Assessment of the challenges affecting the efficient and effective management of district hospitals in the Motheo district in the Free State province

(Public Management)) -- Central University of Technology, free State, [2014] / The primary aim of the proposed study is to investigate the technical problems affecting the efficiency and effectiveness of District Hospitals in the Free State Province. The proposed research therefore stands to contribute to the existing body of evidence on the efficiency and effectiveness of health care services, with regard to the existing problems in the health sector such as high staff turnover, facilities with lack of appropriate equipment, unmanageable workload, lack of appropriate infrastructure, a high absenteeism rate and low morale of the employees in the public health institutions. Therefore the study will identify potential shortcomings that are compromising the efficiency and effectiveness of the district hospitals. The findings of the study will be used to address some of the identified problems and also to describe how progress can be measured. The outcomes of this study are intended to raise important issues and to assist management of the Free State Department of Health to address the challenges that are affecting the functioning of the district hospitals. The findings will also assist the relevant managers in planning and implementation of policies that will address inequalities and problems as highlighted in the study. It will also create opportunities for shared responsibilities that management and the staff need to resolve jointly.

Determining the causes of the high rate of absenteeism in the East Vaal area of the South African Post Office

The East Vaal area of the South African Post Office is faced with a high rate of teller absenteeism, which has been observed to be as high as 15 per cent. This adds to the cost of providing quality service to the company’s customers. The objectives of this study are to determine the factors that lead to the high rate of absenteeism in the East Vaal area and to make recommendations to the area management that could improve the attendance behaviour of the tellers in the area. To achieve these objectives, 51 questionnaires were prepared and handed out to the tellers with absenteeism rates of more than three percent in the East Vaal area to be completed. Face-to-face interviews with both the tellers and their branch managers were conducted. Absenteeism records and Employee Assistance Programme reports were also studied to collect more data. The findings highlighted lack of rewards for employees who reported for work regularly; employee illness; no recognition for good work performance; tellers receiving insufficient remuneration for their work; poor working conditions; and poor management style as the main reasons for the tellers taking unscheduled leave of absence. Based on the key findings, the main recommendations were that appropriate mechanisms for acknowledging and rewarding good work performance and attendance behaviour should be in place; a sick-leave pool system accessible to tellers should be introduced; establishment of performance evaluation and rewards for tellers; and introducing management practices which lead to a more open expression of opinion and participatory problem-solving / Business Management / Thesis (M.Tech. The role of personality and organisational climate in employee turnover

Text in English / Research on employee turnover dates back many decades. However, this research traditionally focused on either understanding turnover intentions or the factors preceding turnover, such as job satisfaction. Despite the challenge in SA being huge and organisations struggling to keep their talent, the research on employee turnover is quite limited. Understanding the different variables that influence employee turnover and providing practical solutions on how to mitigate turnover would be valuable to many organisations. The aim of this research project was to understand the role of personality and organisational climate in employee turnover. In addition, a comprehensive model of employee turnover was developed and tested. The Five Factor Model was used to conceptualise personality, while (due to the limited nature of existing models) a new model was designed to conceptualise organisational climate. A sample of 1 536 people was drawn from a large retail organisation in SA, with 807 stayers and 729 leavers. Biographical, personality and organisational climate information was collected over a two-year period for both samples. Results of the study were mixed; there were no significant differences in the two samples regarding the big five personality factors, except when nine bipolar scales were used. On these scales, leavers were found to be more assertive, persuasive and optimistic than stayers. All five personality factors moderated HR policies & procedures in determining turnover. There were differences between the stayers and leavers samples with regard to age, gender, tenure and absenteeism. Organisational climate was a key determinant of whether people left or stayed and organisations had more than one climate. Personality, organisational climate and absenteeism accounted for 29% of turnover. The proposed model of employee turnover met most of the requirements of goof fit measures when using Structural Equation Modelling (SEM). / Psychology / D.Litt. et Phil.

The effect of a physical wellness pathway on the chronic absenteeism of shift workers at an Eskom power station

