Conceiving the records continuum in Canada and the United States

This thesis surveys the efforts made by Canadian and American records administrators, both records managers and archivists, to ensure that records are created, received, stored, used, preserved, and disposed of in a manner which is both efficient and effective. Beginning with the French Revolution and continuing to modern times, it investigates how approaches in North American archival thinking, government records programs, and applicable records legislation were often flawed because of fundamental misconceptions of the nature of the records themselves. The thesis traces how the most widely accepted approach for administering records, which called for the division of responsibilities amongst records professionals according to the records' "life status" — active, semi-active, or inactive — was incorrect because it was not compatible with the reality that records exist as a conceptual whole and are best administered in a manner which reflects this realization. The records, which should have been managed as a coherent and complete fonds of an institution, suffered from these divisions which had eventually led to the evolution of separate records occupations: those who looked after active records, called records managers, and those who handled inactive ones, labelled archivists. What was required was an "integrated" or "unified" approach such as that articulated by the Canadian archivist Jay Atherton. Like others, he called for the management of records in a manner which reflected the singular nature of the records, an approach which did not make arbitrary divisions where none existed, but instead viewed records from a wider and more complete perspective. Support for this approach amongst some records administrators was precipitated by a number of factors, not the least of which were the demands of handling information in modern society. The thesis concludes by examining what is required for the integrated ideas to be implemented as part of a practical model in today's institutions. It suggests that for the best results to be achieved, records administrators will have to learn to work with others in related information professions, or risk losing the ability to make valid contributions in the modern information age.

"An excellent laboratory"| U.S. foreign aid in Paraguay, 1942-1954

<p> After the United States entered World War II, the nation began a technical assistance program and a military aid program in Paraguay as part of its Latin American foreign policy. The U.S. rooted its technical assistance program in an idealized narrative of U.S. agricultural history, in which land-grant colleges and the agricultural reforms of the New Deal had contributed to prosperity and democracy. The extension of this American Way to other countries would strengthen prosperity, encourage democratic reforms, and prevent fascist and Communist subversion. The U.S. also extended military aid to Paraguay to draw Paraguay's military away from its fascist sympathies. Over the next twelve years, policymakers debated the relationship between technical assistance and military aid, their effects on Paraguay, and their compatibility with U.S. foreign policy. Initially, U.S. policymakers saw the programs as mutually reinforcing. By the mid-1950s, however, the promise of agrarian democracy remained unfulfilled in Paraguay.</p>

<p> This dissertation examines the role of the Federal Reserve System in the formation and conduct of American foreign relations between the Second World War and the Korean War. Specifically, it seeks to understand why Fed officials willingly subordinated monetary policy to the priorities of war finance during the former conflict, but actively fought for greater policy autonomy during the latter. Using a constructivist bureaucratic politics approach it examines how American central bankers understood the economic and political implications of both domestic and international policy developments. Drawing upon the perceived lessons of the interwar years, Fed officials believed that economic prosperity was a critical feature of a stable and peaceful international system. At the same time, however, they believed the situation was more complicated than a simplistic causal relationship whereby greater domestic growth resulted in greater international peace and prosperity. Instead, central bankers recognized that events in either the domestic or international political or economic arenas, if improperly handled, threatened to upset the delicate balance between prosperity and peace. The belief in these fundamental interconnections, while often not explicitly expressed, provided a coherent and logical guide to Fed policy, during the era, informing many of its internal debates and positions. In Egyptian service : the role of British officials in Egypt, 1911-1936

