The investigation, done with a wide approach, covers professionals, social workers and medical experts employed by INSS (National Institute of Social Security) in Pelotas, RS, Brazil. We have used bibliographic and documental research as well as personal interviews. The survey sample consists of 15 professionals, 8 medical experts and 7 social workers, who work with the new model of disability evaluation. We approach on how professionals, social workers and medical experts evaluate the new model of social and medical assessment, implemented in June 2009. The questions that guide the present dissertation concern the way literature presents the concept of disability, the Continuous Cash Benefit and the new model of socialand medical evaluation of disability; how the disability evaluation occurs through the ntegration of medical and social assessment, which is necessary for giving access to the Continuous Cash Benefit; and on how professionals, social workers and medical experts see the new model of disability evaluation. The study shows that, since the introduction of the new evaluation model, a significant advance in disability evaluation to access CCB occurred, and that a more comprehensive assessment on disability has been put into practice. Previously, only the biological aspects were considered, but through the new model we seek to evaluate the biological, environmental and social aspects. We have made an important reflection on the new assessment model, on the assessment tools and its operation, and on the understanding that professionals have concerning disabilities. We realize how the evaluation change has been significant and we point out some elements that need to be reviewed and improved regarding the evaluation model and its implementation, as well as to the understanding of the concept of disability in order to understand it as a type of inequality that is the result of both individual and social disadvantages. The evaluation of disabilities, in order to access CCB, stands out as an important process which is still being developed. / Esta pesquisa tem como objetivo investigar como os profissionais, assistentes sociais e m?dicos peritos, avaliam o novo modelo de avalia??o m?dica e social, implantado em junho de 2009, para avaliar a pessoa com defici?ncia eleg?vel ao Benef?cio de Presta??o Continuada, com vistas a identificar se o mesmo tem contribuindo para proporcionar uma avalia??o mais completa da defici?ncia. A investiga??o, de natureza mista, abrange os profissionais assistentes sociais e m?dicos peritos da Ger?ncia Executiva do INSS em Pelotas. S?o utilizadas as t?cnicas de pesquisa bibliogr?fica, documental e entrevista. A amostra da pesquisa ? composta por 15 profissionais, sendo 8 m?dicos peritos e 7 assistentes sociais, que atuam na operacionaliza??o do novo modelo de avalia??o da defici?ncia. Problematiza-se como os profissionais, assistentes sociais e m?dicos peritos, avaliam o novo modelo de avalia??o m?dica e social, implantado em junho de 2009. As quest?es que orientam a disserta??o se referem a como a literatura debate os conceitos de defici?ncia, o Benef?cio de Presta??o Continuada, e o novo modelo de avalia??o m?dica e social da defici?ncia; como ocorre a avalia??o da defici?ncia atrav?s da integra??o da avalia??o m?dica e social necess?ria para o acesso ao Benef?cio de Presta??o Continuada; e como os profissionais assistentes sociais e m?dicos peritos avaliam o novo modelo de avalia??o da defici?ncia. O estudo revela que ocorreu, a partir da introdu??o do novo modelo de avalia??o, um significativo avan?o na forma de avaliar a defici?ncia para acesso ao BPC, passando a ser realizada uma avalia??o mais abrangente sobre a defici?ncia. Anteriormente, consideravam-se somente os aspectos biol?gicos, e atrav?s do novo modelo busca-se avaliar os aspectos biol?gicos, ambientais e sociais. Realiza-se uma importante reflex?o sobre o novo modelo de avalia??o, sobre o instrumento de avalia??o e sua operacionaliza??o e sobre a compreens?o que os profissionais possuem sobre defici?ncia. Reconhece-se o quanto foi significativa a mudan?a ocorrida e apontam-se alguns elementos que precisam ser revisados e aprimorados em rela??o ao modelo de avalia??o e sua operacionaliza??o. E tamb?m, evidencia-se a necessidade de evolu??o em rela??o ? compreens?o de defici?ncia, com vistas a entend?-la como um tipo de desigualdade que ? resultado tanto de desvantagens individuais como sociais. A avalia??o da defici?ncia para acesso ao BPC destaca-se como um importante processo em evolu??o.

Although different professions work together in treatment of stroke patients, all they use different terminologies for the description of the patients problems and it can constitute an impediment in the communication between the staff members. Thus, the multidisciplinary and interdisciplinary work would be facilitated if using a reference common tool, as the new International Classification of Functioning, Disability and Health (ICF). However, the ICF is very extensive and complex and due to its complexity, it has been evidenced the necessity to select its categories to become it more practical. The aim of the study was to investigate which categories of the ICF are more suitable to evaluate and to describe the stroke patient in the view of teachers and municipal public health professionals. It was a descriptive research, which involved 5 professors and 11 professionals of Physiotherapy that have worked at the health public area in Natal / RN. It was used the Delphi Technique in 3 rounds and the Likert Scale to select the categories among the ICF components. As result, from the 362 IFC categories, 94 were selected. The selected categories correspond to rehabilitative characteristics of Stroke patients in the universe of the Physiotherapy performance. The methodology applied was suitable to the studied object emphasizing the necessity of future studies for validation of the chosen categories / O acidente vascular cerebral representa a primeira causa de incapacidade entre adultos. Embora diferentes profiss?es trabalhem juntas no tratamento dos pacientes com AVC, todas elas usam terminologias diferentes para a descri??o dos problemas dos pacientes, constituindo uma barreira na comunica??o entre os membros da equipe. Sendo assim, o trabalho multidisciplinar e interdisciplinar seria facilitado pelo uso de uma ferramenta comum, como a nova Classifica??o Internacional de Funcionalidade, Incapacidade e Sa?de (CIF). A CIF, extensa e complexa, requer que suas categorias sejam selecionadas para torn?-la mais pr?tica e objetiva. O presente estudo teve por objetivo investigar as categorias da CIF mais adequadas para avaliar e descrever o paciente acometido por AVC, na perspectiva de docentes e de profissionais de rede p?blica municipal de sa?de. Realizou-se uma pesquisa descritiva, na qual participaram 5 docentes universit?rios e 11 profissionais de Fisioterapia atuantes na rede p?blica municipal no munic?pio de Natal/RN. Utilizou-se a T?cnica Delphi em 3 rounds e a Escala de Opini?es de Likert, com sele??o das categorias entre os componentes da CIF. Como resultado, das 362 categorias totais da CIF, 94 foram selecionadas. As categorias selecionadas correspondem ?s caracter?sticas reabilitativas de pacientes com AVC inscritas no universo de atua??o da Fisioterapia.
