managers related to occupational health and safety were not at optimum levels. Barriers to compliance should be reduced. Legal compliance issues comprise one of the main reasons why South African small businesses fail. Therefore, this study proposes a compliance management framework, based on applicable occupational health and safety legislation that encompasses moral, legal and financial contentions. The identified core occupational health and safety criteria were used as sections in the compliance management framework. This proposed compliance management framework aims to reduce the complexity of occupational health and safety legislation for South African small business owners/managers. / Ngudo heyi yo sedza kha tsireledzo na mutakalo mushumoni kha mabindu maṱuku Afrika Tshipembe. The investigation consisted of 26 staff members participating, of which 9 were managers and 17 employees. With reference to the empirical investigation, it was concluded that a recommendation be made that a formal policy in terms of an employee assistance program be compiled; and be championed by the Human Resource Manager. The main findings are that the EWP shows evidence of acceptance by employees as well as a degree of utilisation that compares favourably with local and international trends. It also shows an incongruence between marketing and employee orientation and training initiatives and reveals that programme evaluation efforts are insufficient and could be significantly improved. Analysis of employee participation in occupational health and safety activities in a cement manufacturing organisation in South Africa

Globally organisations face unacceptable levels of fatalities that translate into financial losses and bad publicity, which can be attributed to the inadequate employee engagement in decision making in daily work activities. This study explores the participative role of employees in the management of occupational health and safety (OHS), and investigates the impact of employee participation on the decision making processes that create a safe workplace. The joint labour-management committees encourage employee participation that improves the injury and disease prevention programs. Four participative approaches exist in the decision making processes, namely Directed Participation, Involvement, Pro-active Participation and Ownership, that are interrelated and integrated with the decision making process. When employees are required to abide by set guidelines and procedures, Directed Participation is appropriate. This has been observed to occur with little or no input from employees, whilst the application of legislation requires the process of involvement where critical decisions are made outside the domain of the employee. The pro-active participation process entails the sharing, consulting and making of joint decisions, which is most suitable in the Safety Health and Environmental committees, ensuring the process of Ownership empowers employees to champion the OHS activities. In OHS management there are instances when numerous participative approaches are utilised simultaneously to make decisions. All employees, both blue collar workers and management have a positive influence in creating a safe workplace, with the likelihood of older and experienced employees participating more than their younger counterparts in the decision making processes within the various OHS forums. Also, the more employees assume full responsibility for their health and safety, the greater is their influence to find solutions to the safety challenges. Additionally, making joint decisions to create a safe workplace will, in turn, encourage employees to participate more. The use of the participative approaches results in an improvement in the iii decision making processes within S.H.E. committees and OHS management processes, thereby making a positive contribution. More research is recommended to explore the relationships between employee participation in decision making and the compliance to OHS legislation, employee training, the safety culture and the influence of trade unions. / Business Management / DBL
