Older people in Scotland : family, work and retirement and the Welfare State from 1845 to 1999

The social and economic experiences of older people in Scotland over the past two centuries provides a particularised lens through which larger themes of change and adaptation may be analysed. Older age cohorts are examined as specific identity groups within the context of a society in rapid transformation. The years c. 1845-1999 represent a period of time in which almost every sector was affected by industrialisation, urbanisation, migration, economic developments, technological and medical progress, and social reform. In combination with historical interpretations, modern sociological theory concerning the aged as a distinct social grouping provides the basis for further inquiry. Concepts such as status, social capital, interdependency, paternalism and citizenship have been of major importance in structuring this research. By means of demographic analysis, readings of written biographical documentation, and the incorporation of over fifty oral histories conducted in Dundee and Edinburgh, the role of the family in older people’s lives has been explored. Nineteenth and twentieth-century population trends have been incorporated as an area for detailed investigation of long-term familial practices. An understanding of the older person’s role in the family over time suggests a formalised socio-economic stability based upon kinship ties, gender roles, and economic and social reciprocity. Stage theory allows for examination of the economics of ageing, particularly in regard to employed and retired older people. Original research covering older people’s experiences of work in Dundee and Edinburgh provides qualitative and quantitative data on paternalistic policies in the brewing and jute industries, promotion and retirement practices, and economic status among the working elderly. The experience of being retired has been evaluated in terms of economic independence, social capital, class and gender. Analyses of the experience of retirement in the post-war era are bound with the rise of the modern welfare state. Significant government commissions and acts provide scope and sequence in an analysis of the role of the state in old age. Principally, the New Poor Law of 1845 (Scotland), the Pension Acts of 1908 and 1925, the National Insurance Act of 1946, as well as the social welfare acts of 1948 have been studied. Particular focus on the influence of the Social Work Act 1968 (Scotland) complements an overarching argument concerning Scotland’s unique practices in the modern welfare state. Emphasis is on care in the community, using statutory and voluntary services provided at the local level as case studies. Interpretations of older people in terms of their various roles in the welfare state, their communities and places of work, and within their families indicate that throughout the period, older populations have distinctively adapted to the long-term effects of modernisation in Scottish society.

This work went to history to tell about the social protection since it s was born, first like a care assistance on XV century until nowadays. It s was possible check an evolution on social protection field, that had the first reach with Bismarck, in 1883, and, on that time just assure a little the workers. Slowly, this covering became deficient in front of the necessity to protect who that are in case of needing. On XX century, Beveridge create what nowadays is called Social Welfare Work, enlarging the protection just not only with the benefit, but with the services. In other time, the work had an evolution on old age, in Brazil and for the world, with the purpose of demonstrate that how important is the old age protection , mainly because the world modification on population number, where the old age has been subject of large contends, for that social s covering plans can be prepared to care all large number of old age people that promises to exceed the infant mortality rate. In Brasil, there are three kinds of age retirement , different about , if from the city, from the country or obliged to, and about this last one it s different from what the fundamental law of state establish. Diante disso, torna-se necessário um estudo mais aprofundado dessa matéria, para proporcionar aos operadores do direito a possibilidade de encontrar definições e conceitos inexistentes em nosso ordenamento jurídico. No presente trabalho, foi resgatada parte da história da proteção social desde o seu início, ainda como assistência privada, nos idos do século XV, até os dias de hoje. Foi possível constatar grande evolução no ramo da proteção social, que teve seu primeiro alcance considerável com Bismarck, em 1883, época em que se limitava a assegurar sobretudo os trabalhadores. Aos poucos essa cobertura foi se tornando insuficiente diante da necessidade de proteger aqueles que se encontravam às margens da mendicância. Já no século XX, Beveridge cria o que hoje se chama seguridade social, ampliando a proteção não apenas com benefícios, mas também com serviços. Neste trabalho também é feito um resgate histórico da velhice, no Brasil e no mundo, com o objetivo de demonstrar o quão importante tem sido a proteção aos idosos, principalmente em razão das mudanças demográficas que têm ocorrido em âmbito mundial. O envelhecimento tem sido tema de amplos debates e discussões, para que os planos de cobertura social possam estar preparados para proteger o grande número de idosos que prometem alcançar taxas de sobrevida cada vez mais altas. No Brasil há três modalidades de aposentadoria por idade, diferenciadas em razão da natureza da filiação, se urbana, rural ou compulsória, sendo que esta última vem se revelando em descompasso com os ditames constitucionais. Cada uma dessas modalidades possui características próprias, que serão abordadas em detalhes neste trabalho. É possível depreender que a aposentadoria por idade está na iminência de sofrer modificações, diante da possibilidade de se fixar idade mínima para a aposentadoria por tempo de contribuição. Ademais, com o crescente aumento da longevidade, principalmente no que tange às mulheres, não é possível permitir que elas continuem se aposentando cinco anos mais cedo do que os homens e que a idade para a aposentadoria ainda se mantenha imutável, diante do aumento da expectativa de sobrevida

(in English): The diploma thesis deals with the differences in the provision of social activation services from the personnel point of view in homes for the elderly. Its aim is to focus on the difference in the personnel implementation of the social activation service of the staff of the retirement home, due to their qualifications and the nature of work in this facility. In my work, I am looking for an answer to the question: "Who should perform social activation services in a retirement home?". In the theoretical part I present the concepts of aging, the theory of aging, old age and related changes in old age, adaptation and preparation. Description of the retirement home, social work in it and then the nature of the work and qualifications of the social worker, the worker in social services and the activating worker in the home for the elderly. The last chapter is activation, in which I deal with the activation program and communication within the activation. I process the practical part with the help of qualitative research in the form of a semi- structured interview. I am looking for an answer to who should perform a social activation service in the retirement home. My respondents are activation workers or social workers and social care assistant, who carry out activation in the facility....

Postavení seniora v rodině / Role of senior in the family

This diploma work examines the family role of seniors in today's world. The theoretical part describes the phenomenon of the quality of life with an emphasis on the quality of life of seniors. Furthermore, the work focuses on old age, its definition and characteristics, on seniors in the Czech Republic and the description of the elderly in relation to the family. The last chapter deals with the care for the elderly. The empirical part is motivated by the main research question: What is the family role of seniors living in residential facilities of social services from their own perspective like? To answer this question I conducted a qualitative research using a test of family system - FAST and the interview. The whole research is focused on seniors living in residential facilities of social services. I worked especially with retirement homes. The empirical part includes the research objectives and questions, the detailed description of the methods I used, the research sample and the description of the whole process of research. The complete research, its process and its results are then subjected to a critical examination in the discussion.