Some employers look to cost sharing, cost shifting, managed care plans, risk rating and cash based rebates or incentives. These methods merely shift costs. Absenteeism in South Africa claims 3.2% of all scheduled work hours, 43 000 work hours per week, 9 days lost per employee per year and 1 employee in every 15 on a weekly basis. The main objective of this study was to establish the effect of a physical wellness intervention on the chronic absenteeism of a governmental company like Eskom. Fiftyfour males with a mean age of 42.13 years, participated in the program. Morphological and physiological variables included fat percentage; body mass index (BMI), cholesterol, blood pressure (BP), flexibility, cardiovascular endurance, waist circumference and muscle endurance. The participants were divided into four groups consisting of 12-15 individuals. Data was collected over a period of six months (March-August 2001). There were six sessions in which the subjects participated namely: wellness awareness, general body wellness, heart wellness, stress wellness, posture wellness and nutritional wellness. These sessions focussed on education, testing and physical activity, with follow-ups and maintenance at the Biokinetic rehabilitation station. Trends for the group were traced using a statistical analysis for absenteeism tallying the GSAR (gross sickness absentee rate) and AFR (absentee frequency rate) for the participants. The GSAR and AFR were significantly lower during the intervention. The return of investment was calculated based on the amount of hours worked per month on the August 2001 payroll, where the increment figure is based on an average increase of 7.9%. The result of the study concluded that work-site body wellness is health care reform that works, with absenteeism decreasing significantly and an improved employee health status. / AFRIKAANSE OPSOMMING: Baie maatskappye kan die helfte of meer van hul wins aan gesondheidsorg spandeer. Hierdie sessies het op die opvoeding, toetsing en fisieke aktiwiteit gefokus met opvolg-ondersoeke en instandhouding by die Biokinetika rehabilitasiestasie. Neigings vir die groep is opgevolg deur statistiese analise vir afwesigheid deur die TSAS (totale siekte afwesigheidsyfer) en AFS (afwesigheidsfrekwensiesyfer) vir die deelnemers aan te teken. Die TSAS en AFS was beduidend laer tydens die intervensie. Die beleggingsopbrengs is bereken op die aantal ure per maand op die Augustus 2001 . betaalstaat met die toenamesyfer gebaseer op die gemiddelde verhoging van 7.9%. Die resultaat van die studie is dat liggaamlike welstand by die werksplek voordelig is vir gesondheidsorgverbetering en dat afwesigheid beduidend afneem terwyl daar ook 'n verbetering in die gesondheidstatus van werknemers was.

Absenteeism can be a major problem for organisations. As pressures increase on the budgets and competitiveness of companies, more attention is being given to reduce workplace absenteeism and its cost. Job satisfaction has been noted as one of the factors influencing an employee's motivation to attend. Studies on the relationship between absenteeism and job satisfaction seem to be inconsistent. Some research has found no correlation between these two variables whereas other studies indicate a weak to moderate relationship between these two variables. The aim of this study was to determine whether there is a relationship between job satisfaction and absenteeism in a selected department within and Electricity Unit in the Western Cape.

Examining the impact of absenteeism at a South African Police Service academy

This study sought to identify and explore the contributing factors responsible for the rate of high absenteeism, as a result of sick leave, at the South African Police Service (SAPS) Academy in Paarl. The research also explored international best practices in the management of absenteeism in police organizations. Furthermore, and most importantly, the study puts forward a set of recommendations to the management of SAPS regarding improvements that could address absenteeism and, ultimately, improve service delivery. Data was collected by means of a literature study coupled with semi-structured individual interviews. The interviews were conducted with the most diligent members of the group employees of the SAPS Academy in Paarl who had taken the least sick leave during the 2009-2012 leave cycle. A thorough literature review was conducted; this literature study focused on SAPS directives, inter alia, standing orders, regulations, national instructions and national legislation. In addition, national and international literature on absenteeism in the workplace was consulted. The findings of the study illustrate the impact of absenteeism on service delivery at the SAPS Academy, Paarl. It was established that absenteeism impacts on the morale of diligent members and, in turn, creates innumerable challenges for managers. The recommendations made in this study could contribute towards addressing and alleviating the impact of excessive absenteeism on service delivery at the SAPS Academy, Paarl. In addition, these recommendations could contribute towards addressing these matters within the broader SAPS body in and other government organizations, since absenteeism in the workplace is a general phenomenon. / Police Practice / M. The impact of time lost through absenteeism on service delivery in the South African Police Services (SAPS), the area Kuilsriver cluster, Cape Town, Western Cape.

Thesis (MTech (Public Management))--Cape Peninsula University of Technology, 2016. / Absenteeism in the South African Police Service is without doubt one of the most difficult aspects to manage. It is therefore important for the organisation to have measures in place to reduce absenteeism. More focus is put on the cost of absenteeism without realising the enormous adverse effect it has on service delivery in the South African Police Service. By reducing the absenteeism rate by just one day per employee, organisations can boost productivity, improve morale and improve their profit margins significantly (Nel, 2013:1). This research project examined the impact on service delivery of time lost through absenteeism in the South African Police Service with specific reference to the Kuils River cluster Cape Town, Western Cape, South Africa. Problems relating to absenteeism as well as the main contributors to absenteeism were identified by the researcher and recommendations were made. A quantitative research approach was followed with a survey amongst staff members. The data analysis from the questionnaire was compiled by the in-house statistician that was recommended by Cape Peninsula University of Technology. The research project makes recommendations that address the problems highlighted in this empirical study, as well as a recommendation for further studies.