In 1919 the number of British officials employed by the Egyptian Government reached a peak of over 1,600, a substantial figure in relation to a colonial administration like the Indian Civil Service. However, due to the anomalous nature of Britain's occupation of Egypt, the workings of British administration there were left deliberately ambiguous. Thus although we have an extensive knowledge of imperial policy with regard to Egypt, we have little understanding of how British rule there actually functioned, certainly nothing to compare with numerous local studies of the Raj or Colonial Service at work. By studying the British administrators of the Egyptian Government, this thesis casts new light on Britain's middle years in Egypt, which saw formal imperial control succeeded by informal hegemony. We begin by analysing the Anglo-Egyptian administrative structure as a product of its historical development. We examine how well this muted style of administrative control suited conditions in Egypt and Britain's requirements there, considering the fact that by 1919 the British officials had become a major source of nationalist grievance. This loss of reputation caused the Milner Mission to select the British administration as a principal scapegoat in its proposed concessions. Moreover, it was the belief of certain leading officials that Britain's responsibility for Egyptian administration was no longer viable which finally helped precipitate the 1922 declaration of independence. The Egyptian Government now took actual rather than nominal control of its foreign bureaucrats, yet even in 1936, over 500 British officials were still employed in finance, security, and in technical and educational capacities. The changing role of these officials within an evolving mechanism of British control illuminates one of the earliest experiences of transfer of power this century.

The 1989 revolutions in East-Central Europe : a comparative analysis

There is a substantial amount of existing literature that focuses on the revolutionary events of 1989 in East-Central Europe. Yet, there are few comparisons which apply a comparative-historical approach to a small set of cases. A large body of existing literature provides the ideal situation for a comparative-historical study. This thesis will test the utility of applying a comparative-historical methodological approach to the events of 1989 in four countries in East-Central Europe. The four countries are paired into two cases. The case of Poland and Hungary is compared with the case of Bulgaria and Romania. A theoretical frame of reference is developed from previous comparative-historical studies of revolutionary events, criticisms of them, and the general theoretical debates which they generate. This frame of reference incorporates a broad range of variables, and is used to inform the application of the method. Differences (and similarities) between the cases are then investigated, and the utility of the method assessed. Additionally, the application of the method allows some current theoretical and conceptual debates concerning the East- Central European events to be confronted. Part 1 of the thesis applies a comparative-historical method of analysis to the cases up to, and including some aspects of the 1989 events. In Part 2, patterns of difference between the cases are identified in terms of revolutionary forms and outcomes. Following the logic of the method common factors are identified as potential contributing factors to the collapse of communism, while patterns of difference suggest that the political, economic and social 'nature' of the communist systems had an impact on the forms of change and their outcomes. It is recognised that the comparative-historical approach utilised in this thesis has limitations. However, the method is shown to be useful for identifying common factors across cases, and significant variations between cases, which can generate potential explanation, and provide better understanding of such revolutionary phenomena as that which occurred in East-Central Europe in 1989.

The main theme of my thesis is the city administration of Prachatice as a seigniorial town between the years 1622 and 1699. I've focused my attention primarily on the functioning of the town hall in Prachatice. I've tried to reconstruct its staff structure and I've also been engaged in the renewal of the autonomy town authority related with it town hall, elders and the town reeve. The primary sources for my work were the town councillor manuals, lists of renewals, wedding contract books and testament books stored in the state regional archive in Prachatice, in stock Archive of the Prachatice town. I used sources, which were created during the renovation process, stored in the state regional archive in Třeboň, workplace Český Krumlov, and register books stored in the state regional archive in Třeboň. In the opening chapters I've tried to generally familiarize with the essential literature, the towns autonomy and town laws. I've compared the Prachatice autonomy with studies engaged in autonomy authorities of other towns.

Pragmatism and the intellectual development of American public administration

Histories of public administration’s early intellectual development have little to report on the influences of pragmatism as developed by philosophers such as Charles Sanders Peirce, William James, and John Dewey. This dissertation contributes to the literature of the history of public administration by documenting this “slighting” and assessing its consequences. The dissertation concludes that public administration does indeed have a heritage in pragmatism, but this heritage does not emanate directly from the philosophical pragmatism of Peirce, James, or Dewey. Rather, it is found in the disguised or silent pragmatism of Mary Parker Follett, the popularized, corrupted, and nominal pragmatisms of Charles A. Beard and Herbert Simon, and the implicit pragmatism of Dwight Waldo. The discovery of this heritage of “hidden” pragmatism Carries with it significant implications for the way we think about public administration as a field of study. Most importantly, it means that we have a distorted and incomplete view of our past. Our failure to understand the heritage of pragmatism means that we cannot see pragmatism as a legitimate alternative to the positivism and behavioralism that dominate contemporary mainstream public administration. / Ph.
